I think you meant to say Region 2, not 4. Region 4 is about 2X the % being reported in Region 2

Region 2 is up (New York State, New Jersey)

but nothing yet in New York City ?

Sep.09: 79.84%
Sep.10: 84.95%
Sep.11: 87.31%
Sep.12: 86.65%

I think you meant to say Region 2, not 4. Region 4 is about 2X the % being reported in Region 2.

Yes, I was totally confused when I first posted this and overlooked that error. I even posted the wrong link AND the wrong chart. Whew! It's been a rough week.
