LEAD) New bird flu outbreaks reported despite tightened quarantine efforts

SEOUL, April 17 (Yonhap) -- The government said Thursday that seven new suspected cases of bird flu outbreaks were reported in the southwestern part of the country, despite increased quarantine efforts.

The Ministry for Food, Agriculture, Forestry and Fisheries said the suspected outbreaks were all reported in the Jeolla region, with two chicken farms testing positive for the H5 avian influenza antigen.

It said the latest reports brings the total number of suspected and confirmed bird flu cases to 43 this year. Of those, 24 have tested positive for the avian influenza.

"With the exception on the confirmed bird outbreak in Pyeongtaek, 70 kilometers south of Seoul, all other cases took place in the Jeolla region," said a government official. He said if no other non-Jeolla cases are reported in the coming days, the outbreak may soon come under control as all birds in the affected areas are destroyed.

Most of the outbreaks were centered around Gimje and Jeongeup in North Jeolla Province. Gimje, where the first outbreak was reported, is 262 kilometers south of Seoul. Jeongeup lies 27 kilometers south Gimje.

Critics, however, blamed the agriculture ministry and quarantine officials for not moving quickly enough to prevent the disease from spreading. They claimed that road blocks and check points used to limit movement and conduct decontamination have proven to be ineffective in preventing farmers and poultry merchants from transporting birds.

As of Wednesday, Seoul placed the whole of the country on alert following the Pyeongtaek outbreak. Prior to that, only the southwestern part of the country was subject to tighter inspections.

The ministry, meanwhile, said that as of Wednesday the bird flu outbreak is estimated to have caused 30 billion won (US$30.1 million) worth of damages as millions of birds have been culled and buried.

It also said the movement of poultry within a 10-kilometer radius of individual outbreaks will be forbidden.

The latest outbreak, first reported early this month, marks the third time the country has been affected by the influenza.

In the winter of 2003-2004, the government paid 153.1 billion won to farmers to compensate for culled birds. In the 2006-2007 outbreak the total compensation reached 58.2 billion won.

Gimje farmer attempts suicide in growing bird flu epidemic

The 55-year-old owner of a bird flu-infected farm in Gimje, North Jeolla, attempted suicide after his 26,000 chickens were condemned to slaughter. Police said yesterday that the farmer, identified only by the last name Lee, attempted to drink poison at his home in Gimje.
He was saved after being restrained by neighbors, according to officials.
Lee suffered chemical burns to his mouth, but his injuries were not life threatening, police and residents said. Lee??s chickens were slaughtered yesterday as a part of the disinfection operation.
Meanwhile, the Ministry for Food, Agriculture, Forestry and Fisheries announced that yet another H5N1 strain of avian influenza, also known as bird flu, was confirmed at the Sunchang farm in South Jeolla, causing the culling of 268,000 chickens within a 3-kilometer [1.86 miles] radius of the infected farm.
So far, a total of 22 cases of deadly H5N1, including the Pyeongtaek chicken farm near Seoul, have been confirmed in the nation, authorities say. Reuters reported yesterday that a total of 3 million farmed birds have been culled this year as a result of the bird flu outbreak.
The government also announced yesterday that there are seven new possible outbreaks of bird flu in Gimje and Imsil in North Jeolla, and Mokpo, Gurye, and Naju in South Jeolla. The National Veterinary Research and Quarantine Service is conducting tests in 19 cases, including the seven farms in the Jeolla provinces, to verify the presence of H5N1.
Since bird flu was first confirmed in Gimje on April 4, the Korean government has emphasized quarantines to stop the outbreaks. It ordered officials to provide compensation, subsidies and tax credits to farmers in the infected areas.
??To help stop the bird flu outbreaks across the country, we are supposed to intensify disinfection operations,?? Prime Minister Han Seung-soo said. ??We also need to take all possible measures to help the demoralized farmers in the infected regions.??
Officials said they will continue to dispatch troops to bird flu sites.

S.Korea probes three new suspected bird flu cases

SEOUL, April 18 (Reuters) - South Korea said on Friday it was investigating three new reports of suspected bird flu and sent more soldiers to cull poultry as the worst outbreak in four years spread.

The Farm Ministry said there were two more suspected cases at poultry farms in North and South Jeolla provinces, some 320 km (200 miles) south of Seoul, where the first bird flu recurrence for a year was reported this month.

It also said a suspected case had been reported at a duck farm in Gongju in South Chungcheong province, 130 km south of Seoul, suggesting the virus is spreading at its fastest rate since the country reported its first case in 2003.

South Korea has confirmed 15 cases of the deadly H5N1 strain in just two weeks.

"We are stepping up quarantine work even in unaffected areas and will slaughter hundreds of thousands of birds in the confirmed sites," the ministry said in a statement.

It has culled 3.3 million chickens and ducks, the largest since the country killed 5.3 million between late 2003 and early 2004, and said it would send 450 soldiers to help quarantine work on Friday.

Authorities have come under heavy criticism for failing to provide explanations for the fast spread of the virus.

South Korea had seven bird flu outbreaks between November 2006 and March last year. No human deaths have been reported.

Some 240 human deaths have been reported globally from the H5N1 strain and 381 confirmed cases of infection since 2003, according to World Health Organisation data. (Reporting by Miyoung Kim; Editing by Nick Macfie)

The above comments describe further spread of H5N1 in South Korea (see satellite map). Although the outbreak may be the largest to date, there was no advanced warning. The large number of outbreaks is almost certainly linked to migratory birds returning to northern locations, but neither South Korea nor Japan detected H5N1 when the birds first came into the region, and Japan has not reported cases since the 2004 outbreak.

However, this is the third report in South Korea and all are likely due to wild birds. In 2003/2004 outbreaks were reported in South Korea and Japan. Sequences were closely related and were precursors to the clade 2.2 (Qinghai strain) identified in May, 2005 at Qinghai Lake. Similarly, the outbreak in late 2006 in South Korea were the Uvs Lake strain which is a clade 2.2.3 subclade that developed in the summer of 2006 in Mongolia.

The affected regions in South Korea lie along a migration route between Mongolia and South Korea and samples collected from areas frequented by migratory birds were positive for the Uvs Lake strain. The wild bird link is also supported by the H5N1 detected in Primorie in southeastern Russia, just north of Korea and just west of Japan.

Although Japan has not reported H5N1 since 2004, they have announce plans to use a pre-pandemic vaccine on first responders. Moreover, the possibility of vaccinating 20 million residents is under discussion.

Thus, the threat of H5N1 continues to grow, although surveillance programs continue to fail to detect H5N1 prior to outbreaks in domestic farms.:tiphat:

Avian Influenza Update - Risk level at 'ORANGE'


The 2008 outbreak of the Highly Pathogenic Avian Influenza H5N1 Virus (HPAI-H5N1 Virus) is heading towards rivaling the 2003-2004 outbreak for the number of farms that may end up positive for the virus. Just as during the last two outbreaks, no human cases of Avian Influenza have been reported.

The Ministry for Food, Agriculture, Forestry and Fisheries held a livestock quarantine meeting April 16 and decided to extend the risk level to "orange" nationwide - the ROK's four-tier alert system is blue, yellow, orange and red.

Kwangju, Kunsan, and Humphreys are the closest USFK locations to current outbreak farms.

USFK officials are asking servicemembers and beneficiaries to use caution when eating in non-USFK approved establishments in the Republic of Korea. All dishes containing chicken and/or eggs should only be consumed if properly cooked. USFK is taking these precautions even as the Korean government aggressively works to contain the outbreak.

The HPAI-H5N1 Virus was recently identified in Gimje, North Jeolla province. More than 300,000 chickens at the site of the outbreak, and at six farms located within a 500-meter (1,640-feet) radius of the original outbreak site, were slaughtered. Eggs produced at farms located within 3 kilometers (1.9 miles) of the site also were destroyed as part of the containment efforts. Additionally, none of the 3.57 million birds in the 265 farms within a 10-kilometer (6.2 mile) radius of these farms will be allowed to leave the area, at least temporarily. Checkpoints were set up on roads linking North Jeolla to other provinces. The Ministry of Agriculture and Forestry also warned poultry farms nationwide to heighten their disinfecting operations.

The 106th Medical Detachment (Veterinary Services), the unit responsible for ensuring the safety of USFK food products, said that all chicken and other poultry items purchasable from either AAFES or DeCA pose no risk of HPAI-H5N1 – most eggs are received from the U.S., and the rest are heat-treated and safe for consumption. All chicken products found in AAFES and DeCA come from the U.S. and are safe for consumption.

Military Preventive Medicine officials routinely perform Food Sanitation inspections for all USFK MWR restaurants, AAFES commercial vendors (Starbucks, Popeyes, Burger King, Robin Hood, etc.), and DFACs located on USFK installations. They also perform the same type of inspection for the Navy Club at YongSan Garrison. USFK Preventive Medicine and Veterinary Inspectors cannot currently verify the safety of the food served in many privately-managed enterprises (Korean Snack Bars; Embassy Club Vendors; etc.)

USFK servicemembers and beneficiaries are warned: do not visit Korean poultry/water fowl farms; do not observe the slaughter/culling/or butchering of poultry or water fowl (regardless of the location); do not eat runny eggs purchased off post; never eat undercooked chicken, regardless of where purchased; and avoid the popular Korean dish “bibimbab” due to the standard lightly cooked egg ("easy over") used in the preparation of bibimbab.

USFK personnel should also ensure their seasonal flu shot is up-to-date in order to prevent interaction between bird flu and human flu viruses, which together could produce a pandemic influenza superbug that could be deadly to humans.:tiphat:

SEOUL ? South Korea raised its avian flu alert to orange Wednesday, the second highest level in its four-tier alert system, after more outbreaks were found this week at poultry farms across the country.
The first outbreak of the virus was reported earlier this month at a farm near Kunsan Air Base. The new cases include outbreaks at farms near Camp Humphreys, Kunsan Air Base and the city of Kwangju.
The closest outbreak to a U.S. facility was one about eight miles from Humphreys ? about 40 miles south of Seoul.
?The 2008 outbreak is clearly heading towards rivaling the 2003-2004 outbreak for the number of farms that end up positive for the virus,? Col. James Jolissaint, commander of the 121st Combat Support Hospital, said in a message posted on the U.S. Forces Korea Web site.
No cases of avian flu have been reported in people, the message said.
To avoid avian flu, don?t eat undercooked chicken or runny eggs bought off post, visit local poultry farms or be present during the slaughter of poultry or water fowl, Jolissaint said.
According to an 8th Army news release, all poultry products sold at the Army and Air Force Exchange Service and the Defense Commissary Agency ? including most eggs ? come from the United States and are safe.
Any eggs bought locally for resale on base are heat-treated and also safe, the release said.
Avian flu outbreaks typically happen when geese, ducks and other large birds migrate and leave feces in rice paddies. From there, the virus can spread to nearby farms.

Avian Influenza (Bird Flu)

There have been outbreaks of Avian Influenza (Bird Flu) in domestic poultry in South Korea. Most recently, in April 2008 the Agriculture Ministry confirmed an outbreak in Gimje, about 150 mile southwest of Seoul. The Korean authorities have established a poultry quarantine zone and movement controls in order to prevent the spread of the virus. The Korean authorities are on the alert for any further outbreaks. No human infections or deaths have been reported.;)

The risk to humans from Avian Influenza is believed to be very low. As a precaution you should avoid visiting live animal markets, poultry farms and other places where you may come into close contact with domestic, caged or wild birds; and ensure poultry and egg dishes are thoroughly cooked.

The World Health Organisation (WHO) has warned of the possibility that the Avian Influenza outbreaks could lead at some point to a human flu pandemic, if a virus mutates to a form which is easily transmissible between people. :tiphat:

a suspected case had been reported at a duck farm in Gongju in South Chungcheong province, 130 km south of Seoul, suggesting the virus is spreading at its fastest rate since the country reported its first case in 2003.

The above comments describe further spread of H5N1 in South Korea (see satellite map). Although the outbreak may be the largest to date, there was no advanced warning. The large number of outbreaks is almost certainly linked to migratory birds returning to northern locations, but neither South Korea nor Japan detected H5N1 when the birds first came into the region, and Japan has not reported cases since the 2004 outbreak.

However, this is the third report in South Korea and all are likely due to wild birds. In 2003/2004 outbreaks were reported in South Korea and Japan. Sequences were closely related and were precursors to the clade 2.2 (Qinghai strain) identified in May, 2005 at Qinghai Lake. Similarly, the outbreak in late 2006 in South Korea were the Uvs Lake strain which is a clade 2.2.3 subclade that developed in the summer of 2006 in Mongolia.

The affected regions in South Korea lie along a migration route between Mongolia and South Korea and samples collected from areas frequented by migratory birds were positive for the Uvs Lake strain. The wild bird link is also supported by the H5N1 detected in Primorie in southeastern Russia, just north of Korea and just west of Japan.

Although Japan has not reported H5N1 since 2004, they have announce plans to use a pre-pandemic vaccine on first responders. Moreover, the possibility of vaccinating 20 million residents is under discussion.

Thus, the threat of H5N1 continues to grow, although surveillance programs continue to fail to detect H5N1 prior to outbreaks in domestic farms.

SEOUL, April 19 (Xinhua) -- The South Korean government confirmed Saturday a new outbreak of H5N1 strain of bird flu, which becomes the 25th confirmed cases of the deadly epidemic in the country since late March.
According to the Ministry for Food, Agriculture, Forestry and Fisheries, the new case of bird flu was reported on Thursday on a chicken farm in Jeongeup, North Jeolla province, and has been tested positive for the H5N1 virus. The farm is located 4 km away from the area where an outbreak of bird flu was confirmed earlier this month.
The ministry said it plans to limit the movement of poultry, people and cars to a 10-km radius of the area, while seeking to cull and bury 525,000 chickens and ducks raised within three kilometers of the affected farm.
As of Saturday morning, South Korea received reports of 46 suspected and confirmed outbreaks of bird flu, with 25 cases proven to be linked to the H5N1 strain of bird flu, South Korea's Yonhap News Agency said.
The South Korean government put the whole country on the second-highest avian influenza alert on Wednesday to prevent further spreading of bird flu.
Quarantine officials said they have culled 3.71 million birds so far since confirmation of this year's first bird flu case in early April. The ministry estimated that the bird flu outbreak has caused around 30 billion won (30.1 million U.S. dollars) worth of losses. The rapidly spreading bird flu caused diminishing demand for both chicken and duck meat, with some discount outlets reporting a14 percent drop in sales.:tiphat:
