I find it very interesting that residents are being asked to "Shelter-in-place" and not "stay inside their home"


Richmond residents asked to stay inside homes

(01-15) 07:45 PST RICHMOND -- Contra Costa County authorities are asking residents in a large portion of Richmond to "shelter-in-place" after a fire that broke out at the Chevron refinery this morning.

Tolltakers on the Richmond-San Rafael bridge are included in the order, so motorists are asked to drive past the booths, keeping their windows up and their heaters off so as not to draw in any smoky air.

The fire at the Richmond refinery, at 841 Chevron Way, began shortly before 5:25 a.m., said Maria Duazo of the county's Hazardous Materials Programs.

Duazo did not know the cause of the blaze but confirmed that it has been contained -- although it is still burning.

Officials instated the shelter in place order around 5:35 a.m., she said.

Anyone living within the boundaries of Tewksbury Avenue to the north, Canal Boulevard to the east, Pelican Way to the south and Ocean Avenue to the west should stay in their homes until further notice, she said.

"We have people monitoring the area for odors," Duazo said. "Until there is concurrence from everybody doing the monitoring that there are not offsite issues as far as smoke, we are going to ask people to shelter-in-place."

Also, drivers should not stop at the toll plazas on the Richmond Bridge, which were evacuated early this morning Duazo said.

"Anything that can draw air in from the outside, you don't want to have open," she said.

Perhaps we are subtly, or not so, moving from language for "normal emergencies- earthquakes/ hurricanes/ etc." to language directly coming from emergency pandemic preparedness plans. Interestingly, a public health announcement the other evening on TV stated, "should you believe you have the flu, see your doctor immediately." In the past, recommendations have usually been given, and to see doctor for complications that develop. This is good, though, the change in language- another way of preparing. And SIP is very clear- individual responsibility for self, family, and home.

I am thinking along similar lines Colormyquilt. I believe it is an example of TPTB attempting to quietly bring ideas and phrases into our every day vocabulary so that when we hear them with regard to N5N1 there will not be a public panic (or so is their hope).
