South Korea on Sunday mobilised army soldiers for the second time to help battle an outbreak of bird flu, which has already led to the culling of more than seven million poultry, officials said.

About 200 soldiers helped kill more than 310,000 chickens and other poultry in the southeastern city of Yangsan hit by the H5N1 virus, the agriculture ministry said.

Hundreds of soldiers had already been deployed to help destroy infected birds, but were called back to their barracks last month after one soldier showed possible bird flu symptoms. He was later found to be healthy.

South Korea has been battling its latest outbreak of avian flu since April 1.

The agriculture ministry has since reported 42 cases of bird flu at 33 places around the country.

No human infections have been confirmed in South Korea even though the H5N1 virus has killed more than 240 people worldwide since late 2003.

But the discovery of the H5N1 strain in the capital Seoul and other major cities has fuelled fears of possible human victims.

The government is restricting the distribution and sale of live poultry for human consumption. It has already banned the butchering of chickens and other poultry at traditional markets.

In the country's 2003-2004 outbreak, 5.28 million birds were culled while a 2006-2007 outbreak resulted in 2.8 million birds being destroyed.

Korean bird flu gets new look

Researchers say the strain has never infected humans
May 19, 2008

The bird flu strain that has swept through Korea over the past six weeks is not the same strain that has infected humans, government authorities found over the weekend.

The finding comes after the killing of over eight million birds and poultry to stop what the government thought was a threat to human health.

The National Veterinary Research and Quarantine Service said during the weekend that the virus strain that caused the current avian influenza breakouts across the country is the same strain of H5N1 that appeared in Akita Prefecture and on Hokkaido Island in Japan since late April.

The strain is different from those that can infect humans.

Those have appeared in Southeast Asian countries including Indonesia, Vietnam and Thailand.

That strain has a mortality rate of over 50 percent.

''The strain that caused the current bird flu is different from the avian influenza virus affecting humans in Indonesia,'' said Kim Ki-seuk, the head of the team researching the virus. ''The virus here has so far infected only poultry. No human has ever been infected.''

According to team members, the H5N1 virus currently found in Korea and Japan is the Fujian sub-type 2.3.2. It has also been reported in southern China, Hong Kong and Vietnam.

The highly contagious H5N1 strain of bird flu is a type called clade 1.

The H5N1 strains found in China and Laos, which can cause human infections, belong in the 2.3.4 clade subtype.

Bird flu has killed 234 of some 369 people it has infected, according to the World Health Organization.

The quarantine service said that migrating birds from the south spread the virus to Korea.

''Previous bird flu outbreaks in 2003 and 2006 were caused by migrating birds from China,'' Kim said. ''We guess that the current cases are due to migrating birds from the Southeast Asian region such as Vietnam.''

Following the official report released by the quarantine service, Koreans, who continue to fear the spread of bird flu, started to question the government's response.

Their criticism focused on how long it took to confirm what caused the bird flu outbreaks.

While the first confirmed outbreak of bird flu was reported at the beginning of April, it took more than a month for the government to confirm the type of virus involved.

''The government had to carefully respond to the spread of bird flu cases, so we needed more time to get the final report,'' an unnamed official of the national service said. ''It takes less than a week to identify the type.''

Currently a total of 43 confirmed H5N1 outbreaks of avian influenza have been reported in every corner of the nation, including the capital Seoul, since April 1, leading to the culling of millions of birds and a sharp blow to the poultry industry.

The Ministry for Food, Agriculture, Forestry and Fisheries said no additional avian influenza cases have been reported since last Tuesday, when a case in Gyeongsan, North Gyeongsang Province, was confirmed to be highly pathogenic.

However, quarantine authorities remain on alert, as a highly pathogenic strain reported here was found to be similar to a Vietnamese strain that has been transmitted to humans.

They warn the nation could suffer bird flu throughout the year.

Authorities are testing all duck farms nationwide for the disease.

After the HPAI outbreaks, all chickens and ducks in the infected farms and in the farms in a 3-km-radius area around them, were stamped out as a precautionary measure.
Movement restrictions on poultry were applied in the surveillance zone.
In order to investigate whether HPAI spread out into another zone or not, the surveillance will be enhanced all over the country.
First, all parent stock duck farms will be tested for HPAI and trucks which proved to stop by the infected farm have been traced as one of the disease control measures.

AI Viruses in Korea, Japan Same Genetically

Scientists have confirmed that the avian influenza (AI) viruses found in Korea and Japan this year are genetically almost identical, supporting the hypothesis that the AI viruses spread through migratory birds.

Kim Ki-suk, chairman of the National Veterinary Research Quarantine Service's quarantine committee said that an AI virus sample taken in Gimje, North Jeolla Province and a sample taken in Japan's Akida Prefecture were genetically 99-point-seven percent identical.

The results are believed to support the hypothesis that the AI viruses were spread to both Korea and Japan by winter migratory birds that were returning from Southeast Asia.

The same strand of highly pathogenic AI viruses were found in the two countries between 2003 and 2004 and between 2006 and 2007.

SEOUL, May 21 (Yonhap) --

A suspected bird flu case has been reported at a chicken farm in the central part of the country after over a week of no new outbreaks, the government said on Wednesday.

Quarantine officials in South Chungcheong Province said 60 chickens suddenly started dying on Monday at a farm in Nonsan, 213 kilometers south of Seoul.

It said a preliminary on-site test came up positive for the H5 avian influenza, but added that it may not be a virulent strain.:confused:

SEOUL, May 23, 2008 (AsiaPulse via COMTEX) -- -- South Korea will upgrade its countermeasures to deal with potential human bird flu infections and allocate funds to promote research into mad cow disease, the government said Friday.

The national health promotion commission chaired by Vice Health Minister Lee Bong-wha said 658.3 billion won (US$631.3 million) will allocated this year to address general public concerns and critical issues like avian influenza and mad cow disease.

The commission said the goal for this year is to stockpile sufficient Tamiflu drugs to treat at least 2.4 million people in case there is a outbreak involving humans.

South Korean quarantine officials confirmed 42 cases of the virulent H5N1 bird flu strain since April 1, which have resulted in millions of birds being culled and buried. No confirmed bird flu cases have been reported since early last week. This is the third outbreak to hit the country with the first and second cases happening in the winter months of 2003-2004 and 2006-2007.

No Korean national has been afflicted by avian influenza, which has killed 240 people worldwide.

As part of the country's ability to cope with such an airborne disease, the commission also said it will allocate 5.4 billion won (US$5.1786 million) to double the size of special pandemic quarantine facilities. At present the country can isolate and treat a total of only 100 people.

The government, in addition, will support various research into the cause of Bovine spongiform encephalopathy more commonly called mad cow disease and the neurodegenerative variant Creutzfeldt-Jakob (vCJD) disorder that killed 207 people worldwide so far.

Emphasis of the research is to be centered on the link between genetics and susceptibility to vCJD.

The government has contended that findings showing most Koreans are genetically more susceptible to human mad cow disease than other races are not based on balanced scientific fact.

Such claims have fueled public concerns about U.S. beef imports and the government's April 18 pact that allows most cow parts to be imported.

If this new sanitary and phytosanitary standard goes into effect it will replace a deal signed in early 2006 that only permitted the import of boneless beef from cattle under 30 months old.

The commission added that to alleviate fears Seoul will set up a specialized autopsy center to better screen neurodegenerative deaths for vCJD, and improve overall detection of suspected cases.

Such measures are needed because there is widespread mistrust that some people who may have died of vCJD in the past were not properly reported.

Other uses for state funds will be to enhance warnings systems for smoking, increase support for underprivileged babies and young children so they can received nutritional food, and the setting up of two new cardio-cerebrovascular disease centers.
