Pass Personal Preparedness Laws - State and Local advice

Most, if not all states require drivers to have car insurance.

Some cities / localities have passed laws requiring their citizens to own a firearm.

Using the same logic, A state or local government can pass a law requiring it's citizens to maintain a basic supply of food and or disaster preps say 2- 3 weeks.

Such a law would generate press, activate debate, and be totally unenforeable.

However, having a law on the books saying you have to prepare is kind of like the fed government coming to the states and saying that in case of a pandemic, you are on your own. It's a truism that the Feds are trying to tell everyone that they will be unable to come to the rescue.

Shouldn't the State and Local governments do the same for the individuals? That the state will not be coming to the rescue of the individuals? That you are on your own?

Wouldn't passing such a law just be a logical extension of what the Fed pandemic flu plan is for the states? The Fed even makes the Govenors sign a document acknowledging that no one is coming to the rescue.

Passing a personal preparedness law is good. It should be done. Now.

I know what you are thinking.

What about the poor?

What about the folks living from paycheck to paycheck?

What about the folks living on social security?

Isn't this analogous to an unfunded mandate?

Duh.

This people will exist whether there is a pandemic or not.

In the case of a pandemic not happening, where's the downside for these folks? They eat the food they scraped together, if they ever did.

What if there is a pandemic, and those poor who couldn't afford to prep are now starving?

It comes down to the alternatives.

Either we try to save the most amount of people now, or we do nothing and let everyone, poor and "rich" alike, fight over the scraps of food together after a pandemic hits.

Bribe them. Tax breaks for prepping, up to a dollar amount cap.
And, if they sign under penalty of perjury that they've prepped, they get the vax ahead of the others.

Scare 'em and offer them a carrot.

I couldn't agree more. Even if the law was un-enforceable, there are enough law-abiding citizens who would comply simply because it was the thing to do. It certainly would be a boon to manufacturers of MREs and open up a nice niche market for entrepreneurs.
