WITHDRAWING THE UNITED STATES FROM THE WORLD

HEALTH ORGANIZATION

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose. The United States noticed its withdrawal from the World Health Organization (WHO) in 2020 due to the organization’s mishandling of the COVID-19 pandemic that arose out of Wuhan, China, and other global health crises, its failure to adopt urgently needed reforms, and its inability to demonstrate independence from the inappropriate political influence of WHO member states. In addition, the WHO continues to demand unfairly onerous payments from the United States, far out of proportion with other countries’ assessed payments. China, with a population of 1.4 billion, has 300 percent of the population of the United States, yet contributes nearly 90 percent less to the WHO.

Sec. 2. Actions. (a) The United States intends to withdraw from the WHO. The Presidential Letter to the Secretary-General of the United Nations signed on January 20, 2021, that retracted the United States’ July 6, 2020, notification of withdrawal is revoked.

(b) Executive Order 13987 of January 25, 2021 (Organizing and Mobilizing the United States Government to Provide a Unified and Effective Response to Combat COVID–19 and to Provide United States Leadership on Global Health and Security), is revoked.

(c) The Assistant to the President for National Security Affairs shall establish directorates and coordinating mechanisms within the National Security Council apparatus as he deems necessary and appropriate to safeguard public health and fortify biosecurity.

(d) The Secretary of State and the Director of the Office of Management and Budget shall take appropriate measures, with all practicable speed, to:

(i) pause the future transfer of any United States Government funds, support, or resources to the WHO;

(ii) recall and reassign United States Government personnel or contractors working in any capacity with the WHO; and

(iii) identify credible and transparent United States and international partners to assume necessary activities previously undertaken by the WHO.

(e) The Director of the White House Office of Pandemic Preparedness and Response Policy shall review, rescind, and replace the 2024 U.S. Global Health Security Strategy as soon as practicable.

Sec. 3. Notification. The Secretary of State shall immediately inform the Secretary-General of the United Nations, any other applicable depositary, and the leadership of the WHO of the withdrawal.

Sec. 4. Global System Negotiations. While withdrawal is in progress, the Secretary of State will cease negotiations on the WHO Pandemic Agreement and the amendments to the International Health Regulations, and actions taken to effectuate such agreement and amendments will have no binding force on the United States.

Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

United States of America intends to
withdraw from the Organization.

WHO plays a crucial role in protecting the health and security of
the world’s people, including Americans, by addressing the root
causes of disease, building stronger health systems, and
detecting, preventing and responding to health emergencies,
including disease outbreaks, often in dangerous places where
others cannot go.

The United States was a founding member of WHO in 1948 and
has participated in shaping and governing WHO’s work ever
since, alongside 193 other Member States, including through its
active participation in the World Health Assembly and Executive
Board. For over seven decades, WHO and the USA have saved
countless lives and protected Americans and all people from
health threats. Together, we ended smallpox, and together we
have brought polio to the brink of eradication. American
institutions have contributed to and benefited from membership
in WHO.

With the participation of the United States and other Member
States, WHO has over the past 7 years implemented the largest
set of reforms in its history, to transform our accountability,
cost-effectiveness, and impact in countries. This work continues.

We hope the United States will reconsider and we look forward
to engaging in constructive dialogue to maintain the partnership
between the USA and WHO, for the benefit of the health and

I do not think the order in post #3 is based on intent. It reads to me that the US is withdrawing immediately only delayed by logistical considerations: " with all practicable speed, to", "as soon as practicable".

CDC ordered to stop working with WHO immediately, upending expectations of an extended withdrawal

NEW YORK (AP) — U.S. public health officials have been told to stop working with the World Health Organization, effective immediately.

A U.S. Centers for Disease Control and Prevention official, John Nkengasong, sent a memo to senior leaders at the agency on Sunday night telling them that all agency staff who work with the WHO must immediately stop their collaborations and “await further guidance.”

Experts said the sudden stoppage was a surprise and would set back work on investigating and trying to stop outbreaks of Marburg virus and mpox in Africa, as well as brewing threats from around the world. It also comes as health authorities around the world are monitoring bird flu outbreaks among U.S. livestock.

The Associated Press viewed a copy of Nkengasong’s memo, which said the stop-work policy applied to “all CDC staff engaging with WHO through technical working groups, coordinating centers, advisory boards, cooperative agreements or other means — in person or virtual.” It also says CDC staff are not allowed to visit WHO offices.

As World Health Organization officials publicly praised China in the critical early weeks of the outbreak of what would come to be known as COVID-19, they privately expressed concern about the government’s lack of transparency and worried that the WHO would be accused of failing to warn the world.

It’s absolutely important, at this point.”

Soon after, as the film reports, a WHO representative appeared on Chinese state television and praised “the sheer speed of the response in China,” saying, “we can see that there is no clear evidence of sustained human-to-human transmission.”

City of Buenos Aires, February 5, 2025.- The Office of the President informs that President Javier Milei has made the decision to withdraw the Argentine Republic from the World Health Organization (WHO).

The WHO was created in 1948 to coordinate the response to global health emergencies, but it failed in its greatest test: it promoted eternal quarantines without scientific support when it had to combat the COVID-19 pandemic.

Lockdowns caused one of the biggest economic catastrophes in world history and, according to the Rome Statute of 1998, the quarantine model could be classified as a crime against humanity. In our country, the WHO supported a government that left children out of school, hundreds of thousands of workers without income, led businesses and SMEs to bankruptcy, and still cost us 130,000 lives.

Today, evidence indicates that the WHO's recipes do not work because they are the result of political influence, not based on science. It has also confirmed its inflexibility in changing its approach and, far from admitting errors, chooses to continue assuming responsibilities that do not correspond to it and limiting the sovereignty of countries.

The international community urgently needs to rethink the purpose of supranational organisations, financed by everyone, that do not fulfil the objectives for which they were created, are dedicated to making international politics and seek to impose themselves over member countries.

Sorry, but this is fear mongering. Does anyone think all of a sudden the CDC is going to be derelict in their duty to safeguard smallpox? If they have suffered a 10% loss of manpower as reported then they still have 90% to be sure the smallpox is locked up tight.

Please. This article is an insult to everyone who works at the CDC and to the intelligence of the general public.
 
I interrupted the above article as making the reader aware of one of the responsibilities WHO has/had. And wonder, what future 'neutral' national organization will qualify to take over this responsibility.

The letter states that the possible withdrawal of the United States of America (USA) from WHO will quickly prompt European countries to step in and take a greater role than previously in the organisation. Kennedy, Jr. defended the Trump Administration's intent to withdraw from the World Health Organization (WHO) and shared his vision for the future of global health.

“Like many legacy institutions, the WHO has become mired in bureaucratic bloat, entrenched paradigms, conflicts of interest, and international power politics,” said Secretary Kennedy. “While the United States has provided the lion’s share of the organization’s funding historically, other countries such as China have exerted undue influence over its operations in ways that serve their own interests and not particularly the interests of the global public.”

On January 20, 2025, President Trump signed
Executive Order 14155 Withdrawing the United States from the World Health Organization, links to an external website which instructs the Federal Government to “pause the future transfer of any United States Government funds, support, or resources to the WHO.”

“Not only has the WHO capitulated to political pressure from China, it’s also failed to maintain an organization characterized by transparency and fair governance by and for its Member States,” Secretary Kennedy stated. “The WHO often acts like it has forgotten that its members must remain accountable to their own citizens and not to transnational or corporate interests.”

The World Health Assembly is the decision-making body of the Member States of the WHO. It is attended by delegations from all WHO Member States and focuses on a specific health agenda prepared by the Executive Board. The main functions of the World Health Assembly are to determine the policies of the Organization, appoint the Director-General, supervise financial policies, and review and approve the proposed program budget.

“Global cooperation on health is still critically important to President Trump and myself, but it isn’t working very well under the WHO as the failures of the COVID era demonstrate,” Secretary Kennedy added. “I urge the world's health ministers and the WHO to take our withdrawal from the organization as a wake-up call.”

Secretary Kennedy closed his remarks by inviting “health ministers around the world into a new era of cooperation,” calling for his international colleagues to “create new institutions or revisit existing institutions that are lean, efficient, transparent, and accountable.”

U.S. Health and Human Services Secretary Robert F. Kennedy, Jr. and Argentine Minister of Health Mario Lugones today issued the following joint statement regarding each country’s withdrawal from the World Health Organization (WHO):

“The WHO’s handling of the COVID-19 pandemic revealed serious structural and operational shortcomings that undermined global trust and highlighted the urgent need for independent, science-based leadership in global health.

“There are well-documented concerns regarding the early management of the pandemic and the risks associated with certain types of research. Rather than ensuring timely transparency, the WHO failed to provide critical access to information, impairing countries' ability to act swiftly and effectively, with devastating global consequences.

“The absence of meaningful reforms, disproportionate financial demands, and the increasing politicization of the organization have ultimately led the United States and Argentina to withdraw from the WHO.

“Withdrawal marks the beginning of a new path—toward building a modern global health cooperation model grounded in scientific integrity, transparency, sovereignty, and accountability. Our shared commitment is to cost-effective, evidence-based public health interventions that prioritize prevention, especially in children, by addressing root causes such as environmental toxins, nutritional deficiencies, and food safety standards.

“The United States’ Make America Healthy Again initiative is already showing historic progress. Deepening collaboration with partners who share these principles will drive innovation, reduce costs, and help build a stronger, healthier future. The Argentine government, for its part, inherited a devastated healthcare system and is now making rapid progress in rebuilding and strengthening it, with a renewed focus on transparency and quality care for all citizens.

“Real health threats demand urgency and gold-standard science. Under President Donald J. Trump, the United States is restoring a sovereign, results-driven approach—putting people above politics. Argentina, likewise, supports public health systems rooted in autonomy, transparency, innovation, and scientific rigor.

“We can no longer support a system that fails to protect our people or deliver on its mandate.
