Serbia: State of emergency declared in Belgrade on July 3 amid surge in COVID-19 cases /update 13

Serbian authorities declare state of emergency in Belgrade on July 3 due to rising COVID-19 cases: follow government directives

.....

President Alexandar Vucic declared a state of emergency in Belgrade on Friday, July 3, amid a surge in coronavirus disease (COVID-19) cases in the capital. Various restrictions to slow the spread of COVID-19 are to be reimposed in the city following the declaration, including the compulsory use of face masks in indoor public spaces and on public transport, and a ban on gatherings of more than 100 people indoors or 500 outdoors. Opening hours for bars and cafes will also be limited to 06:00 to 23:00 (local time) as per previous restrictions, while nightclubs have been ordered to close.

Vucic also announced the closure of student dormitories in the capital on Thursday, July 2, after one outbreak cluster was traced to university accommodation. However, protests by students prompted the Ministry of Education to reverse the order on Friday, allowing those with upcoming exams and coursework deadlines to remain in halls of residence until July 20.

As of July 3, health authorities have confirmed 15,504 COVID-19 cases and 298 associated deaths in Serbia. Further spread of the virus is expected in the near term.

The Serbian government said everything was under control. But in a town in the southwest, the hospital was ordering body bags and asking patients to bring their own medicines. When the parents of anaesthesiologist Mithat Music came down with COVID-19 in late June, Music had a choice: treat them at home, or take them to the hospital where he works in the Serbian town of Novi Pazar.

In fact, there was no dilemma. “I treated them at home,” he said, “because I knew how horrible the situation is in the hospital.”

“I went through hell,” Music told BIRN.

Novi Pazar, a town of 100,000 mainly ethnic Bosniaks in southwestern Serbia, has become Ground Zero of COVID-19 in Serbia.

Novi Pazar resident Dino Mustafic was admitted to hospital on June 23 and diagnosed with pneumonia.

“When I came to hospital they gave me a list of medicines I should buy,” the 44-year-old told BIRN in a telephone interview. “The hospital was out of Vitamin C for four days,” he said.

Brnabic, on June 30, said donations of Vitamin C were not necessary. “The state has secured everything,” she insisted.

Mustafic, however, said his eight days in hospital were unbearable.

“The screams of the patients were the worst,” he said. “You hear people suffocate and cough to exhaustion. You hear cries and attempts at reanimation. Nurses are talking about number of deaths. That was terrifying.”

Serbian President Aleksandar Vucic on Thursday criticised the Balkan Investigative Reporting Network, BIRN, over its recent investigation into the number of COVID-19 victims in Serbia, saying the report, published on June 22, used data that was not authentic.

The report said the state COVID-19 database showed that more than twice as many infected patients had died than the authorities announced and that hundreds more people had tested positive for the virus in recent days than was admitted.

But in an interview for Radio Television of Serbia, RTS, on Thursday, Vucic said he was “completely sure that they [the data BIRN published] are not authentic”.

Questioned about the BIRN report, some members of the state Crisis Staff did not deny the information contained in it but said they had not seen the database and tried to blame the difference in numbers on methodology.

A team of 15 doctors and other medical personnel from Tuzla and Sarajevo in Bosnia left for the town of Novi Pazar in southwest Serbia on Friday to help colleagues deal with a fresh outbreak of the coronavirus, which has claimed dozens of lives in the mainly Bosniak region of Sandzak in the last few weeks.

As the team was on its way to Serbia, Novi Pazar hospital coordinator Mirsad Đerlek told the media that 10 people had died overnight – all of them over 75 years of age – and that 290 remained in hospital after 80 were released as recovered.
