Stranded 90-year-old woman still waiting for help

Family members of 90-year-old Carrie Ricketts are becoming more concerned for her safety as Ricketts is still stranded in her Knights Cove home on the Bonavista Peninsula following hurricane Igor.

Ricketts has been isolated without food or electricity and was requesting assistance.

Fire and Emergency Services informed The Telegram Wednesday evening they had arranged for assistance for Ricketts.

Ricketts? daughter, Winnie Quinn, however, said she was able to make cellphone contact this morning with her mother and no assistance has yet arrived. Ricketts has a cellphone for emergency use, but service has been sporadic and Quinn happened to get a call through this morning.
Ricketts had little food in the house when the hurricane struck as she was about to close up the summer home and fly to Toronto to spend the winter with a family member.

Quinn said her mother is in desperate situation.

BBC weather is not (as yet) forecasting any especially stormy conditions. Igor will have moved north of Canada, and may circle back round to hit from the north, but as of now, no indication from the metereologists that they are expecting severe weather.

Harper toured areas affected by the hurricane today and announced that Ottawa would deploy the Canadian Forces to respond to a call for assistance by the province to address critical requirements in the aftermath of the storm.

Harper was joined by Premier Danny Williams and Senator Fabian Manning.

?Today, I saw first hand the very serious damage caused by Hurricane Igor,? Harper said. ?Our government stands behind Newfoundlanders and Labradorians and we will be dispatching Canadian Forces personnel immediately to the hardest hit areas to provide emergency supplies and to assist local authorities with medical evacuations and the rebuilding of critical infrastructure.?

Prime Minister says navy personnel, army engineers on the way

Excerpt:

...After seeing some of the damage — the road through town was completely washed away by raging river that had formed from a normally small stream — Harper said the military would be mobilized to assist people in the province.

He said arrangements were being made during the previous 36 hours, however, he was unable to provide details other than Canadian navy personnel and army engineers would be involved.

Harper said the damage was the worst he had ever witnessed in the country.

"I have seen flooding, but I have never seen anything like this," he said. "I have never seen damage like this in Canada. Where we were standing at one point the water would have been over our heads here."

Williams said the damage is spread over many parts of the province, making it more significant than other disasters in recent history.

"We have had situations before — we have had Badger, Chantal — but nothing compared to the magnitude of this," he said. "It is not focused, it is not localized, it is everywhere. That is why it is important we give people the assurance that we are doing the best we can. We still have a couple dozen or more isolated communities that we are working on."

Igor is now a post-tropical storm, and still huge as he swirls over the northern Atlantic Ocean. NASA's Terra satellite captured an image of Igor's huge area of cloud cover.

When NASA's Terra satellite flew over post-tropical storm Igor on Sept. 22 at 14:55 UTC (10:55 a.m. EDT) the storm was located over the Davis Strait. The Davis Strait is a northern area of the Labrador Sea that is situated between mid-western Greenland and Nunavut, Canada's Baffin Island. It is about 400 miles long, stretching from north to south and forms part of the Northwest Passage, a route through the Canadian Arctic Archipelago linking the Atlantic and Pacific oceans.

The Moderate Resolution Imaging Spectroradiometer, or MODIS instrument captured a visible image of Igor from its perch aboard NASA's Terra satellite. Igor's clouds extend from the northern Atlantic north into the Labrador Sea. In the image, Canada can be seen to the west, and Greenland to the northeast. Snow and ice on Greenland is also visible in the image.

Although it's no longer a tropical storm or a hurricane, Igor continues to spin in the North Atlantic bringing clouds and showers with it.

Residents of St. Pierre et Miquelon received minimal damage from Hurricane Igor. A spokesperson for the Department of Tourism says a small boat sank during the storm and there are minor road wash outs. Four couples have been visiting the island during the hurricane and have flown back to St. John's on Air St. Pierre. They are now waiting for repairs to be completed on the main portion of the Burin Peninsula Highway to drive down to Fortune to pick up their vehicles.

Searchers find body of elderly man killed by Hurricane Igor in Newfoundland

The body of an elderly man who was swept away by Hurricane Igor this past week as he stood in his driveway on a Newfoundland island has now been found, authorities said Saturday.

Residents of Random Island had been searching for Allan Duffett, 80, who was standing in his driveway Tuesday when it was washed out from under his feet, leaving him to be washed away down a raging river bed.

RCMP said they received a call Saturday morning that residents had found Duffett's body on a beach. The body was buried under the debris of the beach, which was created as a result of Hurricane Igor.

Police confirmed the body had been identified and that family members had been notified.

Public Advisory: Update on Road Re-connections ​

The Department of Transportation and Works continues to work on re-establishing connections to communities isolated as a result of Hurricane Igor. The following is the latest update on road connection efforts as of 12:00 p.m. today (September 26):


Burin Peninsula

• Long Pond bridge ? Currently open to pedestrian traffic. Bailey bridge to be completed by late Monday providing connection for one-lane traffic with traffic lights in place.
• Rattle Brook bridge open to traffic.
• St. Lawrence to Lawn should be connected via a temporary connection by mid-week.
• Work has now started to re-connect Route 215, Petite Forte Road. Work may take several days.

Bonavista Peninsula

• Route 230, connection to the Town of Bonavista re-established with LIGHT TRAFFIC ONLY through Port Rexton. Work is ongoing to restore unrestricted access through Port Rexton to Bonavista. A contractor is beginning work today to restore traffic flow on Route 230 to two lanes.
• Route 230-14 from Route 230 to Sweet Bay is connected.
• Route 235, to Summerville from the south and to Birchy Cove from the north, connected. Expected to take 7-10 days before all connections made.
• Route 236, Stock Cove Road expected to be connected tomorrow.
• Work is starting on Monday on Route 237, from Catalina to Route 235.
• Route 232 to Gin Cove is connected with the remainder of Route 232 through to Burgoynes Cove likely to take several more days to a week.

Southeast Arm Area

• Route 205 to St. Jones Within fully connected.
• Route 204 out to Little Hearts Ease is connected with the remainder of Route 204 through to Southport likely to take several more days.

Food shortages reported in four towns

States of emergency ongoing in 16 towns

States of emergency still exist in 16 towns on the eastern part of Newfoundland hardest hit by Hurricane Igor this week.

According to the RCMP this morning, the 16 towns are South West Arm, Glovertown, Sandringham, King?s Cove, Bonavista, Elliston, Clarenville, Come By Chance, Torbay, Long Harbour, St. Lawrence, Lawn, Terrenceville, SunnySide, Port Blanford, Terra Nova and Gambo.

There are depleted food stocks in Grand Bank, Marystown, Catalina and Port Rexton, according to the police information.

Deadline Approaches for Hurricane Igor Assistance Claims​

The Honourable Kevin O?Brien, Minister of Municipal Affairs and Minister Responsible for Fire and Emergency Services, is reminding residents of the approaching deadline for Provincial Disaster Assistance Program applications. Residents impacted by Hurricane Igor should submit applications by January 14, 2011.

"Hurricane Igor certainly left its mark on our province unlike any other weather event in recent history," said Minister O?Brien. "The widespread affects were great, with nearly 200 communities impacted and unprecedented damage to homes and infrastructure. The Provincial Government is committed to assisting those eligible to access the help they need to continue their recovery. I encourage anyone impacted by Hurricane Igor who has yet to take steps to seek compensation to submit even the initial pages to begin the application process."

To date, 1,667 personal and small business applications have been received by Fire and Emergency Services ? Newfoundland and Labrador (FES-NL), with more than half either completed or nearing completion. For example, approximately 700 claims have now been closed, and 155 are in the final stages of compensation. The remaining applications are with adjusters or with claims staff, who are helping residents through the Provincial Disaster Assistance Program.

"With the commitment of our provincial employees and the specialized firms we?ve engaged, we continue to move this process forward as quickly and safely as possible," noted Minister O?Brien. "I remain amazed by the resiliency of residents in recovering from what has been our most challenging emergency to date. As the application process concludes and reconstruction continues, I am certain our towns and communities will see a more complete recovery in the months to come."

More than 3,000 applications were distributed to municipalities throughout the affected areas in the initial days following the storm and are available through town halls and community offices. Applications are also available through the Hurricane Igor information button on the Provincial Government website (www.gov.nl.ca) or by contacting Fire and Emergency Services at 1-888-395-5611.
