EMERGENCY MANAGEMENT PLAN

Orange County, Florida has an emergency management plan for the influenza pandemic that is a variant of the terrorism response plan. Since Orange County, Florida has been identified as a primary terrorist target by the federal government, plans have been developed for a similar event for many years. In addition, Florida has, unfortunately, much experience in implementing emergency management plans due to the annual hurricane season.
Goals
Limit morbidity and mortality,
Decrease economic disruption,
Decrease social disruption,
Teams
Team 8: Coordinates health and medical response,
Team 1: Coordinates transport to mass prophylaxis, mass care and quarantine facilities,
Team 6: Coordinates mass care, housing and human services,
Team 11: Coordinates care and feeding of the isolated and quarantined,
Team 14: Coordinates public information,
Team 15: Recruits and coordinates volunteers,
Team 16: Coordinates security for health care sites
Current Sub-Committees
Hospital Surge and alternate care sites,
Procurement (vaccine, anti-virals, PPE,)
Mass vaccine,
Surveillance,
Volunteer & Workforce Capacity,
Quarantine and Isolation Procedures and Support (sites, staff, feeding, med. care),
Community and Business planning,
Training and Exercises,
Public Information and Risk Communication
Current Planning Efforts
Mass Prophylaxis/Vaccination plan exists but needs revision/update.
Epidemiologic Surveillance and Investigation plan is in place at OCHD.
Quarantine and Isolation plan is under development.
Mass Care plans exist but need to address the volume of ill people.
Additional Notes:
Florida can expect to receive approximately 120,000 doses of Tamiflu.
Florida must prepare to treat 3.4 to 6.8 million cases.
Prioritization includes (at this current time – Fla1) the medically high risk including HIV, the elderly and high risk children.
Self-isolation may be one of the few disease control strategies available.
Hospital isolation is recommended.
Travel restrictions are recommended but of limited value.
Cancellation of public gatherings to be considered if they are indicated.
Extensive public education, social marketing and work with social institutions to reinforce prevention messages and gain public cooperation.
Information management system is in place to manage public information, communications logistics support and risk communication.
County planning refrigerator trucks as temporary morgues.
County has stockpiles of supplies in various warehouses.
Governor to ask for federal help in pandemic – within 12 hours federal help will arrive and anti-virals etc. will be distributed to affected area within 6 hours.
