Here's a pdf file of the rubric that the US Embassy School in Bopmbay plans to follow in the face of pandemic.
Note that they've chosen trigger points based on legal considerations, perhaps agreements with other groups, agencies or organizations (in different colors). They probably did a good deal of thinking on how to reduce risk as the threat got larger.
Trigger points decided on ahead of time are critical, in my estimation. In the heat of spreading pandemic, it will be hard to think through any of this logically.
