A "vast" public inquiry has been ordered into the deaths in retirement homes in Quebec, which record more than 80% of deaths related to the epidemic of coronavirus in this province, announced Wednesday the office of the coroner.

The public hearings should not start before the beginning of 2021, and will relate to a "sample" of suspicious deaths occurring in public and private establishments, specified Ms. Descary during an interview with Radio-Canada.

"The objective is to shed light on what happened, to make a precise portrait of the circumstances which led to this drama. The coroners do not have to rule, in any case, on the responsibility civil or criminal, we don't have to blame, "she said.

"We are making recommendations to targeted organizations, perhaps government, groups, so that things change," she said.

The survey will first look at the situation in the private long-term care hospital (CHSLD, equivalent to nursing homes in France) Herron near Montreal. Chief Coroner Orders Public Inquiry

The Chief Coroner of Qu?bec, M [SUP]e[/SUP] Pascale Descary ordered a comprehensive public inquiry into some deaths during the pandemic Covid-19 in CHLSDs, private retirement homes and other environments of for people who are vulnerable or have lost their autonomy. This entirely public process will allow the Quebec population to be informed of the facts raised during the hearings and to follow the reflection on this important social issue.

The coroner and lawyer G?hane Kamel was appointed to preside over this inquiry. Given the complexity of the subject and the large number of deaths, a coroner with a medical background, Dr. Jacques Ramsay, will be appointed to assist and enlighten M [SUP]e[/SUP] Kamel throughout the process.

It is important to remember that coroners intervene in cases of violent, obscure or death that could be linked to negligence. Deaths outside these tags, including those that result solely from a coronavirus infection, are not investigated by the coroners.

Thus, to be analyzed as part of the investigation, the deaths selected must meet the following criteria:

  • the death occurred while the person was living in a CHSLD, a private seniors' residence or a place of accommodation for vulnerable people or people losing their autonomy;
  • the death occurred during the period from 12 March to 1 [SUP]st[/SUP] May 2020;
  • the death was the subject of a notice to the coroner because of its violent, obscure nature or because it is possibly linked to negligence.
M [SUP]e[/SUP] Kamel is already responsible for investigating deaths in nursing homes Herron Dorval, these form the basis of this survey. The analysis will therefore focus first on the facts surrounding the deaths recorded in this establishment. Subsequently, M [SUP]e[/SUP] Kamel and his team will select deaths in several types of residences and several regions in order to provide a representative picture of the situation at the provincial level.

When the causes and circumstances of the death are established, M [SUP]e[/SUP] Kamel will broaden the discussion on the subject, including hearing witnesses and key players in the accommodation of seniors in Quebec. These steps ultimately enable M [SUP]e[/SUP] Kamel make recommendations in order to avoid further deaths and protect human life.

M [SUP]e[/SUP] Dave Kimpton, prosecutor investigations, has been appointed to assist M [SUP]e[/SUP] Kamel. He himself will be supported by M [SUP]e[/SUP] Julie Roberge.

Details of this investigation and the date of the first hearings will be released later.
