Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

(Released 2009/2/2)
<News> January 2009, have been isolated from samples taken in hospitals in Fukuoka City, Yamagata, Sendai AH1 subtype, AH3 subtype, B antigens from the vaccine strain of influenza virus type season The divergence of

Season in Sendai, Yamagata, from clinical samples submitted from patients with flu-like hospitals in Fukuoka City as a result of MDCK antigenic analysis of influenza virus was isolated by using cells isolated AH3 subtype, AH1 subtype, B, so the trend is significantly different from the vaccine strain of virus antigen in one, and reports.

Last year (2008) to December (2009), three-four weeks until the middle of the separation of antigen-derived influenza virus in samples of urban hospitals
Antigenically to the virus isolation, National Institute of Infectious Diseases All (call infection) and ferret antisera against the vaccine strain distribution of 1.0% guinea pig blood cells using a hemagglutination inhibition (HI) test by OKONATTA.

AH1 virus subtype: HI in our value system has the ability to share vaccine antigen homolog of antibodies against infection are sharing call 1:640. The separation of viruses derived from Sendai medical institutions that most of the 61 stocks, one eighty to 160 and from 2-3 down prices Homo tube during the 1:40 and 1:20 (one share for each ), but also by the large gaps. The virus derived from the separation of medical institutions in the past 11 Hukuoka all share one eighty and HI titer was significantly misaligned. The last of these is the vaccine strain AH1 subtype A / Solomon for antiserum to stocks will not react at all (1: <10).

AH3 virus subtype: HI in our value system has the ability to share vaccine antigen homolog of antibodies against infection are sharing call 1:1280. However, the separation of Sendai in past 6 HI titer 1:640 share for four shares in the vaccine strain season A/Uruguay/716 / 2007 and are responsive to anti-serum, Inc. There has been a 1:160,1:320 is slightly misaligned and antigenicity. Meanwhile, the medical origin of Fukuoka virus, an isolate of the eight stocks are allowed to share a one eighty and a large deviation, share almost the same antigen.

B virus: HI in our value system is a homolog of the antigen test for antibody vaccine strain infection of sharing call is B/Brisbane/3/2007 Yamagata lineage viruses in reference to the antiserum and 1:2560, Victoria the virus strains B/Malaysia/2506 / 2004 for anti-serum is 1:5120.

The virus derived from the separation of medical institutions in Yamagata Prefecture in the past five shares, the shares of all the Yamagata lineage, the HI antigen titer 1:320 - 640 (each a share, share ), and 2-3 of the tube was misaligned. The Victoria-B strains are B / Malaysia for the antiserum did not react at all (1: <10).

The samples derived from hospitals in Fukuoka so far B virus are two separate stocks. Victoria shares of both the strains of the HI titer of 80, the strain B / Malaysia and was very different. The Yamagata strains are B-B / Brisbane for the antiserum did not react at all (1: <10).

Judging considered
Until now, the national AH3 subtype, AH1 subtype, B virus isolation, but as an almost 2:2:1), in Miyagi Prefecture is the separation of most AH1 virus subtype, Yamagata Initially, AH3 and B subtype was reported in the separation of the type recently AH1 is becoming mainstream and the separation of the subtype. Meanwhile, this year we have a separation from the results of medical viruses from Fukuoka week starting from, Fukuoka is currently AH3 subtype, AH1 subtype, B has been suggested that the epidemic status of cutthroat contract .

Meanwhile, as described below so that there are two points to note.

1. Prevalence of type B: In this analysis, the isolates in geographically separated areas of Fukuoka and Yamagata, Yamagata and Victoria lines and it was shown that the system is divided into. Antigenicity of both strain and "deviation" from the large, by way of the future spread of the epidemic season, so a large impact on the choice of vaccine strain in Japan next season, the virus strain surveillance become more important.

Two. Significance of monitoring for the AH1 antigenic subtype of the virus: The virus was isolated with a gene resistant to oseltamivir A/H1N1 in Japan have been major virus strain 2) a major topic in the field of the clinical has, because of this, A use of oseltamivir for pandemic flu, the site of treatment tends to be withheld. However, according to the current trend of the AH1 antigenic subtype of the virus to match the vaccine antigen, it is expected that the effectiveness of vaccination). However, our analysis was in Fukuoka in Sendai, it was suggested that necessarily. Therefore, future thinking on prevention and treatment of influenza, at the national level in addition to the survey AH1 antigenic subtype of the isolate, and research is needed about the clinical effectiveness of influenza vaccines, for drug resistance and genotypic resistance to NA inhibitors as well as activity, may have the need to quickly investigate whether the drug is clinically invalid.

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Alternate translation indicates discussion is about withholding Tamiflu from seasonal flu patients

Meaning of the supervision for the antigenicity of the AH1 sub- type virus: Presently, 2 where the majority of a/H1N1 virus stocks where the virus which had the gene of [oserutamibiru] tolerance even in Japan is separated has been occupied) thing on clinical site has become big topic, because of this, as for use of [oserutamibiru] for a type influenza, on clinical site there is a tendency which refrains. But, according to the present data, as for antigenicity of the AH1 sub- type virus which is in the midst of becoming popular because it matches the antigenicity of the vaccine, 2 where it is assumed that effectiveness of vaccination is expected,). But, with the latest our analysis, in Sendai and, always so it was suggested in Fukuoka that is not. Depending, in the future, prevention of the influenza and when thinking of remedy, at nationwide level investigation in addition to the investigation of antigenicity of the AH1 sub- type isolate, concerning the clinical effect of the influenza vaccine is necessary and also, concerning medicine tolerance not only genotype and the active inhibitor resistance of NA, whether or not the same medicine clinically is invalid, it is thought that there is a necessity which is investigated urgently concerning.

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Are they saying that in addition to genotypic analysis on NA for H274Y and other mutations conferring oseltamivir resistance, it could be advisable to perform also phenotypic analysis in vitro for assessing influenza virus inhibitory capabilities of the drugs?

Or they are concerned about the emergence of a novel H1N1 drift variant with reduced inhibition by seasonal WHO reference strain based vaccine derived antibodies?

They are worried about drift, which has already produced reduced titers (like the patients in Italy who were H1N1 infected even though they had been vaccinated - and CDC has already issued a disclaimer).

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

A use of oseltamivir for pandemic flu, the site of treatment tends to be withheld.
http://idsc.nih.go.jp/iasr/rapid/pr3491.html

the traslation is incorrect.

this paragraph should read:
?Surveillance is needed on the antigenicity of AH1 subtype virus:
The news that an oseltamivir-resistant virus has become predominant in Japan draws big attention at clinics in Japan and results in a tendency to refrain the use of oseltamivir (for treatment of seasonal influenza).
According to the data so far, the antigenicity of AH1 virus in circulation matches that of the influenza vaccine, thus an effecacy of the vaccine is expected.
However, according to the above analysis, the cases in Sendai and Fukuoka suggest the contrary.
Therefore, from now on, in addition to the nation-wide surveillance of the drug resistance in terms of the gene type and the NA inhibitory capabilities, it is necessary to survey the clinical effecacy of the influenza vaccine, as well as weather the antiviral in question is in fact clinically ineffective or not as soon as possible.?

It is also reported some doctors actually treating influenza patients saying "Tamiflu seems working."

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Thank you for the clarification SuperNova!

Reading your post a thought struck me: I wonder if anyone has tested the Tamiflu itself. I know we in America have had unscrupulous physicians and pharmacists who diluted or switched ingredients all together as a means of extending profits. It doesn't happen often, but when it does results can be quite tragic. It is a problem that is rampant in our supplements/vitamin industry.

As far as the Tamiflu on the Japanese medical market is concerned, it is very strictly controlled and 100% reliable. If, on the other hand, you buy the Tamiflu on the Internet, which is unlawful, it may be another drug, placebo or whatever.

Anyway, some doctors say "Tamiflu seems still working", without elaborating whether on H1 or H3, etc. Some experts say laboratory test results and clinical reports may differ. I don't think they are bribed.

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

NNA.ASIA, a Japanese news media specialized in the Asian economy, reported that according to its survey on the pandemic preparedness of Japanese-affiliated companies in China, 10% of the responding companies are to repatriate families to Japan.

NNA conducted a hearing with 1000 Japanese-affiliated companies in China, of which 151 companies effectively responded.
One company has already sent back families to Japan and fourteen other companies, or 10% of the responding companies are preparing to do so, probably, as an aftermath of ?Panasonic Chock?.
As for the timing of family?s repatriation:
When a recommendation from the Japanese embassy is issued: 46 companies
When human-human transmission is clearly confirmed: 34 companies
N.A. (No family is in China): 27 companies.
Other responses: 22 companies
No human-human infection confirmed or very limited: 21 companies
When bird flu cases in China reach a certain number: 5 companies
When human-human transmission is spreading: 4 companies

Sourse: http://news.nna.jp/free/news/20090219cny002A.html
Details: http://news.nna.jp/free/tokuhou/040123_tyo/09PDF/2009_0220.pdf

We could also say only 15 companies out of 1000.
Anyway, because of continuous bird-flu cases in China last month, many Japanese are very concerned about the current situation in China.
There are 128,000 Japanese in China (as of 2007). It is far more too many to
go back to Japan in case of a sudden outbreak.

Yeesh, this is a good question! We should have asked this a long time ago - how many people are we talking about under the repatriation order?

If all (128K * 4) suddenly went home, could Japan accomodate them? That's an awful lot of "immigrants".

And related, where, in China, will they be coming from? Rural or urban?

In Japan 420/422 H1N1 isolates are Tamiflu resistant (99.5%). There have been no recent reports of resistance in H3N2 or influenza B (anywhere in the world).

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Had a chance to learn more about Panasonic’s repatriation plan. *my comments and additions in ( )

Panasonic has approx. 1900 Japanese employees and 2100 dependents living in 46 foreign countries.
About a half of the dependents (1000) will be affected by the repatriation plan.
Panasonic considers the risk of pandemic is high (enough to implement the plan) but has no specific knowledge or idea when it will occur.
Panasonic doesn’t know how long they will keep the plan in force. (They will revisit the plan in the future.)
Panasonic judges, if a pandemic flu outbreaks, it would be impossible to send the dependents back to Japan because:
- Airlines and airports will be too crowded.
-There will be travel restrictions soon.
-Japanese government may not be able to issue a “travel advice” (=suspected human outbreak overseas, similar to US stage1) on time due to diplomatic reasons.
-Japanese airlines (JAL and ANA) don’t have any flight service with many of the subject countries.
As for the other countries where families are allowed to stay, Panasonic considers the general situation is similar or even better than Japan.
Panasonic is still talking with some (many?) employees regarding special circumstances. (They are not adamant, maybe.)
Panasonic assumed the media will pick up their plan some time and so prepared for a news release.
Panasonic is perplexed by the repercussion from the news. (Because, while Panasonic was somehow reported as a (untimely) precursor of the repatriation plan, some companies had already adopted and implemented a similar plan before Panasonic.)

by that logic anyone working in one of those countries like China,
and who can afford it
should be trying to emigrate to countries like Japan,Singapore,Europe.
No tourists should visit China,Malaysia,Africa,South-America

Re: Panasonic Says Bringing Workers Families Home Due to Pandemic Fears - Discussion, Economic Considerations, Other Companies Pan/Flu Plans

Nikkei Medical covers a preliminary report of the defervescence time of antivirals in Japan in this season as compared to the last season.
Source: ttp://medical.nikkeibp.co.jp/leaf/all/special/pandemic/topics/200902/509596.html

1. Defervescence time after administration of antiviral
Influenza A positive by POCT
Season          Antiviral     Case     Age     Hrs
2008/2009     Tamiflu         84     21.6     42.4
                   Relenza        69     22.0     31.3
2007/2008     Tamiflu        308     16.7     32.3
                   Relenza       135     21.6     31.3

2. Defervescence time of Tamiflu in case of influenza A/H1N1
Season          Case     Age     Hrs
2008/2009     19         23.7    45.6
2007/2008     33         31.0    31.0

3. % of cases with a defervescence time more than 48hrs
Influenza A positive by POCT
                   2007/2008          2008/2009
Tamiflu         11.4% (n=308)     27.4% (n=84)
Relenza        12.6% (n=135)     10.1% (n=69)

4. % of Tamiflu cases with a defervescence time more than 48 hrs
                   2007/2008          2008/2009
A/H1N1         15.2% (n=33)     36.8% (n=19)
A/H3N2          0%                    0%

It shows Tamiflu is less effective in treating A/H1N1 this season.
However, considering this season’s A/H1N1 in Japan is almost 100% Tamiflu-resistant, Tamiflu may not be totally ineffective against the Tamiflu-resistant A/H1N1.
Please note that the use of Tamiflu on teenagers are banned in Japan in this season. That is why the average age of Tamiflu-administered patients in this season rose by 5 years.

Panasonic is a huge company and many people do have different views.
Even a poll within Panasonic may have a similar result.

At the news of Panasonic's decision, many flu trackers in the world had
the same question: "Why now?" meaning "Why not at the peak of Panflu-
fears 2-3 years ago?" and "Why now that the heat subsided and people
are tired of hearing about H5N1 or pandemic?"

Many flu trackers found Panasonic's decision so untimely that some
sensed something unusual and concluded that Panasonic should have
secret information about dangerous viral mutations or the imminent
outbreak of a pandemic.

Somebody wrote somewhere: "Japanese are smart. They don't do this
without reason." Thank you but you overestimate us. I heard from a
Panasonic guy that they don't have such information.

Then why now?

As a matter of fact, we are at the peak of Pandemic preparedness plans
and BCP in Japanese companies. My company put up a pandemic HP
for employees just recently. Panasonic is running well ahead of us but
still two laps (=years) behind big corporations in US and Europe.

Also, Panasonic's decision was so bald and ill-prepared (in my opinion) that
it attracted too much attention and critisism from everywhere.

Having said that, nobody knows when a pandemic will come. If one occurs
in six months, Panasonic will be praised very much for its unmatched
vigilance.

So far, there's no information coming out from Panasonic or in the media.
I will post as soon as I find one.

For now, please refer to post #133. As far as I know, that is the only
account of Panasonic?s real situation on the net.

A <b><font color="#ff0000">travel advice</font></b> is a nice way to say an "evacuation order".
Any <b><font color="#ff0000">travel advice</font></b> is likely to create a big trouble in the country in question.
So, Japanese government will try to confirm information of an outbreak first
and to get a consent of the country to Japan's travel advice.
Japanese foreign ministry says they will do their best but cannot guarantee.

<b><font color="#ff0000">Correction: should be a "communicable disease alert".</font></b>
