Five suspected H5N1 human cases reported in Seoul

At least five suspected H5N1 human cases have been reported to local authorities as of Wednesday morning in Seoul after the outbreak of the fatal disease was confirmed in Seoul earlier, South Korea's Yonhap News Agency reported.

The health authorities said five people have reported symptoms of fever or cough since Tuesday.

The authorities have conducted blood tests on the five people to confirm whether they are positive to the deadly H5N1 strain, Yonhap said.

The Ministry for Food, Agriculture, Forestry and Fisheries announced Tuesday that quarantine officials detected the highly virulent H5N1 strain in dead chickens from a bird vivarium located at the Gwangjin ward office in eastern Seoul.

It was the first time that the highly virulent H5N1 strain hits Seoul since a new round of spread of bird flu was confirmed in late March in the country.

The outbreak in the capital city has added worries that authorities are unable to contain the spread of the disease that has caused about 6 million birds to be culled so far.

Regarding the bird flu outbreak, the Ministry for Food, Agriculture, Forestry and Fisheries said it has strengthened quarantine inspections and began decontamination of traditional markets that have been blamed for the spread of bird flu in recent weeks.

The ministry said the confirmation of bird flu in Seoul brings the total number of outbreaks to 34 out of 60 reported since April 1.

The outbreak, which was first centered around Jeolla region of southwestern South Korea, has been reported in all provinces with the exception of North Chungcheong Province and Jeju Island.

SEOUL (AFP) -

The first bird flu outbreak in South Korea's capital Seoul was caused by the virulent H5N1 strain, the agriculture ministry said Wednesday, as residents in the affected district scrambled for medical checks.

The case at an aviary in the eastern district of Gwangjin brings to 34 the number of bird flu cases nationwide since April.

Not all have been confirmed to be H5N1, which is potentially deadly to humans.

Quarantine officials have slaughtered all 53 chickens, turkeys and pheasants at the aviary, and also poultry at a nearby public park in the same district and at an amusement park in southern Seoul.

No outbreak has been reported except in Gwangjin.

The Korea Center for Disease Control and Prevention said it asked all hospitals in Seoul to keep a close eye on their patients and immediately report any suspected cases of human bird flu.

The public health clinic in Gwangjin said Wednesday it had been swamped with inquiry calls or visits by residents, some with a high fever and headache, for medical checks. No bird flu infections were reported.

"They all turned out to be completely irrelevant to bird flu," Mo Hyun-Hee, head of the clinic, told AFP.

South Korea has not recorded any human cases of bird flu.

The agriculture ministry said quarantine authorities were continuing to decontaminate all aviaries and poultry farms in the city. Public access has been limited to those areas.

It was also trying to trace poultry dealers and farms which had sold birds to a market at Seongnam south of Seoul, which was the suspected supplier of infected pheasants to the Gwangjin aviary.

More than six million chickens and ducks have been slaughtered since the country's latest bird flu outbreak was reported on April 1. The previous outbreak was between November 2006 and March last year.

The H5N1 strain has killed more than 240 people worldwide since late 2003.

Authorities have issued the highest level of alert for avian influenza after the virulent bird flu hit Seoul, with six people being examined after reporting symptoms similar to those of human bird flu.

The move came as the virus found at an aviary in Gwangjin, eastern Seoul, was confirmed to be the H5N1 strain that can be deadly to humans, with six people being examined after reporting symptoms similar to those of human bird flu.

It is the first case of the flu in the capital since an outbreak April 1 in southwestern Jeolla Province. At the aviary, two pheasants were found dead on April 28 and later one turkey and two chickens. All other birds in the aviary were culled.

Health inspectors from Gwangjin ward said that about six residents are under medical examination after they reported symptoms similar to those of human bird flu, such as high fever. They received basic treatment and their blood is being tested to see if they have been infected.

``There have been a number of people complaining of fever after the news of the bird flu. But most were sent home as the symptoms were modest,'' a ward official said.

The Korean Centers for Disease Control and Prevention advised citizens with typical symptoms of the disease such as high fever, difficulty in breathing and headaches to have a medical checkup at a hospital or public health center.

South Korea has stocks of the bird flu vaccine, Tamiflu, for 1.4 million people, or 2.6 percent of the population, but no preventive vaccine.

For its part, the Seoul Metropolitan Government said that it has taken precautionary quarantine measures to prevent the flu from spreading further.

With the cooperation of other quarantine authorities, the city government has shut down the aviary and limited access to a nearby children's park and traditional open market where the dead pheasants were purchased by the aviary.

But the city government admitted that quarantine measures in a big city are more complicated than those in rural areas where poultry farms are concentrated.

``It's almost impossible for us to close a certain area or road as we do in a rural areas,'' a city official said. ``But as Seoul has no poultry farms, we believe it is highly unlikely that the avian flu will spread further.''

The ministry said the confirmation of bird flu in Seoul brings the total number of outbreaks to 34 out of 60 reported since April 1.

Seoul Stunned by Double Blows from Cows and Birds

While the whole nation was gripped with the presumptive risk of mad cow disease, bird flu has emerged as a real danger.

Various signs show that avian influenza is becoming increasingly hard to contain. Unlike the previous two occurrences in 2003 and 2006, the latest strike of avian influenza has spread even to Seoul and in a surprisingly short period of a month or so. Before, the disease broke out in winter but disappeared when the weather got warmer. The current one, however, occurred in spring and is continuing through early summer. People used to link avian influenza to wild migrant birds in the past, but now urban resident birds like pigeons may have to be added to the list.

This notwithstanding, officials can hardly avoid blame for their laxity and incompetence. It was Saturday, five days after some birds died, that a district office in eastern Seoul sent them to a medical examiner, to have the cause of death confirmed. On Monday, Children's Day, half a million people visited a nearby zoo and spent time with animals, including birds.

The central government was a little better. The loose response by the agriculture ministry failed to block the outflow of some poultry from the affected areas in the initial stage. Seoul issued a national alarm only Wednesday.

This makes a poor comparison with the Japanese officials, who set off a state of emergency upon the news of the outbreak in a neighboring country. Japan has reportedly succeeded in the development of an inhalation-type preventive as well as an avian flu vaccine, called Tami flu, sufficient to treat 30 million people. Korea's can only treat 1.4 million people, way below the 10 million, or 20 percent of its population, as recommended by the World Health Organization (WHO).

In short, Seoul has a long way to go before properly dealing with this potential pandemic, from preventing to identifying and treating it. This is especially worrisome, as the WHO is warning against the increasing possibility of avian influenza infecting humans as well as the current bird flu sweeping the country has been confirmed as the highly contagious H5N1 strain.

A WHO official said Tuesday, ``If the governments fail to properly control the spread of virus through birds, the chance of human infection still remains and will grow further." Already, 382 people have contracted avian influenza throughout the world since 2003 and 241 have died.

Although it is hoped that no Koreans fell prey to the disease, the first victim of the bird flu may likely come from the poultry industry ― farmers of chickens and ducks or restaurant owners who sell them. Because of massive culling of affected flocks, the industry has already suffered losses of 240 billion won, which will likely rise.

Aside from quarantine efforts, the government needs to prop up the poultry business to prevent any further destruction of the production and distribution system.

Last but not least, it should go all out to dissolve unfounded fears among consumers, which are driving a number of poultry farmers and restaurants to near bankruptcy. Officials need to step up public campaigns directed at the dangers of contact with affected birds, not their consumption, as infection is killed when poultry is cooked at 75 degrees Celsius or higher.

Looking at how the government has handled this problem so far, however, all these orders appear to be too tall.

U.S. military medical officials have said that anyone who has been around dead or live birds, or someone with avian flu, should visit a doctor.
Symptoms of bird flu include fever, cough, sore throat, muscle aches, eye infections, trouble breathing or expanding lungs, and pneumonia.

SEOUL, May 7 (Yonhap) -- South Korean health officials said Wednesday that all people who have been checked for possible human bird flu infections have tested negative for the avian influenza virus.

The Korea Centers for Disease Control and Prevention (KCDC) said five people checked in the Gwangjin ward of eastern Seoul for symptoms similar to bird flu were found to have the common cold.

The ward had asked people to report any suspicious symptoms like coughing, fever and shivers after the agriculture minister said on Tuesday that birds grown in the ward died from a virulent form of the H5N1 avian influenza.

The KCDC said blood serum tests showed conclusively that none were affected.

"Actual examinations of symptoms showed considerable difference from bird flu infections," said a health official. He added that it is not easy to catch bird flu, and past infections were limited to people who culled and buried sick birds.

No South Korean has gotten sick from avian influenza, but a few have shown antibodies in blood tests. Antibodies are a telltale sign that the virus has affected the body.

KCDC said that a soldier who has been quarantined since last month for possible bird flu infection actually had a severe case of pneumonia. Detailed blood tests were negative for avian influenza.

However, health officials ordered parks and educational institutions to limit public access to birds to prevent possible contamination.

Reflecting this, all birds raised in the Gwangjin ward and the nearby Children's Grand Park and Seoul Grand Park, located in Gwacheon, south of Seoul, have been culled or quarantined in their zoos.
