Without even getting into the ethics of quarantine, the legal framework and logistic resources are difficult to resolve.

According to the U.S. Constitution, (lawyers, please correct me if I?m wrong) the power to quarantine is devolved to states and towns. However, as with so many other aspects of emergency management, towns and even states have quite limited resources to deal with the mechanics of quarantine.

Consider one, two, three, many individuals who are sick and refuse to follow ?orders to stay home.? Do we really expect an influenza-truncated police force to require its officer to round on infectious individuals? And do what with them? During the Great Plague in London in 1665 magistrates boarded whole families up in their homes. And they set guards in front of their houses to ensure that no-one got in or out. Is that the kind of quarantine that would be in the offing? Or do we imprison them? Where? In Boston in the early 1900s people with TB were sent to an island in the harbor. Are there enough resources in cities and states to do this kind of thing again?
With an estimated 192 million guns in 39% percent of households in this country, (Brady Campaign) there are certainly a lot of people who aren?t going to go quietly.

I just mention the logistic issues, because when catastrophes happen, a lot of well-intentioned people forget that the people who are most likely to be ?sent away? are minorities and people of limited economic and educational means.

The well-to-do are going to be headed out to their country houses in their SUVs.
