Most, if not all states require drivers to have car insurance.
Some cities / localities have passed laws requiring their citizens to own a firearm.
Using the same logic, A state or local government can pass a law requiring it's citizens to maintain a basic supply of food and or disaster preps say 2- 3 weeks.
Such a law would generate press, activate debate, and be totally unenforeable.
However, having a law on the books saying you have to prepare is kind of like the fed government coming to the states and saying that in case of a pandemic, you are on your own. It's a truism that the Feds are trying to tell everyone that they will be unable to come to the rescue.
Shouldn't the State and Local governments do the same for the individuals? That the state will not be coming to the rescue of the individuals? That you are on your own?
Wouldn't passing such a law just be a logical extension of what the Fed pandemic flu plan is for the states? The Fed even makes the Govenors sign a document acknowledging that no one is coming to the rescue.
Passing a personal preparedness law is good. It should be done. Now.
