A state of emergency was imposed on the village of Pivovarikha, Irkutsk Region, over a flare-up of respiratory-viral disease of unknown etiology. A total of 240 cows fell ill on the livestock farm (located in Pivovarikha) of the Irkutsk Agricultural Research Institute over the first days of the new year and the last week of December. Although there was no apizootic death, 91 cattle were axed....

Promed cited a russian semi-official source stating a canadian importation before the start of the outbreak.

Canada to supply cattle embryos to Chelyabinsk

CHELYABINSK, December 5, 2007 - RIA Novosti. The Chelyabinsk Region is to receive 300 cattle embryos from Canada in February 2008, said Ivan Feklin, Regional Minister of Agriculture.

"The agreement on buying a trial number of embryos was reached during the last visit to a Canadian embryo transfer center. This method for speeding up cattle regeneration is used all over the world," said Feklin.

Feklin said it was much cheaper and safer to buy cattle embryos than to buy cattle and transport them. The cost of one embryo is about $500 while, a breeding animal costs about $3,000.

I think that the above news pointed to an "to be" imported in february 08.

From that excerpt is not visible if the killed cows are from some previous inports of embrios, because the upper statement saying that it will be a trial (the first trial to be, maybe).

An unknown virus has killed cattle in the Irkutsk region. An epidemic in cattle has been recorded in the village of Pyvovarikha, several km from Irkutsk.

Local residents have been forced to slaughter cattle, stated RIA Novosti, [quoting] the Department of Propagation of the Central Administrative Board of the Russian Ministry of Emergency Measures in the Irkutsk region.

In total, by 3 Jan 2008 in Pyvovarikha, there were 582 sick animals, of which 124 were slaughtered. It is conjectured that the disease is caused by a virus transmitted by air, an employee of the Department of Propagation reported.

As he stated, the epidemic has affected a facility of the Irkutsk Scientific Research Institute of Agriculture. This year [2007], the facility bought breeding cows from Canada for cultivation of the herd.

The reasons for the disease will be reported when preliminary expert examination of the samples taken from ill and dead animals is completed.

The pilot farm of the Scientific Research Institute of Agriculture is engaged in preparation of seeds for facilities of the Irkutsk region and cultivation of the breeding herd. An "Extreme Situation" alert has been recorded for Pyvovarikha. There have been no official reports of cases of disease among humans.

It sounds like an contained non-human victims airborne virus lab accident
in "the Irkutsk Research and Development Antiplague Institute of Siberia (Agriculture Research Complex).
