Bucharest. Hundreds of Bucharest citizens were forced not to leave the region of their homes for hours after bird flu virus was registered in two quarters in the outskirts of the Romanian capital, the Romania Libera reports. The newspaper points out that it was not clear enough how long the imposed quarantine will last.
Evenimentul Zilei claims that due to the crisis the Ministry of Agriculture was considering to impose a ban on breeding poultry in the cities. The newspaper asks a question why Romania is the only country in the region paralyzed by bird flu and its neighbors have no problem at all. Asked what the reasons for the unprecedented for Europe crisis could be all representatives in the country are just shrugging, the newspaper adds.

Over 300 inhabitants in Jorasti, Vrancea County protested against poultry culling in the locality, operation that started Saturday morning due to the confirmation of bird flu outbreak in the locality. The inhabitants, armed with bats and axes, got out on the street and asked the authorities to stop the culling and that the Minister of Agriculture Gheorghe Flutur came down and explained why they should give up their fowl. The culling operation was resumed after 40 gendarmes arrived to restore order in the locality.​

After a series of preliminary tests revealed on Friday [19 May 2006] that
some domestic poultry in Bucharest might be carrying the H5 bird flu virus,
prompting authorities to quarantine a street in the Andronache neighborhood
of Sector 4 and restrict access to other areas in Sector 2, President
Traian Basescu got involved in managing the bird flu crisis and requested
the head of the Intelligence Services, Radu Timofte, to collect information
about an alleged illegal import of chickens that, according to Agriculture
Minister Gheorghe Flutur, might have led to the spread of the disease.

Although still in hospital, Basescu had a meeting with Timofte and urged
him to find out whether Flutur's suspicions are true, pointing out that the
rapid spread of the virus represents an issue of national security. On
Saturday [20 May 2006], the president also had a meeting with Prime
Minister Calin Popescu Tariceanu, Flutur, and Interior Minister Vasile
Blaga, calling on them to check all the poultry farms in the areas where
the virus hasn't yet been reported.

"The president asked the ministers to take immediate measures to prevent
the spreading of the disease and demanded disinfecting filters be
established in the counties neighboring those areas affected by the bird
flu," presidential aide Adriana Saftoiu said on Saturday [20 May 2006].

The bird flu outbreak in Bucharest created panic, despite the officials'
appeal for calm. "The virus has been confirmed in the 2nd district" of
Bucharest, where there are more than 400 households that have some 4400
chickens, Mayor Adriean Videanu said, adding that further tests will
determine whether the dead poultry had the deadly H5N1 strain of bird flu
virus.

The final tests confirmed the virus yesterday [21 May 2006], and the
authorities enforced the Level 1 quarantine measures, which are meant to
isolate a 3rd of the households in sectors 2 and 4. Authorities quarantined
at least one street in an eastern part of the capital on Saturday [20 May
2006] and began culling birds and disinfecting streets in the 2 districts.
Access was restricted to 65 streets in both districts, where about 2000
residents live, Videanu said. Meanwhile, the residents were given the
antiviral drug Tamiflu.

Bucharest's chief veterinarian, Constantin Savu, said that authorities are
considering ordering a ban on poultry husbandry in the city. An estimated
40 000 domestic birds could be culled.

However, after yesterday's [21 May 2006] meeting of the National Emergency
Department for the Fight Against Bird Flu, Flutur urged calm, stressing
that the situation is being stabilized. According to Flutur, yesterday
there were 25 confirmed outbreaks of H5N1 bird flu in 6 counties, with
Brasov County leading with 16 affected localities.

"In 15 of these localities, the sanitary-veterinary experts have already
finished culling the birds and have disinfected the areas. By tonight, all
25 locations will be disinfected," said Flutur, adding that 26 other areas
are suspected of hosting the H5 virus. The minister also said the
authorities have finished culling the birds at the Dakrom poultry farm in
Codlea, which is considered to be the source of the bird flu outbreak.
"Today, we have started to cull the birds at Pati Prod (another farm in
Codlea). The experts have to incinerate about 600 000 chickens," Flutur
explained.

Meanwhile, prosecutors in Brasov County issued a temporary custody warrant
for the manager of Pati Prod, Florin Macovei. Macovei will be detained for
20 days, the same as the owner of Dakrom, Vasile Dardala, who was taken
into custody at the end of last week. The 2 businessmen are being
investigated for tax evasion and spreading of animal disease, as they sold
chickens to several supermarkets in the country despite the fact they did
not have authorization to do so.

Meanwhile, more and more people in Bucharest have reported dead birds, but
the preliminary tests did not confirm the H5 virus. In addition, none of
the 14 people brought last week to the Matei Bals Institute for Infectious
Disease were found to carry the virus, according to the Institute's
director, Doctor Adrian Streinu Cercel. "Numerous persons came to us in the
last weekend, afraid they might be infected with bird flu. They were not
sick, but the panic creates fear. In fact, they have reasons to be worried,
because the virus spreads through air," pointed out Streinu Cercel.

Lab tests confirm bird flu in Romania's capital

Laboratory tests confirmed the presence of birds infected with avian flu in
the Romanian capital for the 1st time since it was detected in poultry in
the Danube delta last October [2005], officials said on Sunday [21 May 2006].

Romania has reported more than 20 bird flu outbreaks over the past week,
mostly in the central county of Brasov, just a month after the strain was
said to have been eradicated in the Black Sea state.

Gabriel Predoi, a top official at the Animal Health Agency, said a bird flu
strain was found in samples taken from dead chickens on the outskirts of
Bucharest.

"The H5 virus was confirmed in samples from Bucharest's Sector 2," Predoi
told Reuters. "We will quarantine the area and start culling all domestic
birds."

Predoi said the samples would be sent to a reference laboratory in
Weybridge, U.K. to determine whether they contained the H5N1 strain, deadly
to humans. Results for other suspect cases in another area were not yet
available, he said.

Disinfection points were set up in both sectors on Friday [19 May 2006],
when suspicious poultry deaths occurred. Around 4400 domestic birds will be
killed in Sector 2, officials said.

Agriculture Minister Gheorghe Flutur told reporters on Sunday [21 May 2006]
it was not clear yet what caused the recent wave of avian flu, adding that
authorities were considering whether to ban breeding of domestic fowl in
large cities.

"I do not think we have to panic. We will discuss new outbreaks with
experts from the World Health Organization, who will come to Romania,"
Flutur told Realitatea TV station.

Authorities have said about one million domestic birds might be culled to
prevent the spread of avian flu to highly populated areas, after H5N1 was
detected at a chicken farm 170 km north of Bucharest.

The European Union candidate has culled nearly half a million fowl since
discovering the 1st bird flu case in the Danube delta, Europe's largest
wetland, last October [2005]. It has not reported any cases in humans.

There are so many controversies surrounding the re-outburst of avian flu
that it defies explanation and, therefore, its management within the
sanitary limits available. Within the space of only a few days, scores of
foci, confirmed or only supposed, emerged across 1/3rd of the surface area
of this country, the threat of spreading including Romania's capital
itself, hence, the frequent questions about this phenomenon almost unique
in contemporary Europe. Why was it -- both the experts and the public ask
-- that once the serious foci of avian influenza were fast and definitively
closed last March 2005 (the reason for which Romania received praise from
the EU), they burst out again and in several locations concurrently? And
why is it that in those locations, the migratory birds, unanimously
acknowledged to be the carriers of the deadly virus, have not showed signs
of sickness this time around?

What favored the pathogenic agent in such places as Brasov, Fagaras, Codlea
etc., where, unlike the Danube Meadow or Delta, the environment is not
propitious for such disease? And why have prevention measures not been
enforced in all the aforementioned localities, and why have veterinary
doctors, who are 1st responsible for the health of all domestic animals and
birds, actually been the 1st to break the law?

The questions don't stop here. They are equally rooted in the fact that,
although banned after the recent avian flu crisis, the sales and, likely,
the import of live chickens carried on out of control. In the commune of
Balotesti, Vrancea County, but in other locations as well, even the local
authorities opposed the quarantine measures. Even the National Veterinary
Sanitary Administration continues to operate as an entity autonomous from
the chief coordinating factor, the Ministry of Agriculture. And since here
"autonomy" means "opposition" most often than not, it is quite clear that
such top-down measures for preventing, and consequently fighting, avian
influenza have turned into the opposite, a fact proven by none other than
the Agriculture minister himself, who, in a recent appeal to local
authorities, insisted, in comical-tragic fashion, on specifying that,
"during the crisis, the Command must stay in Bucharest."

The H5N1 strain was confirmed late on Sunday [21 May 2006] by the Weybridge
Laboratory in U.K. in the samples from Brasov County. No other information
has become available since the newspaper went to print.

25 foci have been confirmed now in 6 counties: 16 in Brasov county, one in
Covasna county, 3 in Vrancea county, 3 in Bacau county, one in Buzau
county, one in Sibiu county (in the city of Sibiu).

The number of suspected cases has decreased from 31 to 26 -- due to 5
suspected cases becoming confirmed cases -- in Bacau, Buzau and Sibiu
Counties. On Sunday [21 May 2006] morning, there were 26 suspected cases:
11 in Brasov, 2 in Buzau, 2 in Vrancea, 4 in Valcea, one in Sibiu, 2 in
Prahova, one in Alba, one in Neamt, and 2 in Bucharest [see

Minister Gheorghe Flutur stressed that 15 foci have been already cleared,
all the chickens having been culled, making the 1st disinfection. The
liquidated foci are in Brasov (11 total: 10 in localities and one at Drakom
farm), Covasna (1), Buzau (1), Sibiu (1). The other hotbeds where the
presence of the virus H5 was confirmed will be liquidated by Monday [22 May
2006] evening, except for the focus in Patiprod, where the action will take
several days. Nevertheless, the culling is taking place with great
difficulty. The culling has not begun at chicken farm No. 3 of Patiprod, at
Codlea, where there are 600 000 chickens. Culling was not started at
chicken farm No. 4 from the same complex, where the tests were negative.

The manager of the farm complains that the birds have started to die,
because they haven't been fed for a week, and corpses lie on the farm
floor. In response, the Codlea mayor said that equipment and teams sent to
the culling sites are insufficient.

The meeting of the Central Anti-epizootic task force on Sunday [21 May
2006] was attended also by Premier Calin Popescu Tariceanu, who wanted to
discuss with its members the handling of bird flu. The Prime Minister also
informed the members about the involvement of the other ministries in the
management of the crisis and consulted the specialists over certain
technical details. "I think that the Premier left the place optimistic,
because he saw that the situation begins to calm down, and the authorities
are doing their duty," concluded Minister Gheorghe Flutur.

[The situation in Romania is a reminder of the long-known fact that HPAI
spreads by 2 main routes: on the one hand by free-roaming birds; but
certainly not less important, by uncontrolled trade and transportation of
infected domestic or captive birds, poultry products, fomites, people,
vehicles etc. Biosecurity measures should address all of them.

The 1st case of HPAI H5N1 was detected in Romania in October 2005 in ducks
within the Danube delta, Europe's largest wetland. An interactive map of

this week's 74th General annual session of the OIE in Paris (21 - 26 May
2006), where the 165 member countries will be represented by their
respective Chief Veterinary Officers. International organizations and
animal-health experts will participate as well. Romania's official delegate

A few human interest stories would go a long way in reminding the world that having food and medicine at home that will last a while might be a good thing. The story of a baby going without formula or, an old sick person dying because of the lack of preparedness might just wake up a few sleeping individuals.

"About 40 streets have been blocked" in the Luica quarter, Inimaroiu said, urging residents to stay calm.

He said the quarantine would last for a "period of a week to 21 days and all the institutions in this quarter will be closed".

"About 2,500 birds from this area will be slaughtered as rapidly as possible," the mayor said.

Police and troops were seen on the streets of the district Monday afternoon.

A neighbourhood on the northern outskirts of the capital was put under quarantine Sunday evening with fences blocking a dozen streets and police preventing anyone from going in or out, except for medical emergencies.

A total of 38 outbreaks of bird flu have been recorded in Romania in the past 10 days, with 26 unconfirmed cases, according to the agriculture ministry.

Tests conducted at the European reference laboratory in Weybridge, England, have confirmed the presence of the potentially deadly H5N1 strain of the virus in seven samples taken from central Brasov county, including one from an industrial farm that was the source of the latest spread of the disease.

Authorities say it is still unclear whether the virus found in Bucharest originated from this location.

A new bird flu hotbed was confirmed in Bucharest on Monday evening, the Romanian capital mayor Adriean Videanu said. The residents in the area in District 4 were preparing to leave their homes and spend the following days over relatives and friends instead of being isolated. The authorities are to declare first degree quarantine.

The area comprises over 40 streests, 20 blocks and tens of households, and around 13,000 residents. Some 2400 birds will be culled. This is the second bird flu hotbed confirmed in the Romanian capital after a District 2 area was quarantined on Sunday evening.

While the local authorities were confirming the virus, the Agriculture minister talking in a TV show was invited by the anchor man Robert Turcescu (Realitatea TV) to eat a piece of chicken from a rotisserie in Bucharest. Gheorghe Flutur accepted the invitation and ate the chicken saying that the avian flu is not spreading via well cooked meat.

Intelligence report: Bird flu imported from Hungary and Slovakia

Some 48,000 birds carrying avian virus might have been brought to Romania, to Brasov county where the bird flu outburst occurred several days ago, from Hungary and Slovakia, an Intelligence report showed. The report is to be presented to president Traian Basescu by the head of the Romanian Intelligence Service (SRI) Radu Timofte.

A few days earlier of the bird flu cases discovery in Codlea, the company Protan burned 200 tones of chicken waste. Despite the fact that birds continued to die, the companies delivered the poultry from the same lot.

Timofte confirmed the report and its delivery to the Romanian president, premier and Agriculture minister, Interior minister and Health minister as well.

Minister of Agriculture, Gheorghe Flutur, announced yesterday that there are 34 hotbeds of avian flu confirmed at national level, in Bucharest and the counties of Brasov, Sibiu, Valcea, Vrancea and Neamt. Gheorghe Flutur added that in 21 foci the disinfection and culling operations have been completed. He announced that the procedures started in District 2 of Bucharest will be finished today.

Mayor Neculai Ontanu requested to lift the quarantine, stating that the samples had actually been mistaken. ?I have doubts that the results come from the samples taken from Falticeni Street. Not any other death has been found, and not any chicken bodies have been found, be it in a courtyard or wild,? said Ontanu for Mediafax. He considers that the lab has mistaken the samples and sent the results from another area, because nothing else has happened there. ?It was a great pressure put on the results, and I believe that the result comes from the body of another chicken, coming from elsewhere,? said the mayor of District 2, stressing that the information of bird flu suspicion was issued ?under the pressure of learning the result.?

The statements were rejected by ANSV director, Gabriel Predoi, who declared there is no mistake.

Predoi said that there are documents subject to which it proceeded to the analyses that conducted to the identification of the bird flu virus and the quarantine was set in this administrative area of Bucharest.

The final tests confirmed on Sunday evening the existence of the bird flu virus in District 2 of Bucharest.

The first degree quarantine was instituted in the affected areas from District 2, and it will be maintained until the completion of the culling and the disinfection of the households. 2,200 gendarmes and police officers surrounded the three streets from the District 2 of Bucharest - Constantin Gheata, Gureni, 100 meters from Falticeni Street - where the presence of the virus was confirmed. The quarantine was instituted on Sunday, by 20.00 hours.

In District 4, said Minister Flutur, the procedures advance rather heavily. The chief of Bucharest Sanitary and Veterinary Division (DSV), Constantin Savu, appealed yesterday to calm, saying that DSV has received thousands of phone calls in the last few days from people in Bucharest regarding the dead chicken. He said that most of the calls proved to be false.

An increasing number of foci

Minister Flutur announced that the latest city entered on the list of suspicions is Sighisoara, where there is a suspicion of bird flu at the periphery of the city. At Focsani there is also a suspicion of the presence of the H5 virus. Another six foci were confirmed yesterday, three in Brasov County, two in Valcea and one in Neamt. Several households from the centre of Focsani were isolated, after the quick tests pointed to the presence of the virus. In Brasov County, there are another three confirmations of the presence of the H5 virus, at Maierus, Sasciori and Cristian. Other foci were confirmed at Trifesti, Neamt County, and at Stoilesti and Horezu, Valcea County.

At Jorasti, Vrancea County, over 300 persons protested on Saturday and Sunday against the culling of the birds in their households. The local population went out in the street with clubs, pitchforks and axes requesting to stop the culling of the chicken.

Scheele: the handling of the bird flu - a white ball for Romania

The head of the European Commission Delegation in Bucharest, Jonathan Scheele, declared yesterday that the handling of the bird flu has generally been a white ball so far, because the Romanian authorities have reacted very well. ?I think that at this moment it is obvious that the measures taken after the discovery of these problems connected with the avian flu were the best,? said Scheele, present at a seminar regarding the conclusions of the European Commission Report from May 16.

The vets refuse the subordination of ansvsa to the agriculture ministry

The College of the veterinary medics contest the opportunity and efficiency of the transfer of the National Sanitary Veterinary Authority and for Food Safety (ANSVSA) under the subordination of the Agriculture Ministry. The College sent yesterday a letter to Premier Calin Popescu Tariceanu, estimating that the current structure of ANSVSA corresponds to the European standards.

One day before, Minister Flutur announced that a Division for the control of food safety was to be set up under the Control Squad of the Minister. According to the Agriculture Minister, a normative act will be passed on Wednesday through which ANSVSA will be subordinated to the institution headed by him.

There appears to be quarantines in two of the six sectors of Bucharest -- sectors 2 and 4. You'll notice that the two sectors are not next to each other.

From what I can tell (although I'm not sure), the quarantine in sector 2 is in the northeast corner (the triangular section that sorta juts out) -- the Andronache neighborhood. The quarantine in sector 4 is around Constantin street, which I think is pretty much in the center of sector 4.

Bucharest has quite a big river running through it -- the D?mboviţa. It really meanders through the northern part of town (partially through sector 2) -- and there's a lot of parks and small lakes in the city (there's a park and a lake just north of Constantin street in sector 4). If someone told me that migrating birds stop off in Bucharest, I wouldn't be at all surprised....

Bucharest. Once again the bird flu topic is the main news in Romanian press. Jurnalul National reports that last night the strain H5N1 of the bird flu virus was also found in the fourth sector in capital Bucharest and this has led to imposing a quarantine in some parts of the sector. The newspaper informs that according to a report from the Romanian Intelligence Service the repeated outbreak of the bird flu in Romania is due to the import of live poultry from Hungary and Slovakia.
Meanwhile, Realitatea Romaneasca reads that the Mayor of sector number two in Bucharest Nicolae Ontanu stated yesterday that the samples taken from poultry in the region and which turned out positive have been mistaken and he requested second tests while the quarantine in sector two is lifted.

The presence of the bird flu virus was confirmed Monday for Bucharest?s district 4, and some 13,000 people are now in first-degree quarantine, Mayor of district 4 Adrian Inimaroiu told MEDIAFAX.

Bucharest?s general mayor Adriean Videanu also confirmed for MEDIAFAX that the virus has been found in district 4.

The planned quarantine in district 4 includes 40 streets, with 20 apartment blocks and tens of households, as well as factories, stores and a kindergarten which will suspend their activity for at least one week, which could be extended up to 21 days.

Romanian authorities confirmed Sunday the presence of the deadly H5N1 bird flu virus strain in poultry in seven locations in two central Romanian counties, the Agriculture Ministry said Monday.

Romania has so far confirmed 34 outbreaks of bird flu in six counties, as well as in one district of the capital city Bucharest, one month after authorities had closed all previous virus outbreaks. There are 26 more suspected virus outbreaks.

Disinfection points were set up in both Bucharest districts on Friday, and authorities finished culling birds in the quarantined area in district 2 late Sunday night. The 200 people in district 2 will be in quarantine for at least a week, officials said.

On Sunday, agriculture minister Gheorghe Flutur said authorities were considering a ban on poultry possession in cities larger than 100,000 people, especially in Bucharest, host to some two million Romanians.

Romanian Prime Minister Calin Popescu Tariceanu asked Friday for a country wide probe into chicken farms, to determine if they follow bio-safety regulations, after the country last week was faced with a second wave of bird flu outbreaks.

Last week, Romania detected the bird-flu virus in three chicken farms in the central Romanian Brasov county, and immediately quarantined eight Transylvanian villages and one town. These were the first cases of bird-flu outbreaks at chicken farms in Romania, with previous cases detected on family farms only.

In April, authorities closed the last of the 53 initial outbreaks active in Romania since the virus was first discovered in the Danube Delta last October.

Romania must show the European Union by October that it can deal with food safety issues if it wants to join the 25-member block on January 1, 2007.
