Pakistan: 2011 Polio cases

Re: Pakistan: 2011 Polio cases

Polio cases reaches 63 in Pakistan : UNICEF
ISLAMABAD, Aug 9 (APP): While reiterating UNICEF?s commitment to the eradication of polio in Pakistan, its Regional Director for South Asia, Daniel Toole emphasized the need to urgently improve local polio response, vaccination outreach, management and accountability for results. ?We must ensure access to all children as specified in the President?s National Emergency Action Plan for Polio Eradication in Pakistan. We have a huge task ahead of us, and we must build on lessons learned and act now,? Mr Toole who is currently visiting Pakistan to meet senior government and UN officials, said.
According to the UNICEF, since the beginning of the year, Pakistan has continued to see rising numbers of polio cases (63 in 2011, compared to 36 cases in the same period last year).

Talking to Pakistan Today, Polio Eradication Programme Manager Dr Altaf Bosan confirmed 4 new cases of polio. He said, ?The country has seen 4 more cases of polio and they were reported in Okara, Thatta and North Waziristan.?
?Two and a half years old Ghulam Hussain is from Thatta, 8-month-old Um-e-Fatima from Okara, 15-month old Shabir Ullah, and 12-month-old Adil are from Waziristan. And yes the total number of polio case has risen to 84,? he added.

Two more polio cases take explosive outbreak to 89
Shahina Maqbool
Tuesday, September 20, 2011

With confirmation of another two polio cases from Balochistan here on Monday, the explosive outbreak of the crippling disease is continuing in the Quetta block, which constitutes a major threat to other areas within the province as well as the country at large.

The Prime Minister s Monitoring and Coordination Cell for Polio Control has advised the health secretary of Balochistan to immediately conduct mop-up activities in and around areas where the new cases have been reported so that other children in the vicinity are protected and further spread of the infection can be brought under control.

The latest cases, which are from Pishin and Loralai districts, have taken the total number of polio cases countrywide in 2011 so far to 89 (88 type-1 cases and 1 type-3 case). Loralai is a newly-infected district.

According to details, Yasin, an 18-month-old male child residing in Union Council (UC) Karbala of tehsil Pishin, had onset of paralysis on August 29, 2011. As per recall of the parents, the child has not received any dose of oral polio vaccine (OPV) due to refusal on part of the parents.

This is the ninth polio case from district Pishin this year and the third from UC Karbala. In fact, all the 12 polio cases in district Pishin during the last three years were reported from tehsil Pishin. It is reported that the three cases in UC Karbala belong to an area which has a significant number of families refusing to polio vaccination during the Supplementary Immunisation Activities (SIAs).

Moreover, the quality of vaccination campaigns in district Pishin has been a major concern. Pishin could not achieve 95% finger marking coverage in 5 of the 7 SIAs conducted in 2011. UC Karbala could not achieve 95% finger marking coverage in 2 campaigns. According to experts, high proportion of UCs below 90% finger marking coverage during most of the campaigns indicates performance gaps at the sub-district level.

Acute Flaccid Paralysis (AFP) surveillance data for 2011 shows that none of the 13 non-polio AFP cases aged 6-23 months received three routine OPV doses (based on parents recall), indicating gaps in the routine immunisation.

The latest case from Loralai is Shahzad Khan, a 12-month-old male child who had onset of paralysis on September 5, 2011. The child resides in Killi Ghasiabad, UC Dukki Saddar, in tehsil Dukki. As per recall of the parents, the child had not received any OPV dose due to parental refusal. This is the first polio case reported from district Loralai after about three years; the last reported polio case had onset of paralysis in July 2008.

The district could not achieve the target of 95% finger-marking coverage in any of the 5 SIAs conducted in 2011.

Since Loralai is situated outside the persistent transmission zones, an aggressive case response vaccination should be done followed by another round as per SIAD strategy and recommendations of the TAG for Polio Eradication in Pakistan and Afghanistan, the national coordinator of the PM s Cell Dr. Altaf Bosan recommended. He also stressed the need for greater focus on high-risk populations including migrant populations during the vaccination activities (both routine and SIAs).

With respect to the case from Pishin, Dr. Bosan recommended close follow-up for adequate implementation of micro-plans developed for high-risk UCs of Quetta block in order to ensure maximum vaccination coverage during the upcoming vaccination campaigns. The recent pledge by the parliamentarians of Pishin (and Killa Abdullah) to provide utmost support to SIAs must be followed-up closely to ensure its translation into action at the UC level, Dr. Bosan proposed. He also underscored the need for SIADS campaigns in the Quetta block (Quetta, Pishin Killa Abdullah) after the ongoing September vaccination round to rapidly build immunity in the region.

An analysis of data on confirmed polio cases from 2001 to 2011 shows Pakistan at its best in the year 2005, when the number of cases was restricted to 28 only. The year 2004 was also enviable for the fact that the number of cases declined from 103 in 2003 to 53 in 2004. Polio remained significantly under control during 2006 and 2007 as well, with 40 and 32 cases, respectively being confirmed during these two years. The situation got out of hand in 2008, when the number of cases jumped from 32 in 2007 to 117 in 2008, followed by 89 cases in 2009 and 144 cases in 2010. The country has thus far reported 89 cases in 2011, and the number is persistently increasing with every passing day now. Pakistan now runs the risk of becoming the last remaining reservoir of poliovirus transmission in the world, and thereby poses a threat to children worldwide.

Ada, like four other children diagnosed with polio in Karachi, belongs to a Pakhtun household. ?The baby girl has a history of refusals,? says a senior official associated with the provincial arm of the expanded immunisation programme (EPI) who did not want to be named as a formal report on the case has not been released yet. This means Ada was never administered polio drops because adults from her home refused to let her be immunised. ?This [refusals] is a growing problem with the Pakhtun community,? the officer said.

Polio on the rise in Balochistan
Staff Report
2011-10-01

QUETTA ? Polio in Balochistan is on the rise, with a 50% increase registered in 2011 compared to 2010, UNICEF reported September 30.

UNICEF official Jawahir Habib said 40 polio cases have been found in Balochistan Province through September, compared to 26 cases during all of 2010.

Quetta, Qila Abdullah and Pishin districts were high-risk districts for polio virus, where 28 children were found with the disease.

A 3-year-old polio patient died last week, media added. Habib said around 1.5 million children below the age of 5 were at risk of being infected by polio in Balochistan.

Two new polio cases surface in Loralai, Badin
Published: October 04, 2011

ISLAMABAD - The National Institute of Health (NIH) confirmed two new type-1 wild poliovirus cases one each from Balochistan (district Loralai) and Sindh (district Badin) provinces Monday.
This brings the total number of polio cases countrywide in 2011 so far to 100 (99 type-1 cases and 1 type-3 case).
The total number of infected districts/towns/tribal agencies/areas remains 37 in 2011.
This is the second polio case reported this year from district Loralai from the same union council within a period of almost two weeks indicating significant immunity gap in the area. Since Loralai is situated outside the persistent transmission zones, an aggressive case response vaccination campaign should be conducted as per recommendation of the technical advisory group for Polio Eradication in Pakistan and Afghanistan.
There is an ongoing outbreak in the central/southern Sindh region, for almost a year indicating re-established wild poliovirus circulation in the area due to substantial immunity gap.
It is important to highlight that 5 districts of Sindh including Badin are yet to conduct the September SNIDs (tentatively planned in second week of October) due to floods.

Another polio case confirmed in Peshawar
Bureau report
Friday, October 07, 2011

PESHAWAR: With the confirmation of another case in the provincial capital on Thursday, total number of polio patients has become 103 in the country and 10 in Khyber Pakhtunkhwa this year, a health official said.

The recent case of type-I polio case was detected in a 20-month old baby girl Gul Rukh, daughter of Dawood of Wahid Garhi camp in

Muslimabad in the Khazana Union Council in Peshawar district.

According to the report of the Prime Minister s Monitoring and Coordination Cell for Polio Eradication, the child, as per recall of the parents, had received more than seven doses of Oral Polio Vaccine (OPV), including three routine OPV.

The child is of Afghan origin and resides in a refugees camp sited within half a kilometre of the last reported polio case. Reportedly, there have been frequent visits between the two families, the report mentioned.

It said this was the fifth type-1 polio case reported from Peshawar district while 10th from Khyber Pakhtunkhwa. The last case from the district was reported in August.

It merits mention that since January 2010, a total of 16 vaccination campaigns have been conducted in Peshawar district, all using the vaccine containing component against type-1 poliovirus.

Khazana Union Council was assessed for all the campaigns in 2011 and has achieved finger marking coverage of 95 percent. However, reportedly operational issues were encountered in the Afghan refugees camp where the child has been residing.

The cell recommended continued efforts to achieve highest quality vaccination coverage in the high risk union councils. It also stressed meticulous revision of the union council and area level micro plans to align these with the National and Provincial Emergency Action Plans.

Special focus should be on migrant population during the vaccination activities (both surveillance and campaign), it stated.

So far 27 cases of polio positive have been reported from Fata including 11 in Khyber Agency, four in Mohmand Agency, three in FR Kohat, two each in FR Lakki Marwat and Orakzai Agency, three in North Waziristan and one each in Kurram and South Waziristan agencies.

Among the 10 reported cases of polio virus from Khyber Pakhtunkhwa, five were in Peshawar, one each in Bannu, Upper Dir and Buner and two in Torghar district.

12 new polio cases in a week take national count to 115
Shahina Maqbool
Saturday, October 15, 2011

With 12 more cases of polio being confirmed in a week, Pakistan s national count for the year 2011, has touched 115. Of the latest cases, five are from Balochistan (two each from Quetta and Pishin and one from Killa Abdullah); four from Fata (two from North Waziristan and one each from South Waziristan and Khyber Agency); two from Khyber Pakhtunkhwa (one each from Buner and Nowshera); and one from Sindh (Gadap Town, Karachi.

Of the 115 polio cases reported so far this year, Balochistan is conspicuous with 49 cases, which points to a five-fold increase in the number of cases from last year. The province is experiencing a massive polio outbreak in the Quetta Block (Quetta, Pishin and Killa Abdullah). Out of the 49 confirmed cases from the province, 77 per cent have been reported from these three districts. Fata comes next with 31 cases, followed by Sindh (20), KPK (12), Punjab (2), and Gilgit-Baltistan (1). Islamabad has not reported a single case this year.

Genetic sequencing has shown that the recent polio cases in Afghanistan and China are also genetically linked to Pakistan. Among other polio endemic countries, India is faring well with just one case so far this year, while Nigeria and Afghanistan have reported 34 and 37 cases, respectively.

In order to minimise the risk of international spread of polio during the expected large-scale population movement for the upcoming Hajj, the Kingdom of Saudi Arabia has published more rigorous polio immunisation requirements. All travellers...

Polio outbreak reaches 132 cases in Pakistan

ISLAMABAD - As the world marks World Polio Day, Pakistan draws world attention as one of only four polio endemic countries globally.
With 132 new polio cases reported in 2011, there is a serious risk of Pakistan being the last polio reservoir in the world, imperilling global eradication efforts, unless the efforts to eradicate this endemic from the country are urgently accelerated.

Despite serious eradication efforts since the beginning of the year, Pakistan has continued to see rising numbers of polio cases, with Balochistan having 54 polio cases, FATA 37, Sindh 27, Khyber Pakhtunkhwa 11, Punjab 2 and Gilgit-Baltistan having only a solitary case.

Polio is still a threat to Pakistan

Islamabad, October 24 (PL) A 23 years into a global campaign to eradicate polio, Pakistan cases considerably reduced, but remains one of the four countries that have not reached that goal. This year for polio eradication in India, WHO

"We've come a long way since then and we reduced the number of patients over 20 000 to 144 last year, but not enough, we need to move to completely eliminate the disease in our country", now called Prime Minister Yousuf Raza Gilani. The other three nations with such a painful subject pending are Afghanistan, India and Nigeria. On the occasion of World Day for the Eradication of Poliomyelitis, Gilani called for a greater commitment of citizens to the national emergency plan aimed at the vaccine against the disease to all eligible children, particularly children under five. "No matter how strong the commitment of the government: that will not be achieved without the active participation of parents, teachers, social workers and religious leaders and community, "stressed the Prime Minister, quoted here by the news agency Associated Press of Pakistan. In 1988, the World Health Organization (WHO) launched a global campaign to eradicate the virus by 2000, a goal reached in advance; Americas (1991), the Western Pacific (1998) and Europe (1999). In southern Africa and central Asia cases fell from 350 thousand to a few thousand a year, but the ultimate goal is still distant and donors envisioned began to lose patience with a program that had already cost nearly nine billion dollars and consumed another 750 million each year. When the greater the skepticism, the first signs of victory were spotted in India, where in 2009 the government launched a serious campaign of 300 million dollars a year with the help of WHO and the United Nations Children's Fund (Unicef). This year the South Asian giant has reported only one case (in the state of West Bengal) and intends to finally get rid the scourge of a disease causing permanent disability. Pakistan only joined the campaign in 1994 when the then Prime Minister Benazir Bhutto launched the first national unity against the scourge.
