Bulgaria reports first outbreak of ovine rinderpest in EU



SOFIA (Reuters) - Bulgaria on Thursday reported the first outbreak in the European Union of the highly contagious Peste des Petits Ruminants (PPR), on livestock farms in the village of Voden in southeastern Bulgaria, close to the border with Turkey.

The disease, also known as ovine rinderpest or sheep and goat plague, can have a severe impact on livestock, killing between 30 to 70 percent of the infected animals. Once introduced, the virus can infect up to 90 percent of an animal heard. The virus does not infect humans.

Samples from the farms tested positive for PPR on June 19, the Bulgarian Food Safety Agency said.

?The disease has been detected for the first time on the territory of the country and in the European Union,? the agency said, adding samples had been sent for confirmation to the EU?s reference laboratory on PPR in France.

Authorities have imposed a quarantine zone around the village, ordered blood checks on small livestock within 10-kilometres from the outbreak and banned trade and transport of all livestock in the regions bordering Turkey.

The agency said ovine rinderpest exists in neighboring Turkey but it was not clear how it spread into Bulgaria.

The EU commission will check NVS for the cattle plague

An expert mission of the European Commission comes to Bulgaria on Monday to check whether the Bulgarian Food Safety Agency is doing well with the measures on the plague in the border areas, BNT said.

If any omissions are detected, the quarantine area will be increased.

So far, nearly 4,000 animals have been killed in the affected six villages. According to the BSAW, at least one infected goat or sheep is found in each herd. . In their view, this is enough reason to kill others.

Protests amid outrage over killing of sheep and goats over rinderpest outbreak in Bulgaria

Controversy has erupted in Bulgaria over the killing of more than 4000 sheep and goats in the Bourgas and Yambol districts following an outbreak of ovine rinderpest. On July 15, the killing of the animals was halted for some time by protesters in the village of Sharkovo. The protesters barricaded the area, preventing the killing of a flock.

A national protest has been called for July 18 at noon in front of the Cabinet office in Sofia.

On social networks, those outraged by the killing of the thousands of animals are asking why the situation could not have been dealt with through quarantining and it has been alleged that some of the killings took place before the results of laboratory tests were known.

The head of the Bulgarian Food Safety Agency, Damyan Iliev, sought to defend the killing, telling a July 14 news conference that the problem was that the media had not been informed adequately about the sickness.

[TD]Infection of peste des petits ruminants was confirmed in small ruminant holdings (three herds used to be pastured in close contact), located in the village of Voden, municipality of Bolyarovo, region of Yambol, Bulgaria, on 23 June 2018. Control and eradication measures have been taken, as provided in Directive 92/119/EEC, in particular the stamping out of the infected herds, including preventive culling of all other small ruminants reared in the village (only backyards, of about 800 sheep and goats, in total), the establishment of protection and surveillance zones, movement restriction and intensified surveillance in the municipalities located along the border of the country with third countries not free from peste des petits ruminants. The second outbreak of PPR was confirmed in Kosti village, Burgas region. Stamping out policy was applied. Preventive culling of all small ruminants reared in the village was carried out. Ten km zones have been established and enhanced surveillance (clinical examination and sampling of small ruminants) has been implemented.[/TD]

The diagnosis was confirmed in laboratory, no clinical signs were observed during the time of sampling. Testing was carried out by the EU reference laboratory CIRAD, France. Total stamping out in the affected herds, as well as preventive culling of all small ruminants reared in the village (considered as animals in contact), was carried out.[/TD]

Bulgarian Agriculture Minister: Outbreaks of ovine rinderpest in five settlements

[FONT=&quot]Bulgaria’s Agriculture Minister Roumen Porozhanov said on July 20 that there were outbreaks of ovine rinderpest in five settlements.[/FONT]
[FONT=&quot]These were Voden, Kosti, Sharkovo, Strandzha and Krainovo, he said.[/FONT]

[FONT=&quot]He said that on July 19, two animals had tested positive for the sickness at a farm in Bolyarovo. The farm, where there were more than 200 sheep, had been quarantined. Farmers had prevented veterinarians from taking a second sample.[/FONT]

[FONT=&quot]Porozhanov said that payment of compensation had been made in Krainovo and Strandzha, and payouts would begin in Sharkovo on July 23.[/FONT]
[FONT=&quot]He and Interior Minister Valentin Radev were due to face questions in the National Assembly on July 20 about the handling of the ovine rinderpest outbreaks.[/FONT]

[FONT=&quot]There has been national controversy in Bulgaria about the killing of thousands of goats and sheep following the outbreaks. European Food and Health Commissioner Vytenis Andriukaitis said on July 19 that Bulgaria had complied with European rules.[/FONT]

[FONT=&quot]The government’s handling of the situation has been criticised by the opposition Bulgarian Socialist Party and President Roumen Radev.[/FONT]

On 19[SUP]th[/SUP] July, Bulgarian authorities reported a new outbreak of peste des petits ruminants (PPR) in Yambol region (source: ADNS). The Bulgarian reference laboratory confirmed the outbreak on 18[SUP]th[/SUP] July within the framework of the surveillance carried out in 3 and 10 kilometer restriction zones that were established around the PPR outbreaks in Boliarovo municipality. Control and eradication measures were implemented according to Directive 92/119/EEC.

As of 23[SUP]rd[/SUP] July 2018, a total of seven PPR outbreaks involving nine herds have been reported to European authorities by Bulgarian authorities (source: ADNS) (see Figure 1). The last outbreak has not yet been notified to OIE. Of those seven outbreaks, five were detected following the collection of samples in the 3 and 10 kilometers restriction zones established around the PPR outbreak reported in Yambol region.

The first PPR outbreak in Bulgaria was reported on 23[SUP]rd[/SUP] June in three herds from the village of Voden, Boliarovo municipality, Yambol region, located 10 kilometers from the Turkish border. The PPR virus was detected by the Bulgarian national reference laboratory and confirmed by European Union Reference Laboratory (EURL, Cirad) in three herds (380 sheep and 160 goats in total, 2 infected sheep of which 1 died) pasturing in close contact. Control and eradication measures were taken, as set in Directive 92/119/EEC, in particular the stamping out of the infected herds, including preventive culling of all other small ruminants reared in the village (only backyards, 667 sheep and 171 goat, in total), the establishment of protection and surveillance zones, and animal movement restriction (source: ADNS).

A second outbreak was reported on 28[SUP]th[/SUP] June in a herd of 9 goats and 151 sheep (of which 10 sheep were infected) in the village of Kosti in the Burgas region in the East of the country. This new infected region is located 160 kilometers from the first three infected herds in Yambol region. This raises the question of the origin of this second outbreak, whether there is a link to the first outbreak or if there were multiple introductions from Turkey.

It is now important to investigate the possible spread of the disease. Other samples will be collected from slaughtered animals as well as live animals with no clinical signs located in the 10-kilometer restriction zone around reported outbreaks.
