It appears there is something that is causing goats to lose hair in my area. They develop small abrasions (probably from biting or scratching with their hooves) that scab over. I had to call my vet as one of mine is affected, primarily on its lower hind legs. She suggested giving a bath with soap and warm water (goats hate rain and being sprayed with water) and then topical application of Betadine and a wound salve. Her take was that it may be caused by the unseasonably damp weather we have been having. The problem appears to be more of an annoyance. At this time I don't think the animal's life is in any danger.
