Whitebaiters who persist in ignoring warnings to stay away from Christchurch rivers are being dealt with by the Police because whitebait caught now in local waterways are unsafe to eat.
Rivers remain contaminated with sewage and wastewater overflows following the earthquake and the Medical Officer of Health has issued warnings that it is unsafe to gather fish or shellfish, including whitebait.
Anyone who sees people whitebaiting in the Avon, Heathcote, Halswell and Styx rivers, the estuary, and the tidal reaches of the Kaiapoi River should notify the Police.
Yesterday, the District Health Board released the following information about contaminated rivers:
The current emergency situation has led to the city?s waterways becoming contaminated with sewerage and wastewater overflows.
Due to ongoing infrastructure damage and the time taken to identify damage and instigate repairs, contact and use of the Avon, Heathcote, Halswell and Styx rivers, the estuary, and the tidal reaches of the Kaiapoi River should be avoided until further notice.

The public are advised:
  • Do not drink water from the rivers.
  • Do not collect fish or shellfish from the river or river mouth or estuary; this includes whitebait.
  • Do not use the river or estuary for recreational use, including swimming or boating.
  • Avoid physical contact with water in these waterways.
The public are advised to avoid contact with any river water and sea water in these areas, due to their likely contamination, as a result of the earthquake and subsequent aftershocks.

Waimakariri and Kaiapoi river stopbanks Update

Environment Canterbury river engineers are undertaking urgent repair work on the Waimakariri and Kaiapoi river stopbanks which sustained damage during the Canterbury earthquake.

The majority of the Waimakariri stopbank damage has occurred in the lower reaches downstream of the Northern Motorway on the northern (Kaiapoi) side, but also in the Stewarts Gulley area on the southern (Christchurch) side. The Kaiapoi stopbank damage has occurred on the southern side, with less extensive damage on the northern side of the river.

There is no risk of Waimakariri or Kaiapoi stopbank breach for river flows of up to 2,500 cumecs, this equates to a one in 15-year flow event.

The current flow in the Waimakariri is 200 cumecs, and although there is a rainfall warning for the Waimakariri catchment during Thursday and Friday, this rainfall is not expected to produce a flood peak greater than 1,000 cumecs.

Repairs for the high priority sites are expected to be completed over the next few weeks. Repairs for the medium priority sites are expected to be completed over the following couple of months, with the low priority repairs to follow. The preliminary cost estimate for repairing the high and medium priority damaged sites is $3m.

Once the high priority stopbank damage is repaired, there will be minimal risk of Waimakariri or Kaiapoi stopbank breach for river flows up to 3,000 cumecs. This is a high standard of flood protection, with only three floods of comparable or greater size recorded since the 1930?s.

The current risk of the Waimakariri and Kaiapoi rivers flooding is low. The stopbanking system will be returned to near full strength over the next few months as the stopbank repair programme progresses.

Waimakariri Stopbank Integrity
Environment Canterbury river engineers have carried out modelling to determine the degree of protection currently afforded by the damaged lower Waimakariri stopbanks. The conclusion is that the system can handle up to 2500 cumecs.​

The duty flood controller has made an assessment of the severe weather warning and has concluded that the rainfall forecast in the next few days would not cause a flow of this magnitude. Work is currently underway to repair the stopbanks and we will advise of improved levels of flood protection as repairs progress.

If you are a property owner interested in offering accommodation, or a Canterbury resident needing temporary accommodation please go to www.housinghelp.govt.nz or call 0800 HELP 00 (435 700).

The Housing Emergency Lease Programme (HELP) provides temporary housing support to people whose homes have been left uninhabitable after the Canterbury earthquakes, and who have been unable to find alternative accommodation.

HELP will lease vacant homes (including holiday homes and baches) from private property owners in Canterbury. Properties will then be rented to people who need a temporary home while their own home is repaired or until they find other suitable long term accommodation. HELP is managed by Housing New Zealand Corporation on behalf of the Government.

Christchurch and Dunedin cities shouldn't be too badly hit by this system, although high winds could cause havoc in those earthquake damaged places where tarpaulins are protecting property.

A storm the size of Australia is hitting New Zealand with winds of 130km/h around Wellington and heavy snow falling in parts of Westland.
MetService has issued severe weather warnings for the whole country as the storm passes over.

It warned snow could fall to 100-200 metres in south Westland and Fiordland, potentially affecting Te Anau, Manapouri and Monowai as well as higher roads and passes.

Heavy rain is expected about the ranges of Buller and northwest Nelson as well as the central North Island high country, where it could turn to snow above 800 metres.

MetService warned that rivers and streams in these areas as well as Canterbury and Otago could rise rapidly.

Strong or gale-force winds are expected throughout the North Island with severe northwesterly gales predicted about northern and eastern areas, as well as Wellington and the Marlborough Sounds.

Winds of 120km/h are likely in the northern half of the North Island, accompanied by heavy squally showers and thunderstorms in western areas.

Water testing carried out by ECAN and Christchurch City Council has revealed high levels of human faecal contamination in all Canterbury Rivers, river mouths and the Estuary, but minimal contamination on beaches from Taylors Mistake as far north as Woodend beach. The Avon River is particularly badly affected east of the Fitzgerald Avenue Bridge, but West of the Fitzgerald Avenue Bridge the river is at the pre-earthquake level.
Canterbury Medical Officer of Health, Dr Alistair Humphrey, said “This is great news for surfers who want to get out this weekend, but sadly it looks as if the estuary and the rivers will remain contaminated until all the sewerage pipes can be fixed, which could take several months. This means that shellfish and whitebait are dangerous as they will be contaminated with human faeces. Consumption could lead to gastroenteritis, hepatitis or other serious health conditions”

InSAR Satellite Observations
Using radar measurements from the Japanese ALOS satellite, we were able to construct interferograms of ground displacement due to the earthquake (Figure 3). This contour map of surface motion indicates that the ground north of the fault moved over one metre away from the satellite, and the ground south of the fault (where the InSAR measurements get closer to the fault rupture) moved towards the satellite by almost 2 metres.

Continuing aftershocks around and under Christchurch are not strong enough proof yet that a previously hidden fault lies below the city, scientists say.

However, one month after the damaging 7.1-magnitude earthquake, they admit they cannot rule it out.

Monday night's 5.0 quake centred 10 kilometres west of central Christchurch, near Templeton, was the strongest shake since the September 8 magnitude 5.1 jolt near Lyttelton.

Small aftershocks were recorded on Monday afternoon close to New Brighton, and three sharp quakes on September 25 that unnerved
Christchurch residents were centred on Bromley and the Avon-Heathcote Estuary.

GNS Science natural hazards manager Kelvin Berryman said the pattern of aftershocks was changing. Instead of being located around the tips of the recently revealed Greendale Fault, which runs from near Hororata to north of Rolleston, they were more widespread.

Earthquake scientists were "watching very carefully" for any signs the underground part of the fault might be rupturing towards Christchurch...

Mainshock ("Darfield" earthquake)


Saturday, September 4 at 4:35 am, magnitude 7.1

The magnitude 7.1 earthquake occurred at 4:35 am on September 4, the epicentre was 40 km west of Christchurch city and the depth of the quake was at 10 km. The epicentre was close to the town of Darfield. There was no tsunami resulting from this earthquake as it had occurred on land. It is the most damaging earthquake in New Zealand since the Hawke's Bay earthquake in 1931, but there has been no loss of life. It was fortunate the earthquake occurred when the central city streets were deserted, as there would almost certainly have been many deaths and serious injuries had it happened during a busy time of the day.

The magnitude, depth and epicentral location were revised in the first few hours upon receipt of further data, so two notifications were sent out for this earthquake. In particular, the magnitude of 7.1 was revised down from 7.4, and the location was put slightly further to the west and the depth refined to 10 km.

Other New Zealand earthquakes recorded after September 3

The sheer volume of earthquakes produced by the Darfield event has stretched our resources keeping up with minor seismicity in the rest of New Zealand during the same time. They have not stopped or taken a break in the meantime! We just haven't been able to locate them all yet. In due course as we unscramble the various individual earthquakes, especially in the early days of the sequence, you will again see a more normal pattern of seismicity around the country for that time period.

Aftershocks

There have been numerous aftershocks so far and we expect that they may continue for some months to come; however, through the remainder of the aftershock sequence they will occur with decreasing frequency. Below is a table that shows the number of aftershocks that have occurred, and how many we expect for the coming month.

Another big jolt for Canterbury

Canterbury has had another sizeable aftershock this morning.

The 4.4 magnitude quake hit at 6.17am, followed a few minutes later by a 4.2 shock.

The first was five kilometres deep and centred 30 kilometres south east of Darfield...

Meanwhile, the geotechnical report into soil stability in Canterbury following the quake is complete.

Earthquake recovery Minister Gerry Brownlee says it's good news for over 98% of residents and shows their land can and will be fixed.

"The most recent information suggests very few people will be forced to relocate because their land is beyond cost-effective repair," Brownlee said...

Canterbury residents affected by the Canterbury Earthquake can now see 'behind the scenes' of their claims to the Earthquake Commission on YouTube.
The Earthquake Commission (EQC) has posted a seven-minute video on the site, showing how the claims process is managed.
"We know there are many Cantabrians who've made claims to EQC following the event on 4 September, and who are wondering when their properties will be assessed by an EQC team," said commission Chief Executive Ian Simpson.
"This short video is to give those people in particular some idea of what happens to their claim after it's lodged, and the processes we have to go through. Hopefully it will lead to a greater understanding of how we're working," he said.

Flooding Alert

The city?s next significant rainfall is likely to highlight stormwater pipes that have filled with silt or sand following the earthquake. The Council is asking residents to be on the lookout for local flooding or pooling of water in places where they would not normally expect to see this after significant rainfall.

Flooding reports should be made to the Council on Ph 941 8999 or contact us online. Work crews will be on standby to deal with any problems that arise.

If rain creates surface flooding on roads, then drivers will need to take particular care, as the water may conceal damage to the road surface.

Previously it had been thought that the Greendale Fault was responsible for the September 4 quake, but GNS Science seismologists now believe an unknown fault line could have been the cause, The Press reported.

It was thought that the newly discovered fault line sent out the first shock waves which kicked the usually docile Greendale Fault into action.

GNS spokesman John Callan told The Press that the quake was a result of two faults rupturing within seconds of each other and that the first fault to rupture was a previously unknown "blind thrust fault".
