As of January 1, 2022, the number of pensioners registered with the Pension Fund amounted to just over 42 million, a decrease of about 970 thousand people (2.3%) compared to January 1, 2021. This is the largest decline since the early 1990s, follows from updated data from the Pension Fund (PFR), which RBC studied.

We are talking about the number of pensioners registered with the FIU; this figure does not include recipients of pensions in the system of the Ministry of Defense, the Ministry of Internal Affairs, the Investigative Committee, and so on (about 2.7 million people in total).

The number of "civilian" pensioners in Russia has been declining since 2019, when a gradual increase in the retirement age began. According to Rosstat, in the first year of the pension reform, their number decreased by 319,000 people, and this dynamics fully met the authorities' expectations . Since 2020, the number of Russian pensioners has begun to decline faster than initial forecasts due to the COVID-19 pandemic. Before the pandemic, the PFR expected a reduction in the number of pensioners by 317 thousand people in 2020, followed from the fund’s draft budget for that year, and the actual decrease was 569 thousand. This difference is actually the effect of the coronavirus, said Evgeny Yakushev, head of the HSE Pension System Development Laboratory .
