8 N.Y. High School Students Had Swine Flu, Health Officials Say

New York City Health officials reported today that at least eight students at a private high school had "probable" swine flu, according to the New York City Department of Health and Mental Hygiene.

More than 200 of the 2,700 students attending St. Francis Preparatory High School in the Queens borough of the city missed school earlier in the week due to fever sore throats and other flu-like symptoms, prompting school officials to notify the health department.

Investigators interviewed more than 100 students and their family members. All had mild symptoms and none were hospitalized, but some family members had developed similar symptoms, indicating their illness had spread in the family, according to Health Commissioner Thomas Frieden.


A preliminary analysis of viral samples obtained from nose and throat swabs from nine affected students found that eight tested positive for influenza A. Because none matched the known H1 and H3 subtypes of human flu, they were considered "probable cases of swine flu," Frieden said. The samples have been sent to the CDC for further analysis. Those results were expected on Sunday. If the tests come back negative, officials plan to ask that the school remain closed on Monday, Frieden said.


"We're concerned," Frieden said. "When we see the serious cases in Mexico, and we see it spreading fairly rapid in one school. It's a situation that has to be monitored very carefully."

The health department had sent out an alert to all doctors and hospitals throughout the city to be on the look-out for more cases, and were monitoring a citywide surveillance system for any alarming increase in respiratory illnesses, Frieden said. So far no increase had occurred, but officials were continuing to monitor the situation. Officials were also investigating a cluster of illness at a daycare center in the Bronx, he said.


"We're just going to have to take this hour by hour and day by day and see what develops as we go forward," he said.

The St. Francis students had just returned from spring break, during which time some may have traveled to Mexico, he said.

Health officials advised anyone who developed similar symptoms to stay home and seek treatment, and residents to take precautions such as washing their hands and avoiding close contact with sick people.

New York, NEW YORK (BNO NEWS) ? Governor David A. Paterson has directed the New York State Department of Health (DOH) to activate its infectious disease, epidemiology, laboratory, disaster preparedness and health systems staff to coordinate efforts across the State as eight cases of probable swine influenza (swine flu) were identified in New York City today. Samples from these cases have been sent to the federal Centers for Disease Control and Prevention (CDC) for confirmatory testing. The CDC is currently the only laboratory that has the capability to confirm swine flu (H1N1). DOH is coordinating with the Nassau and Suffolk County health departments on investigations of additional possible cases on Long Island.

?I want to reassure all New Yorkers that we are taking appropriate measures to address these probable cases of swine flu,? said Governor Paterson. ?The New York State Department of Health is working closely with the CDC, the New York City Department of Health and Mental Hygiene, all local health departments across the State, hospitals, physicians, and other health care providers. Earlier today, we shipped 1,500 treatment courses of Tamiflu to New York City. These will be used to treat any severely ill probable swine flu cases or household contacts of probable cases who have underlying chronic health conditions, placing them at extra risk.?

Deputy Commissioner Dr. Guthrie Birkhead, M.D., M.P.H., who heads DOH?s Office of Public Health, will lead the efforts. All local health departments and 22,000 health care providers, including hospitals and physicians have been notified to be on heightened awareness for respiratory illness. Individuals with symptoms consistent with swine flu, particularly clusters of cases, will be promptly investigated for early detection and to minimize potential spread.

DOH is advising hospitals and other health care providers on techniques to maximize protection of all staff and patients, and to promptly ship appropriate specimens to the DOH?s public health laboratory, the Wadsworth Center, which is preparing to receive an increased volume of respiratory specimens from suspected cases of swine flu. DOH has mobilized staff and is assessing its laboratory supplies necessary for flu testing as part of its surge capacity plan. Guidelines for testing, including safety precautions for personnel, will be circulated to all hospital and commercial laboratories who may receive specimens.

DOH will work with CDC on developing guidance appropriate for the public and providers of New York State. The nationwide situation is rapidly evolving and guidance is subject to change. In addition, DOH is monitoring respiratory illness throughout the State by tracking emergency department visits for respiratory illnesses, as well as monitoring the volume of Medicaid prescriptions for Tamiflu and Relenza, which are used for treatment of flu.

DOH is also setting up a toll-free number for New York State residents who have questions or concerns about swine flu. The hotline number is 1-800-808-1987. It will be available 24 hours a day, beginning at 8:00 a.m. on Sunday, April 26, 2009.

DOH Commissioner Richard F. Daines, M.D. said: ?Just as with seasonal flu, New Yorkers should take appropriate, common-sense hygiene measures to prevent acquiring or transmitting this illness. To date, the cases of swine flu reported in the United States have been relatively mild. People with severe respiratory symptoms or symptoms that worsen should contact their health care provider for care and treatment. Otherwise we recommend that you stay home and treat your symptoms.?

New York City officials earlier announced that eight students at a high school in Queens probably have swine flu, but they're unsure of the strain type.

The symptoms in the New York cases have all been mild and no students have been hospitalised, officials said.



Samples had been sent to the US Centres for Disease Control and Prevention in Atlanta for more testing. Results were expected last today.

The students' virus has been CONFIRMED as the new swine flu virus.

They're still working to determine who went to Mexico from the school and who got ill and when.

New York is doing surveys every 12 hours of hospitals, doctors, etc. and have found NO increase in the number of severe respiratory infection.

Mayor Bloomberg says the Centers for Disease Control has confirmed eight cases of swine flu at a Queens high school after dozens of students reported mild flu-like symptoms this past week.

The mayor made the remarks during a press conference this afternoon and says the city is closely monitoring the outbreak.

St. Francis Prep in Fresh Meadows will remain closed tomorrow.

Officials say all of the students reported mild symptoms and none were taken to the hospital.

Despite the illnesses, St. Francis went ahead with its 25-year and 50-year reunions last night. Those in attendance say there was some concern about whether to show up.

"It was definitely a controversy on whether or not we were going to attend. Half of us have decided to come and half of us decided not to come so in a way that's sort of sad," said St. Francis Alumnus Diana Brobmann.

The city's health department is also investigating a possible outbreak at a Bronx day care facility, where 30 children got sick.

The department has tested the kids and is waiting for the results.

Department officials say they haven't seen any recent city-wide increases in flu-like symptoms, but that they are monitoring the situation every 12 hours to make sure more people aren't getting sick.

Health Commissioner Thomas Frieden is urging anyone who feels sick to stay home, but says the city is ready for any emergency.

"The city is very well prepared. We have been preparing for years at every level. We've been preparing with detection, so we can track whether a pandemic or other serious problem comes, and if so where it is, what the characteristics are," said Frieden.

Governor David Paterson has directed the state Department of Health to monitor and respond to possible cases of swine flu. He says 1,500 treatment courses of the antiviral Tamiflu have been sent to New York City.

Tamiflu is believed to be effective in treating serious cases of swine flu.

The state Department of Health has set up a 24-hour hotline to answer questions about swine flu and can be reached at 1-800-808-1987 .

Meanwhile, New Zealand's health minister says 10 students who just returned from Mexico have tested positive for influenza and that the cases are "likely" to be swine flu.

The news comes a day after two dozen new suspected cases of flu were reported in Mexico City.

The World Health Organization says at least 81 people have died from severe pneumonia caused by a flu-like illness in Mexico. Tests have confirmed swine flu as the cause of death in 20 of the cases.

In response to the outbreak, Mexican President Felipe Calderon has assumed new powers to isolate infected people.

The powers also allow the country's health department to inspect homes, incoming travelers and luggage.

The U.S. Embassy is warning Americans traveling in Mexico to avoid crowds.

The White House says President Barack Obama's health is fine a little more than a week after he visited Mexico, and that Obama is being updated regularly on the flu outbreak.

The same virus has also sickened at least 11 people in Texas, California and Kansas, but no deaths have been reported in the U.S.

Regarding this cluster, the Health Commissioner said at the news conference that they took swabs from 6 children and 5 have come back negative, with the 6th to be retested today. Their illness was mostly gastrointestinal so it's probably just a good ole norovirus.

Nassau County Executive Tom Suozzi announced today that there is one suspected case swine flu in Nassau County. Suozzi, nor officials from the Nassau County Department of Health (NCDH), would not disclose where the suspected case is at this time.

According to Mary Ellen Laurain, spokesperson for the Nassau County Department of Health, officials have yet to confirm if the person is male or female and if in fact it is swine flu.

On April 26, U.S. health officials declared a public heath emergency as as many as 20 cases of the potentially deadly flu strain have been confirmed across the country. In Queens, up to 100 cases of swine flu may have been confirmed among students of St. Francis Preparatory School were suffering from flu-like symptoms.

Although officials from the Centers for Disease Control (CDC) said the cases are not confirmed as swine flu, Mayor Michael Bloomberg did say at a NYC press conference that the students are indeed infected with the illness.

The students were part of a large group who two weeks ago traveled to Mexico for Spring break. In Mexico, as many as 81 people have died from a deadly strain of swine flu in the past week.

Laurain says Nassau residents need to worry. We are prepared and in tightened surveillance," says Laurain. "The NCDH is calling all Nassau County hospitals twice per day and we have issued advisories to all healthcare providers."

Laurain says the NCDH is working with the CDC and the New York State Health Department. According to Laurain, the wine flu is treatable with the drugs tamiflu and relenza. The symptoms of swine flu are similar to seasonable flu, including cough, running nose, fever and severe body aches.

The NCHD is asking people who think they may be infected to call ahead to their health care provider or emergency room before visiting. Officials also warn of people going to school or work if they may be ill.

Paterson today announced that he has activated New York State?s health emergency preparedness plan, and put the State on high alert to quickly identify and respond to any cases of swine flu. The Centers for Disease Control and Prevention (CDC) confirmed eight cases of a new strain of influenza (swine flu H1N1) in New York City, and has declared a public health emergency. As a course of normal operating procedure during events such as this, it is common, and welcomed, for the CDC to make a declaration of public health emergency. This enables the State and localities to receive quicker access to vital resources, and other necessary assistance.
?Many New Yorkers are understandably concerned about the identification of swine flu in New York State, and I want to assure everyone that New York State has the strongest statewide disease monitoring, laboratory and health care response system in the nation,? said Governor Paterson. ?We are coordinating a strong response with the CDC and city and county health departments. We also activated a 24 hour toll-free hotline that New Yorkers across the State can use to get answers to their questions.?
Governor Paterson also reported that the hotline received over 300 calls in the first four hours of operation Sunday. The hotline is 1-800-808-1987.

Governor Paterson said that results confirming eight swine flu cases in New York City were expected. ?We have been operating on the assumption that the CDC test results would be positive for swine flu and had already activated a strong statewide system to rapidly identify and respond to any additional cases. To date, this system has not identified an increased level of influenza activity, although the outbreak is still in the early stages,? continued Governor Paterson.
?Today I am also pleased to announce that the DOH?s Wadsworth Center laboratory is reporting that testing for swine flu on eight samples from Suffolk County, including one sample from a student in the Amityville school district and seven samples from Good Samaritan Hospital in West Islip, were negative for any type of influenza,?;) said Governor Paterson.
Governor Paterson said the State coordinates its response in part through New York?s web-based Health Alert Network (HAN) to communicate and coordinate disease monitoring activity, laboratory testing, and health care response with county health departments, hospitals and other health care providers. An advisory issued through the HAN Saturday evening was sent to 25,000 recipients. In addition, the State is taking other actions, including:
  • DOH's Wadsworth laboratory has developed a sophisticated prioritization protocol for testing samples to assure rapid identification of severe illness.
  • DOH is monitoring the utilization of resources to assure the most efficient use of medicines, masks, and other supplies.
  • DOH has implemented its rapid internet reporting of suspect illness, providing complete, real time understanding as the situation unfolds.
  • DOH is in continuous, ongoing communication with counties, hospitals, other health care providers and schools across the state to assure the most up-to-date information is available.
DOH, in coordination with local health departments and health care providers, is monitoring hospital emergency department visits for respiratory illness and monitoring volume of Medicaid prescriptions for influenza antiviral medications to quickly identify any increased influenza activity. Currently, no increased level of activity has been identified.
Deputy Commissioner Dr. Guthrie Birkhead, M.D., M.P.H., who heads DOH?s Office of Public Health, said: ?Although the New York cases to date have been mild, we are in close communication with clinicians and hospitals to identify more serious cases, should they occur, and to make sure all necessary resources are available for treatment. I want to remind New Yorkers to take the same common sense precautions to prevent illness that you would take with any seasonal flu, such as staying home when you are ill. Parents do not need to keep otherwise healthy children home from school unless directed to do so by local school and health officials.?
It is important to note that ordinary seasonal flu, which has symptoms similar to swine flu, is still active in New York State. Precautionary measures for both seasonal flu and swine flu include:
Washing your hands often with soap and warm water. Alcohol-based hand cleansers are also effective.
  • Avoiding people who are ill.
  • Staying home from work or school if you are sick.
  • Using tissue when you cough, sneeze or spit, and dispose of the tissue in a covered trash bin.
  • Keeping hands away from your face. Avoid touching your eyes, nose or mouth.
  • Cleaning shared space more often such as phone receivers, keyboards, steering wheels and office equipment.
  • Refraining from sharing personal items such as forks, spoons, toothbrushes and towels.

The number of killer swine flu cases identified in Queens jumped from eight to 28 overnight, but no one is gravely ill, officials said today.

Mayor Bloomberg said another 17 possible victims are being monitored but added all the cases are associated with the St. Francis Prep school in Fresh Meadows.

"We have one reported cluster of swine flu at one school," Bloomberg said.

He said calls to every intensive care unit in the city turned up no one who is sick with the flu.

Dr. Richard Besser at the federal Centers for Disease Control said the jump in the Queens numbers "represents additional testing, not a spread of that cluster."

About 100 students and parents at the school are believed to have been infected with the flu. Only one person was hospitalized and has recovered.

The CDC said there are now 40 cases in America, none serious.

The World Health Organization said the killer flu was spreading globally.

"WHO is very concerned about the number of cases that are appearing, and the fact that more and more cases are appearing in different countries," said WHO spokesman Paul Garwood.

In Mexico, the national school system was shuttered after the death toll reached 149.

Mexico remains the only country where anyone has died of the virus, but U.S. officials warn they illness is likely to start killing people here, too.

"Thankfully, so far we have not seen severe disease in this country as we have seen in Mexico," Besser said. "I wouldn't be overly reassured by that."

Besser urged parents to prepare for the possibility of school closings and businesses to plan for a day when many employees can't come to work.

He urged Americans to wash their hands frequently, avoid crowds if possible and stop "giving that little kiss of greeting right now."

Masks, he said, are not needed yet.

President Obama, announcing new federal funding for scientific research, said it wasn't time to panic.

"This is obviously a cause for concern and requires a heightened state of alert. But it's not a cause for alarm," he said.

He said Sunday's declaration of a national public health emergency was just "a precautionary tool to ensure that we have the resources we need at our disposal to respond quickly and effectively."

Meanwhile, red-faced Republicans tried to explain why they stripped $780 million for pandemic flu preparedness from the economic stimulus package passed by Congress earlier this year.

As cases of the killer flu popped up around the world, officials in the European Union and India advised their citizens against traveling to New York City or Mexico.

Russia, Hong Kong and Taiwan said they would quarantine visitors showing symptoms of the virus.

During an outbreak it is not always possible to get biological samples from everyone who meets a case definition.

This could be due to: lack of patient consent, resource limitations, logistical issues.
