WHAT IS PROPOSED?

The Oregon Department of Agriculture (ODA) and the Oregon Department of Environmental Quality (DEQ) are proposing to issue a modified permit for J-S Ranch, a Confined Animal Feeding Operation (CAFO), that will be a National Pollutant Discharge Elimination System (NPDES) individual permit.

J-S Ranch had been previously permitted under a general Water Pollution Control Facility (WPCF) permit. J-S Ranch permit registration to the CAFO WPCF general permit, with conditions, occurred in May of 2022. ODA and DEQ withdrew for reconsideration the WPCF permit under ORS 183.484(4). This modified permit is the ODA’s and DEQ’s decision on reconsideration.

ABOUT THE FACILITY

J-S Ranch is an Individual Tier 2, dry- waste, chicken production CAFO proposing to confine up to 566,400 broiler chickens at a time. The permittee is Eric Simon dba J-S Ranch. The permittee’s mailing address is: 34905 Ranch Drive in Brownsville, OR 97327, and phone number is: (541) 990-5999. The proposed operation location is: 37225 Jefferson Scio Drive in Scio, OR 97374 in Linn County.

The proposed CAFO NPDES Individual Permit will regulate the manure, litter, and process wastewater generated by J- S Ranch to ensure that CAFO activities do not harm water quality. This proposed permit does not allow for any discharges nor land application activities of generated manure, litter, or process wastewater. There has not been a change in the storage, disposal, discharge, or emission of the permitted substances since the last permitting action for this facility.

J-S Ranch has also been required to obtain a 1200C permit from DEQ for this operation. ​
