Realistic Goals for a Pandemic Event

Okay,

In order to effectively put together a plan of action, Goals must be set and agreed upon. Nobody takes a trip by mapquesting only a starting point. The result would be either an error message, or a huge map around your starting point :) Having an agreed upon set of final destinations will make the job of grass roots government planning for a pandemic easier to do.

Does anyone else have some goals to suggest?

Food Production
Food Distribution
Water Distribution
Health Care Triage
Electrical Power Generation and Distribution

The 'How to' books, I say books since they last without electricity.

We should print the most important posts and bind them.

The 'How to' books will be very precious in the middle and long term.

I gathered books on How they did it, in the past. The ingeniousity of our ancestors on How To make things work without electricity or modern equipment is indeed valuable. It is securing when you learn how to make things without electricity or gas.

Thank you very much Eladdie for this sprint of yours.

Re: Realistic Goals for a Pandemic Event

The thread on vaccines reminded me of two other goals...

Maybe I need to create a Hierarchy of Goals.

One of the Best tools one can use when making decisions is to have a set of core values/beliefs/goals that can be used as a go/no go or do/do not type of filter.

For example: Medical Goal - Do no harm.

Anyway my idea of Pandemic Super Goals are:

Save as many productive life years as possible

This means that we have to value the lives of those between the ages of 16-50 higher than the elderly, children, and the sick and infirm within those age groups.

The implementation of this goal directly addresses how to:
  • Provide medical triage
  • Provide anti-virals and vaccines
  • Provide food and water
  • Etc.

Save as much infrastructure as possible.

Infrastructure post pandemic will be critical to the quick recovery from a major pandemic event. Having to rebuild any type of infrastructure will be expensive and difficult to do as well as risk loss of lives to due non pandemic causes.

I can think of no other goals or actions that can be created that would not fit in the above to Super Goals i.e. all else follows.

Does anyone else have any Super Goals that can be articulated?

i can think of many government pandemic plans that are in violation of the above super goals and or are superflous to meeting those ends.

But that is another thread.

Anyway, Once a set of super goals is agreed on, then the other goals can be fitted underneath them and fleshed out better.

Maintain Essential Services-water, power, light, fire protection, police protection, medical care, etc.

Maintain Stability of Goverment- Prevent loss of goverment protection and maintain social stability, keep functioning system in place to transition to post pandmeic concerns.

Maintain Economic Stability- ride out the economic shocks and transition to post pandemic economy with enough intact that depression and resulting damage it causes can be shortened and recovery encouraged.

Great additions for Super Goals.

I do have a problem though, which is Economic Stability.

See this article on Government Spending
http://www.heritage.org/Research/Budget/bg1831.cfm

and

http://carriedaway.blogs.com/carried_away/2003/10/us_government_s.html

Direct Gov spending as a % of GDP is around 30%. Reduce tax revenues and we have a problem with our economy.

I can't find how much non essential consumer spending is a part of GDP but I would guess it's around 30% as well.

Economic Stability may be a tough goal to even address.

Economic Stability may be a tough goal to even address.

Absolutely! Way over my pay grade! :)

But may I explain why I believe its of value on this list?

First- I beleive its likely to be one if the main goals of most goverments, along with goverment stability . so understanding that goal may help us interpet why things are done as they happen. Those smarter than I may even see signs of sudden changes or prepositioning that might portend something coming our way.

Secondly, its an issue- like all the issues that are MetaGoals- that directly affects the majorty of individuals. IMHO noone will escape the effects of a worldwide depression, and they may be quite long lasting.

As such- I think it can still be prepared for. Even if preventing such a thing is beyond the scope of our project here, at least the awareness we create may help some people and families to buffer the personal effects. A "trickle down effect" of the stated goal of this thread if you will! :)
and IMHO thats another good use for the whole project youre proposing eladdie-individuals can look at those goals, at the things that are posted about them, then identify which failures would impact them, and then plan for what would help mitigate the negative impacts.

There may be strategies or lessons that we can take from previous economic downturns and apply to the current situation, and see if they might be of help-of a regional, national or even personal level. That may be the best we can hope for when adressing this goal- but that is astill a lofty goal on its own, IMHO. (even if they just tell us what the PTB might try to stimulate the economy if this happens, and how it may help/hurt us-knowledge is power)

I think many of the preps that help people be more self reliant thru a pandemic or other emergency will also help them with a depression. Especially those things that are sustainable, gardens, woodburning stoves, etc. Addressing the economic failure goal means looking at those preps and figuring out which ones can help in the long term -like years instead of months...tweaking it so to speak, to take preparation to the next level.

I think anything that helps us as groups or individuals think things out and be more flexible, aware and prepared for this or any emergency has value.
