general motion is expected to continue for the next day or two. On
the forecast track...the center of hermine is expected to approach
the coast of northeastern mexico or extreme southern texas in the
warning area tonight.

Maximum sustained winds have increased to near 60 mph...95
km/hr...with higher gusts. Additional strengthening is forecast
and hermine could approach hurricane strength prior to landfall.

Tropical storm force winds extend outward up to 105 miles...165 km
from the center.

Estimated minimum central pressure is 995 mb...29.38 inches.

Hazards affecting land

...Hermine dumped between 5 inches to a foot of rain after crossing into Texas late Monday. The storm made landfall in northeastern Mexico with winds of up to 65 mph (100 kph), arriving near the same spot as Alex, whose remnants killed at least 12 people in flooding in Mexico.

But unlike Alex, which swiped Texas then plunged southwest into Mexico, Hermine was felt in more places.

"This is going to be much more of a memorable storm than Alex," National Weather Service meteorologist Joseph Tomaselli said Tuesday.

Raymondville won't forget Hermine anytime soon. The rural farming town, about 20 miles off the Texas coast, began cleaning up early Tuesday without power after Hermine ripped the roof off a roadside motel occupied by terrified guests who say they fled for safety in the nick of time.

Melanie Tamyl and Roy Tamez were in their second-story room when their ceiling began bowing up and down. They opened the door just in time to watch the awning get peeled back like a lid.

"I told (Melanie) that we've got to get out of here right now," said Tamez, 52. "The whole roof is about to go."

Tamez and Tamyl helped two other families to evacuate the motel. They returned Tuesday to find half the roof over their room gone and their bedding soaked and soiled with ceiling tile and mud. They picked through soggy clothes and food, salvaging what they could.

As many as 35,000 homes were without power in the Rio Grande Valley early Tuesday, according to an online outage map of American Electric Power, the area's power utility. A company representative did not immediately return a message seeking comment...

ARLINGTON, Texas ? The remnants of Tropical Storm Hermine swept northward through Texas and into Oklahoma on Wednesday, forcing dozens of high-water rescues, swamping city neighborhoods, spawning tornadoes and killing at least two people.

Hermine packed a relatively light punch when it made landfall Monday night, and many residents said they felt unprepared for Wednesday's sudden flooding.

In Arlington, a suburb 22 miles west of Dallas, 67-year-old retiree George Lowe said he and his wife, Laura, were surprised by how quickly and badly their neighborhood flooded. Water reached up to 5 feet high in some homes ? many just a single story ? laying waste to belongings. Quilts and artwork hung dripping and ruined on walls, and couches and furniture lay overturned on sodden, muddy floors.

"Did you ever see a refrigerator floating around your kitchen before?" Lowe asked.

Later in the day, a series of tornadoes touched down outside of downtown Dallas, damaging warehouses in an area near Dallas Love Field.

One twister slammed a tractor-trailer rig into a brick paint warehouse, causing the building to topple onto the cab. The driver was taken to a hospital. Part of a warehouse roof nearby also collapsed.

Bryan Burnes, 25, of Irving, who works for a wrecker service, was on his way home when he saw a tornado touch down and then came across the tractor-trailer that was smashed into the warehouse. Burnes said that he took a crowbar, and with the help of other passers-by, helped the man out of the truck. He said the driver had some cuts and bruises.

"It goes to show you people can endure horrible things and walk away," Burnes said.

Flash flooding further south endangered motorists, killing at least two.

Near Alvarado, 20 miles south of Arlington, fifteen rescuers tried to save a 49-year-old man who apparently drove his pickup truck into a low-water crossing. One rescuer got to within 50 feet of the man but couldn't proceed further because it was too dangerous, Alvarado fire Chief Richard Van Winkle said. The man's body was found hours later after the waters receded.

Dangerous flash flooding is occurring in Eastern Oklahoma this morning, where rainfall rates as heavy as three inches per hour from the remains of Tropical Storm Hermine are occurring. A large area of Eastern Oklahoma received 3 - 6 inches of rain last night and this morning, with radar-estimated rainfall amounts as high as fifteen inches (Figure 2.) Yesterday, Hermine killed two people in Texas, who were attempting to cross flood waters in their vehicles. Hermine dropped 6 - 8 inches of rain in the Dallas/Fort Worth area, creating moderate to major flooding along the Trinity River in Dallas. Two tornadoes touched down near Dallas, and NOAA's Storm Prediction Center logged a total of eight tornado reports in Oklahoma and Texas from Hermine. The latest rainfall totals from NOAA's Hydrometeorological Prediction Center show 15.62" fell in Georgetown, Texas, with fifteen locations in Texas receiving over ten inches of rain. Big city rainfall totals included 7.57" at Austin, 6.73" at San Antonio, 6.52" at Dallas, and 7.20" at Fort Worth.

Gov. Rick Perry today issued a state disaster declaration for 40 Texas counties, which will help speed recovery assistance to communities and families affected by Tropical Storm Hermine by opening the door to state and federal assistance. The governor also met with local officials and took an aerial tour of areas impacted by the storm, which created tornados and dumped up to 12 inches of rain on parts of Central and North Texas, leading to extensive damage and dangerous flash flooding.

?Late yesterday, Tropical Storm Hermine crossed the Texas border into Oklahoma, leaving in its wake serious flooding in Central Texas and tornado damage in Dallas,? Gov. Perry said. ?Although the rain has subsided, water levels in our state?s creeks and rivers remain high and the danger to our citizens continues, especially near low-water crossings. It is of vital importance that all Texans realize the dangers of crossing flooded roadways and respect the barricades put in place by officials.?
The governor was joined by Texas Emergency Management Chief Nim Kidd and Bell County Judge Jon Burrows.

On Wednesday, Gov. Perry activated state search and rescue capabilities, including Texas Military Forces personnel and resources, to assist local officials in responding to the storm. These resources include:
? 48 Texas Military Forces personnel and 10 high profile vehicles
? 2 Texas Military Forces UH-60 Blackhawk helicopters
? 4 Texas Task Force 1 swift water rescue teams, comprised of 20 personnel

?Thanks to the heroic actions of our state?s first responders, working in concert with our Division of Emergency Management, multiple rescue operations were completed and many lives saved,? Gov. Perry said. ?One life lost is one too many, but we are grateful to our brave first responders who risked their own lives to ensure the toll wasn?t even higher.?

SAN ANTONIO ? At least three people were still missing early Friday after flooding caused by the remnants of Tropical Storm Hermine swept vehicles from Texas roads and overpowered swimmers in the Guadalupe River.

With at least four people killed in the flooding, officials planned to resume their search after daylight Friday for a missing swimmer and two motorists.

Authorities on Thursday recovered the body of Derek Joel-Nelson Clemens, 23, of Baldwin, Mich., from the Guadalupe River in New Braunfels. Floodwaters Wednesday had swept him and friend Nikos Paraskevopoulos, 28, of Alexandria, La., as they swam. Clemens' friend was still missing when the search was suspended for the night Thursday, and search officials hold dim hopes of finding him alive.

Two Texas motorists also are missing, officials said. Calvin Gibson, 57, was swept away near San Antonio when he tried to drive over a flooded creek, Bexar County spokeswoman Laura Jesse said.

Authorities also continued to search in Austin for a woman whose sport utility vehicle was swept off the road by swollen Bull Creek.
