Questionable report of polio outbreak in Sri Lanka

The Epidemiology Unit report citing cases of polio, whooping cough, chickenpox, and Leishmaniasis, from February 5-11, 2011, revealed that all these diseases recorded an increase when compared to the same period in 2010. 12 cases of polio were noted in this period, which is an increase of 33.3% over the corresponding period 2010;

Here's the issue. According to official reports, Sri Lanka has not reported a polio case at all in 2010 or 2011:
