Why would suspected Ebola not institute PPE? This is a protocol issue is it not?

Hazmat suits are not even in CDC guidelines.
Their guidelines are remarkably relaxed, IMHO. Of course, we don't know exactly what the nurses were wearing, but it might actually have been within guidelines if they were wearing basic gear one would wear for surgery.
