A couple of things:
The US is banning "all trade and cargo"...anything coming from Europe to the United States" for 30 days. There must be a hell of a fomite problem with COVID-19. (apparently they clarified that trade and cargo are not included)
Also -".. the risk to the vast majority of Americans - the risk is very very low....highest risk to the elderly population." Ok - the risk is not very, very low. It is high for everyone and extremely high for the elderly. We do not know much about this virus still. You can not believe anything out of the government of China. And Italy - which is a modern country is having a very hard time. There was a report that the median age for the ICU COVID-19 patients is 65. That is - 1/2 of the patients are under 65. That is not elderly.
I don't know about the financial proposals. I really was only paying attention to the health aspects.
