"Quake Lake" Dams Risk Lives

Water level tops critical point at China's main quake lake, overflowing postponed

www.chinaview.cn 2008-06-07

MIANYANG, Sichuan Province, June 7 (Xinhua) -- Water level of China's main quake lake Tangjiashan topped the lowest point of 740meters by 0.20 meters on a sluice channel at 4:00 a.m. Saturday, but it was prevented from overflowing by a temporary dam added to protect workers on emergency construction downstream.

More than 100 armed police were airlifted to Tangjiashan to broaden and deepen the sluice channel on Friday afternoon, said an expert at local commanding center on early Saturday morning.

The temporary dam was 0.6 meters high, said the expert.

Local headquarters said rainfall was heavy at the lake, with an average of two millimeters per hour.

The swollen lake was formed by a massive landslide that blocked the flow of the Jianjiang River in Beichuan County, Mianyang City, following the May 12 earthquake in the country's southwest. It held more than 220 million cubic meters of water and posed a threat to about 1.3 million people downstream.

Some 600 armed police and soldiers worked for six days and nights to dig a 475-meter channel to divert water from the lake.

More than 250,000 people in low-lying areas in Mianyang have been relocated under a plan based on the assumption that a third of the lake volume breached its banks.

Two other plans require the relocation of 1.2 million people if half the lake volume is released or 1.3 million if the barrier fully opened.

The swollen quake lake has put China's longest oil pipeline at risk. The pipeline, winding from Lanzhou via Chengdu to Chongqing, was 60 kilometers downstream from the lake.

With a capacity of transferring six million tons of oil each year, the pipeline provides 70 percent of product oil to Sichuan and neighboring Chongqing Municipality.

If the line was cut, refined oil in storage could only supply Sichuan for three days, whereas repair work would take 30 days.

Emergency plans have been drafted, according to colonel Liu Yongzhan. "Gate velve of the pipeline will be shut to prevent potential pollution, and a float bridge shall be later set up, so that a temporary line would ensure resumption of oil supply within48 days," he said.

Engineers have feared that the lake could burst and cause a flood, citing unforeseen factors such as fresh landslides, heavier than expected rain and the instability of the mud and rock dam.

The plan of using dynamite to blast the lake had once been under discussion but was later announced as given up, according to Liu Ning, chief engineer of the Ministry of Water Resources.

"We will not use dynamite if water in the lake could spill over naturally," he said. "Blast might incur unexpected result."

Water level keeps rising after China's main quake lake overflows into sluice channel

MIANYANG, Sichuan Province, June 7 (Xinhua) -- The long-awaited drainage of China's Tangjiashan 'quake lake' started on Saturday morning, as its water flowed into a man-made sluice channel.

For Rao Xiping, head of the Beichuan hydrometeorological station, the flow volume has yet to reach the ideal status of 100 plus cubic meters per second, and only 40 cubic meters of water flow per second in the sluice channel.

He said the water level of the lake is still rising due to the slowness of the water flow in the sluice channel.

'But the dam is safe now,' said Rao, adding that no more spots of overflowing have emerged and he didn't think the dam would either collapse or cave-in.

A total of 30 dredging machines are still widening and deepening the sluice channel to speed up the drainage.

The water level in the lake now stands at 740.67 meters above the sea level, 0.3 meters higher than the time when the quake lake started to overflow this morning.

The quake lake was enlarged by 13.5 million cubic meters, and has reached 229.5 million in total, according to experts at the commanding center.

The experts also said no strong rainfall is expected until June16, which will be good for the quake relief work. The possibility of a strong aftershock measuring 6.0 or above on the Richter scale is also slim, they said.
-snip-
Two other plans require the relocation of 1.2 million people if half the lake volume is released or 1.3 million if the barrier fully opened.

The lake is also posing a threat to the Fujiang river bridge on the Baoji-Chengdu Railway, a critical part of the railway network in west China.

Liu Yongzhan, a pontoon bridge army colonel, told Xinhua that his men are ready to protect the bridge by intercepting, bombarding and salvaging large floaters that may be washed down by the flooding.

The bridge has been in smooth operation for passenger and cargo trains as of 2:00 p.m., Saturday.

The swollen quake lake has also put China's longest oil pipeline at risk. The pipeline, winding from Lanzhou via Chengdu to Chongqing, was 60 kilometers downstream from the lake.

Liu Xiaozhong, director in charge of the pipeline protection work, said told Xinhua that the pipeline will not be disrupted according to the work plan on the quake lake.

More than 100 Petro China staff and 20 pieces of large equipment were assembled for protecting the pipeline.

With a capacity of transferring six million tons of oil each year, the pipeline provides 70 percent of product oil to Sichuan and neighboring Chongqing Municipality.

If the line was cut, refined oil in storage could only supply Sichuan for three days, whereas repair work would take 30 days.

Minister: China's quake lake still dangerous

Special report: Reconstruction After Earthquake

TANGJIASHAN, Sichuan Province, June 7 (Xinhua) -- China's Tangjiashan quake lake was still dangerous despite drainage efforts that started on Saturday morning, Water Resources Minister Chen Lei said here.

Between 400 mm and 500 mm of rainfall, well above the normal level, was forecast upstream in June and July. This posed a challenge for the already swollen lake, he told Xinhua.

Aftershocks, landslides and leakage were also threatening the lake's barrier, said Chen, who was at the site to guide the emergency work.

Landslides could take place on mountains not far from the lake, which could put another 17 million cubic meters of rocks and earth in to the water. The lake's barrier would immediately burst and workers on the barriers swept away if it happened.

Soldiers were still widening and deepening a sluice channel to speed up the drainage with the help of 30 bulldozers and excavators. They were also digging a second sluice channel.

China 'quake lake' still rising despite drainage: report
<table align="right" border="0" cellpadding="3" cellspacing="0" width="160"><tbody><tr><td>

by Staff Writers
Dujiangyan, China (AFP) June 8, 2008
A swollen "quake lake" in southwest China continued to rise Sunday despite intensive efforts to drain it, triggering official warnings that the situation remained dangerous. Soldiers had already dug one channel to drain water from Tangjiashan lake, and were working Sunday to clear a second one in hopes of reducing the risk that it might burst its banks, state-run Xinhua news agency reported.
"The water level of the Tangjiashan 'quake lake' in southwest China was continuing to rise dangerously on Sunday despite the operation of a man-made drainage channel since Saturday morning," Xinhua reported.
Meanwhile, an aftershock with a 5.0 magnitude rattled the area later Sunday, US seismologists reported, triggering what Xinhua called "massive landslides" on nearby mountains.
The impact on the Tangjiashan lake was not immediately known, though Xinhua said the channel appeared to be functioning smoothly following the aftershock.
Xinhua had warned earlier that landslides nearby could have catastrophic consequences, sending debris cascading into the massive body of water and prompting it to break through its banks.
The lake has become one of the most pressing issues in the aftermath of the May 12 quake that struck mountainous Sichuan province, killing 69,136 and leaving 17,686 others missing, according to the latest toll issued Sunday.
Millions more have been left homeless by the 8.0-magnitude quake, which triggered huge landslides that blocked rivers and created more than 30 unstable "quake lakes," including the Tangjiashan one on the Jianjiang river.
General Ge Zhenfeng, Deputy Chief of the General Staff of the People's Liberation Army, said people living near the lake were still not safe.
"Generally speaking, construction of the lake's drainage projects is proceeding well, but the lake remains dangerous for hundreds of thousands of people downstream," Ge told Xinhua.
"It will take us a few days to eliminate the potential danger of the lake," said the general, who is supervising relief work at the site.
Troops on Saturday began draining water from the lake through a hastily dug channel to stop it from bursting through its banks and emptying 220 million cubic metres (7.8 billion cubic feet) of water downstream.
However, the inflow of water into the lake was still nearly four times more than the amount leaving it, Xinhua said, citing Zhang Ting, head of Sichuan's hydro-meteorological bureau.
"Controlling the lake outflow is critical for the dam's safety," Zhang said.
In the space of three hours on Sunday, the water level in the lake rose 12 centimetres (4.7 inches), according to data provided by Xinhua. During the 15 hours prior to that, the lake had risen 68 centimetres.
Adding to the woes, between 400 and 500 millimetres of rainfall, well above the normal level, was forecast upstream in June and July, Xinhua reported, citing Water Resources Minister Chen Lei.
"This poses a challenge for the already swollen lake... Aftershocks, landslides and leakage are also threatening the lake's barrier," the agency quoted Chen as saying during a visit to Sichuan.
Soldiers aided by 30 bulldozers and excavators were still working on the second channel. The troops also fired missiles to blast away boulders in the channels in order to accelerate drainage, Xinhua reported.
In the city of Mianyang, downstream from Tangjiashan lake, many residents had been evacuated to tent camps to save them from disaster if the barrier were to collapse.
Huang Xiuying, a 52-year-old woman, had been in a hillside camp for more than a week, and her patience was starting to wear thin.

China Says' Quake Lake 'Rising Despite Drainage
Reuters
Jun 09, 2008

Excerpt:
BEIJING-A lake created by the Chinese earthquake which threatens to unleash a devastating flood is still rising despite efforts to drain the waters off safely, Xinhua news agency reported on Sunday.
-snip-
Some 600 armed police and soldiers have worked for six days to dig a 475-metre channel to run off water from the lake in Beichuan County.

The lake's water level was 741.82 meters above sea level at midday on Sunday, 1.45 meters higher than the sluice, state-run Xinhua said.

Military engineers have fired missiles to blast boulders in the channel to accelerate drainage, and soldiers have finished building one third of a second channel, said Liu Yongjian, a People's Liberation Army (PLA) officer in charge of the operation.

"We have also prepared underwater blasts to deepen the channels for accelerated drainage," said Liu.

Chinese quake lake still rising

The water level in an earthquake-formed lake in China is still rising, despite the creation of a drainage channel.

By early Monday, the water level was more than 6 feet (2m) higher than the man-made channel created to ease the problem, Xinhua news agency said.

Soldiers are using anti-tank weapons to blast away rocks and mud preventing the water from getting to the channel.

Experts warn that the lake could burst at any time, flooding the homes of more than one million people.

About 250,000 people have already been evacuated from the area since the devastating 12 May earthquake, which caused Tangjiashan quake lake to form.

Latest government figures put the quake death toll at 69,136 with another 17,686 people missing.

Tangjiashan lake is the largest of more than 30 quake lakes created by last month's 7.9 magnitude trem

I thought I might write something on the quake lake story. Firstly the way it is being reported is very confusing. While there has been much in the press about the openness displayed by the Chinese - which is true compared to almost zero information regarding the 1975 disaster until figures were released in 2005 – the reality is almost all information comes from the official Xinhua news agency. <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:country-region><st1:place>China</st1:place></st1:country-region> introduced new laws making it an offence for domestic or foreign news agencies to use other sources. The areas around the quake lakes are obviously extremely dangerous and access is very limited so all photos and first hands accounts are official and the media can only write based on released information. The above is just to help explain why coverage is so similar across the <st1:stockticker>MSM</st1:stockticker> and why some of the questions we might like answers to have not been addressed.
<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p>
There are many quake lakes (I have seen 30 mentioned but without any explanation of where the cut-off by size is). Originally concern seemed to be centred on a lake a little further up stream from the Tang Shan Yan Sehu lake which the authorities are releasing data on but Reuters site they also have a number of ariel shots labelled as ‘China’s biggest quake lake’ (while it is unclear if this is the same lake) and of a wrecked bulldozer and digger half buried in mud when the dam on another lake they were trying to dig a channel on failed under load (again unclear where this lake was).
<o:p></o:p>
The Tang Shan Yan Sehu lake (Tangjiashan).
This – at least according to the BBC - is just upstream of Beichuan. Which brings us to another problem regarding where things are and what they are called. Beichuan is a county, and a town and the town is sometimes marked as being on the river but is also marked on another built up area a few miles away. As can be seen from the heading of this section multiple Anglicised spellings of Chinese names also cause confusion. Anyway back to the lake and dam. The natural dam is about 800m long and about 80m high the lake formed behind it contains a little over 200 million cubic meters of water (as I have no idea how to type scientific notation from now on I will abbreviate to cm or cms for per second) the flow into the lake is about 100cms.
This dam will collapse – I am not being negative this is by design. Army engineers have built a spillway channel along the top of the dam with its entrance 740m above sea level (this height I will call S). The water in the lake reached ‘S’ at <st1:time Minute="8" Hour="7">07:08</st1:time> on Sat. (all time local) and began to trickle into the spillway. This trickle has gradually been increasing ever since but is still a long way from matching the 100cms flowing into the lake so the level is continuing to rise. After 24 hrs the lake was about S+1.5m and the flow 10cms after 48hrs S+2.5m and 25cms (this figure includes seepage). News reports often refer to ‘draining the lake’ but as you can see that is not really what is happening, the lake is continuing to fill but more slowly. What happens next?
If there was no erosion the increasing head of water above ‘S’ would ram more water into the spillway until it matched the flow onto the lake or if the channel is too small the lake would overflow (or collapse if it could not take that much water). Even if everything held this would never drain the lake it would just stabilise it at S. Unfortunately the dam is built of land slide rubble and is going to erode. The amount of sediment river water can carry per cm (and the maximum particle size) are functions of the velocity of flow. As the channel is tiny compared to the natural riverbed the water has to flow much faster with far more erosion. 100cms flowing through the existing channel would be a high speed jet of water, to help a second channel is under construction to reduce the rate of erosion but eventually erosion will cause dam collapse. The questions are how high will the water level be when it occurs and how fast will that remaining water be released. These will determine the down stream damage.
What is down stream?
Lots more dams (man made this time), substantial cities, bridges and an oil pipeline. The oil pipeline is 60km down stream and a catastrophic collapse when full would produce a flow 4 times faster than the pipeline is capable of sustaining which gives some idea of the energy accumulated in the dam and its potential for damage. This is one dam and it is of some concern that so little information seems to be available regarding all the other dams which while they may be smaller would be capable of creating a domino effect if they fail dumping their contents into the next dam down stream.
<o:p></o:p>
All of the above are my personal opinions and not FluTrackers. I am responsible for all errors in facts or logic but I would like to credit the news hounds here, other members who have provide information privately and Dave’s Landslide Blog and its contributors for the raw data.
I have not reposted lots of photos and maps as many are already in this thread or can be found by following the embeded links.

PS Dave's blog (which has some great new photos) is now saying 240million cms for volume and the flow jumped to 50cms. Watch this space!

Thanks for your input. Even with all the maps, it's still hard to place the damage in relation to the cities. I found a site that shows all the damage for 3 areas but not Beichuan. (edited to add) Actually, it does show Beichuan; the expanded version really shows the incredible amount of damage.

Beichuan is a county, and a town and the town is sometimes marked as being on the river but is also marked on another built up area a few miles away.

I think I read somewhere there is and old Beichuan town and a new one so that may explain the 2 locations.

Here are 2 photos comparing the river before and after the landslide. It looks like the entire flow was wiped out by the slide. http://earthobservatory.nasa.gov/NaturalHazards/natural_hazards_v2.php3?img_id=14877&src=map

JJackson, thank you for the summation of the hydrological issues surrounding the quake lake. And thanks to Mixin for posting links to the high resolution imagery and maps. The maps below correlate the local damage in "old Beichuan" with the satellite photo.
Approximately location of quake lake dam. Lat. 31.844618 Long. 104.42627

I love it, I post something I thought might help others and Mixin and Al come back with answers to something that I did not understand regarding the location of the dam.
The BBC did, and still do, have the dam in the wrong place. They place it to far down stream. The dam I referred to as originally being a cause for concern was thought to be further up stream but either this was overtopped and merged with the next dam down or the photos were just showing the tail of the dam lake not the dam end. Anyway thanks.

If you use Google Earth this link is to a GeoWiki showing the dams of Sichuan.
