Failure on the part of municipal authorities to implement cleanliness plans has further compounded the problem.

Statistics at the district health office indicate that over 40,000 persons have been taken ill by the viral and bacterial infections this rainy season. Figures at government hospitals also indicate that there is two-fold increase in the number of patients suffering from infectious diseases. Notably, 60 percent of the patients complain of viral fever and severe body ache.

Medical superintendent, Balrampur Hospital, Dr DP Mishra said: "The hospital’s out-patient department (OPD) has seen a sudden spurt in the number of patients suffering from viral fever and infections, diarrhoea, gastritis and even gastroenteritis.

Lucknow’s chief medical officer, Dr AK Shukla, said that unhygienic civic conditions and supply of contaminated water were responsible for the diseases. Scientific literature reveals that virus and bacteria becomes hyperactive during the rainy season due to high level of humidity and frequent change in temperature, while bacteria multiply at a very fast rate. Once virus or bacteria enters the body, it multiplies till its number is high enough to cause an infection.

The infection first spreads locally. Beginning with tonsillitis, cold and cough, it gradually spread to the rest of the body. Symptoms of viral fever include body and muscle pain, headache, joint pain, redness of eyes, skin rashes and nasal congestion, the signs of bacterial infection are nausea, vomiting and diarrhoea, the CMO explained.

"Most infections spread through inhalation of aerosolised particles, intake of contaminated water or food or through direct contact. Avoiding the source of infection can save one from the disease," warned, senior consultant, medicine, Balrampur Hospital, Dr GK Tripathi. Even as doctors warn against self medication, they advice to drink plenty of fluids in case of high fever, use cold sponges, avoiding sharing of personal belongings and lots of rest. Admitting that cleanliness was a ‘major challenge’, nagar swastha adhikari GC Singh said, "there has been laxity on the part of sanitary inspectors and we will look into the matter."
