Market prices for corn in the Jiangsu area are stable to slightly
rising. A large local feed producer says that after the Spring
Festival, there are rumors of avian influenza outbreak in this
area with high death rates for poultry. Breeders are panic-stricken
and do not dare casually stock up.

Breeding demand has fallen, dragging down feed demand. But because incoming market volumes [corn feed supply] are low, prices quoted by traders rose. Actual purchasing requirements are comparatively weak.

Re: Rumors about outbreak in Poultry in Jiangsu province

It was in Jiangsu Province in late 2005 that a local farmer, Qiao Songju, was considered a "hero" for reporting a bird flu outbreak. Months later he was arrested, tried, and found guilty of fraud and blackmail. Some have speculated that the charges were brought in retaliation for reporting the sick birds.

Other threads can be found by searching for Qiao Songju.

It might be difficult to find someone to confirm the current rumor.
