Annez..thank you for posting the piece. I have glanced at it and will read it all, given time. A couple of thoughts though...
In my experience,most people in NZ behave reasonably under reasonable circumstances;or at least in circumstances that seem "reasonable" to them.When circumstances become "unreasonable " as in ,say, mass mortality/morbibity from an epidemic,the outlook is most uncertain.I have little confidence that,in the worst event",the line will hold.
