I haven't read all these responses yet but I think that they announced this because the numbers you guys have kept track of finally came across someone's desk and they realized before they announce them in the coming week, they need to announce a national emergency. Can you imagine if they didn't and then announced the numbers we know about? The public would have an outcry "WHY haven't you done anything!!!" they will cry to the govt. I think this is all backpedaling - better look like they are doing something before people say, "are you just going to let this happen?" Might just be the late night talking but I was thinking yesterday, HOW is the American public going to react to the coming numbers of deceased poor children?


Many read the Dead Children thread, among others.

The residents there knows better,

but it seems that they retain an "slow motion like"/articulated health emergency scenario,
consisting of more same steps to assure the population of not inserting unreg. stuff/adjuvants/.../ if there are not a strict need for that, to retain more free steps about.

As said, it seems strange to must be renewed/added the main country signature for every bit of items/change on the health field demands.

Maybe that adjuvanted vaccine/questions are realy a hard nut,
or realy a health tricky question ...

Stil strange after all the GM already allowed into food, but FDA allowed.

There has to be something new since the last one or why the need for an Executive Order? I want to see the order itself. Hopefully it will be published in the Federal Register early next week. I specifically want to see if it declares H1N1 as a quarantinable disease that would effectively give the CDC police powers.

As I understand it, at least for states, when an emergency is declared there is associated with it an initial expiration date, which unless extended will expire the declaration.

As for April, was there an official "National Emergency" or was it only state-by-state? if a national emergency wasn't declared in April...then why not?


IMO, With respects to why a national emergency was just declared, it's possible the numbers listed here have gained some attention, however, to the general public they are nothing to worry about. "This is only the flu, pretty much like the seasonal flu"

Services (the "Secretary") first declared a public health

emergency under section 319 of the Public Health Service Act,

42 U.S.C. 247d, in response to the 2009 H1N1 influenza virus.

The Secretary has renewed that declaration twice, on July 24,

2009, and October 1, 2009. In addition, by rapidly identifying

the virus, implementing public health measures, providing

guidance for health professionals and the general public, and

developing an effective vaccine, we have taken proactive steps

to reduce the impact of the pandemic and protect the health

of our citizens. As a Nation, we have prepared at all levels

of government, and as individuals and communities, taking

unprecedented steps to counter the emerging pandemic.

Nevertheless, the 2009 H1N1 pandemic continues to evolve.

The rates of illness continue to rise rapidly within many

communities across the Nation, and the potential exists for the

pandemic to overburden health care resources in some localities.

Thus, in recognition of the continuing progression of the

pandemic, and in further preparation as a Nation, we are taking

additional steps to facilitate our response.



NOW, THEREFORE, I, BARACK OBAMA, President of the

United States of America, by virtue of the authority vested

in me by the Constitution and the laws of the United States,

including sections 201 and 301 of the National Emergencies Act

(50 U.S.C. 1601 et seq.) and consistent with section 1135 of the

Social Security Act (SSA), as amended (42 U.S.C. 1320b-5), do

hereby find and proclaim that, given that the rapid increase

in illness across the Nation may overburden health care

resources and that the temporary waiver of certain standard

plans, the 2009 H1N1 influenza pandemic in the United States

constitutes a national emergency. Accordingly, I hereby declare

that the Secretary may exercise the authority under section 1135

This actual presid. signed act is the real first general US emergency signed act based on the National Emergencies Act,

the previous one at April 26, 2009, was signed only from a Secretary of Health and Human Services for the Public Health Service Act .

Seems to me like there's a lot of verbiage going on in the U.S.:D:oem but not a whole lot of action. My friend in Canada who is in his fifties with no underlying health conditions and who is not a health care worker will receive his H1N1 from the health department there next week. His fellow monks some of whom are in their eighties and nineties will also receive the shot at the same time. I am here in the U.S.A. with chronic bronchitis and have no expectation of getting a shot until December at the earliest. What is it? Our system? or what?

I'm sure it will be, but I just hope the situation is not politicized...who was it that said something like "never let a crisis go to waste"

Wheter in Canada or US, locals and regional services have narrow relations with their citizens and are more apt to keep things in focus.

Mostly true. However, there are examples of federal policy having huge impact on local decision making. For instance, our local district's school closing policy is influenced by the "No Child Left Behind" act. If attendance drops or schools do not meet set number of days open, federal funding is cut.
