Neither deceased officer died in that hospital (http://www.flutrackers.com/forum/showthread.php?t=164945). They both died in a hospital (that translates as) Municipal Hospital.

I can't find any evidence that any of the seven deaths occurred in that hospital.

I just spoke to Dr. Lopez with the Dept of Health of Ciudad Juarez. I will be having a follow up phone call with him tomorrow to further discuss the respiratory illness total reported above. This is a start to the inquiry. Please post questions for tomorrow's telephone conversation.

Sector Salud aplica 21 cercos de vacunación para evitar contagio de influenza A H1N1

Ciudad Juárez, 25 de Abril del 2011. Para evitar el contagio de influenza A H1N1 ante el brote que se ha presentado en Ciudad Juárez, La Subsecretaria de Salud Estatal en la Zona Norte a través de la Jurisdicción Sanitaria II, giró instrucciones para que se realicen cercos de vacunación, en los cuales hasta la fecha se ha aplicado el biológico a una población de 8 mil 145 personas, que tienen su domicilio dentro de 50 cuadras a la redonda de la vivienda de los afectados con el virus, lo anterior aunado a la atención inmediata de los habitantes que presenten síntomas de la enfermedad.

Cabe destacar que durante la intensa campaña que ha promovido el sector salud en esta ciudad, donde han participado todas las instituciones médicas en completa cooperación, hasta el momento se han aplicado cerca de 272 mil dosis contra la influenza tomando en cuenta que los habitantes tienen más tiempo para visitar las unidades medicas de la Jurisdicción Sanitaria II, IMSS, ISSSTE, Pensiones Civiles, Hospital General, Dirección General de Salud Municipal, estaciones de bomberos y Centros Comunitarios que estarán abiertas a disposición de la comunidad, por lo anterior se proyecta la cifra mencionada informó el Dr. Felipe Fornelli Lafón Subsecretario de Salud en la Zona Norte.

Es importante puntualizar, que las defunciones relacionadas con neumonía se tienen seis confirmadas por A H1N1.
En cuanto a los 7 casos sospechosos es necesario enfatizar, que la mayoría podrían ser descartados ya que son pacientes que se catalogan como: persona de riesgo, que presenta síntomas no específicos de la enfermedad pero que se le tiene que dar tratamiento para evitar equivocaciones de diagnostico.
Se realiza una invitación a todas las mujeres embarazadas a aplicarse la vacuna en cualquier etapa del embarazo.
Los especialistas insisten a la población fronteriza, para que acudan a recibir atención médica inmediata, sí presentan síntomas tales como fiebre alta de manera repentina, tos, dolor de cabeza, muscular y de articulaciones.
Es importante recordar las medidas de recomendación para evitar el contagio de esta enfermedad en éstas vacaciones, las cuales son:
· Mantenerse alejados de las personas que tengan infección respiratoria.
· No compartir alimentos, vasos o cubiertos.
· Ventilar y permitir la entrada de sol en la casa, las oficinas y en todos los lugares cerrados.
· Mantener limpias las cubiertas de cocina y baño, manijas y barandales, así como juguetes, teléfonos u objetos de uso común.
· Lavarse las manos frecuentemente con agua y jabón.
· No fumar en lugares cerrados ni cerca de niños, ancianos o enfermos.
· No automedicarse, ya que no todos los casos requieren de medicamento antiviral, y si no se utilizan de manera adecuada, el virus empieza a producir resistencia.
· Toser y estornudar cubriéndose la boca y nariz con el antebrazo.

I can think of a good question:

If there is that much mild ILI (355 cases in one week in one hospital), why have there been only 166 official suspected cases of H1N1 in the entire city in over a month? Does the H1N1 case definintion include having to nearly die to get tested?

I know that six of the seven deaths are confirmed as H1N1 (and the seventh is epidemiologically linked) so there is no reason to think any other pathogen is producing significant severe illness. Do they suspect that only the milder cases might be caused by adenovirus or rhinovirus or such? That seems very unlikely.

Department of Health applies 21 vaccination rounds to prevent spread of influenza A H1N1

Ciudad Juarez, April 25, 2011

Given the outbreak occurred in Ciudad Juárez, and in order to prevent the spread of influenza A H1N1, the State Health Undersecretary in the Northern Zone, through the Health District II, has ordered rounds of vaccination. So far, 8,145 people residing within 50 squared blocks of the homes of those already affected, have been vaccinated. This effort has been coupled with immediate attention to people presenting with symptoms of the disease.

Notably, during the intense campaign promoted by the city’s health sector, involving the full cooperation of all medical institutions, about 272,000 doses of influenza vaccine have been delivered. It has been considered that the population should have adequate time to access the medical units of the Health District II, IMSS, ISSSTE, Civil Pensions, General Hospital, Municipal Health Department, fire stations and community centers, open at the disposal of the community. The figure was given by Dr. Felipe Fornelli Lafón, Assistant Secretary for Health in the Northern Zone.

It is important to point out that six H1N1 pneumonia-related deaths have been confirmed.

As for the 7 suspected cases, it is emphasized that the majority could be discarded because they are patients who are classified as “at risk with non-specific symptoms” of the disease but that are given treatment to avoid diagnostic mistakes.

A call is made to all pregnant women to seek vaccination regardless of conceptional age.

Experts urge people in the outskirts of the city to seek medical attention immediately if symptoms such as sudden high fever, cough, headache, muscle and joint pain arise.

It is important to remember the recommended preventive measures against the spread of this disease during these holidays.



  • Stay away from people who have respiratory infections.
  • Avoid sharing food, cups or eating utensils.
  • Air out and allow the sun to enter into houses, offices and all enclosed places.
  • Maintain kitchen and bathroom clean as well as door handles, railings, toys, telephones or other shared objects.
  • Wash hands frequently with soap and water!
  • Do not smoke indoors or around children, the elderly or infirm.
  • Do not self-medicate, because not all cases require antiviral medication and this can lead to the virus developing resistance.
  • Cough or sneeze covering the mouth and nose with the forearm.

Age ? location of residence ? tourists ? did they present at Aguilas on their own initiative ?
How was ILI determined ?
Why weekly ILI-patients (week 7-14) went : 0,0,0,0,0,67,7!,355! ?
Why weekly non-ILI-patients went : 226,226,244,275,?,231,624!,197! ?

Alert, suspected cases of H1N1 are presumably just those that had somehow
(how ? flu-quicktest ?) been tested. How else whould they suspect H1N1 ?

We want to know about the trend in ILI cases.

Yes. I asked about the ILI information. Since their office closes at 4:30 pm we only had a few minutes to talk. He sent me the email, which he already had prepared, and we scheduled a conversation for today.

I just spoke to the person who prepared the above report and she verifies the 355 ILI number for the Aguilas clinic for week 14. She does not yet have the data for week 15.

The person I spoke to this morning works in Texas and is the actual person who compiles the border report. I wanted to be sure that the 355 number was correct. She told me that she got that number from the state of Chihuahua. She said the clinics report directly to the state.

In a few minutes I am calling the Ciudad Juarez public health official that I spoke to yesterday since we have an agreement to talk today. Now that I am assured that the 355 number is firm I have a better footing than yesterday. I may call the clinic again too.

It is very easy to call these numbers. I have to wonder why others have not done it.

I'm not sure why other sites don't follow up when they see something unusual happening; but I'm glad you did on behalf of Flutrackers.

It's just good practice to follow up on something questionable instead of making assumptions, which would then be spread all over the net.

I spoke to Dr. Geraldo Lopez at the public health department of Cuidad Juarez for 30 minutes late this afternoon about the ILI and influenza situation there. He told me:

1) The numbers given by Chihuahua state to the US-Mexico Border Influenza Surveillance Network Weekly Update Report for week 14, for the Juarez area (clinics Aguilas and Salud B), are cumulative - not weekly. I pointed out that they are indicated as weekly on the report and he told me that those are the numbers cumulative since April 2009.

2) He said they are having a "brote" (outbreak) of influenza but he thinks they have reached a peak and the trend is decreasing.

3) They are only quick testing for A flu, not for B. Once they get a positive, the patient goes on a regime of Tamiflu, and the test is sent to the Chihuahua state epidemiological laboratory for further testing to determine if the A result is A/H1N1.

4) At this time they have 3 suspected A/H1N1 cases in Cuidad Juarez.

5) The degree of severity of the cases is the same as in 2009 and he characterized the overall severity as "mild".

As an aside, I have to wonder why there is a WHO sponsored Epidemiological Alert for the Mexico region when there is not such a report issued for China for recent influenza outbreaks in the same time period. Recent threads on FluTrackers:

This map shows my best guess for the location of Centro de Salud B, Juarez, Chihuahua, Mex.

I searched high and low for the map location of Centro de Salud B, which pops up in numerous recent flu vaccination-related news articles but I could not locate it. It may be a large center that was recently expanded. The only address (see below) I found, places the Center at Juarez and Vicente Guerreros Aves</small><small>, shown by the green icons. </small><small>Juarez Ave. appears to be Fed. Hwy. Mexico 45 as well. I found a small cluster of pharmacies near this intersection, which tells me there could be a health care delivery center somewhere around.

On the other hand, the largest cluster of pharmacies on Vicente Guerreros is near "Centro" about 5 miles due west--when you zoom out. Unfortunately, I do not know what "Col Centro" (below) means. Could this be the location of B instead?

I thought "B" could stand for "Benito Juarez" but I found no confirmation for this either.

will we see that every year now ? Old H1N1 couldn't do these summer outbreaks.
The 2011/2 US-seasonal wave may again start early with H1N1 and H3N2 later.
Why no early H1N1 this season (USA, but not UK) ? could be because H3N2 was stronger
due to lack of immunity from 2009/10
nH1N1 seems to be "better" for warm weather than H3N2

apparantly those border-reports are not listed officially
and linked to on some official webpage.
I did find one with google-search and then guessing
the URLs of the others.
They used different URLs for weeks 7,8 - hard to guess,
and some of the weeks couldn't be found.
Also, is there an archive for previous years ?

To quote Yogi Berra "It's like deja vu all over again". Just like 2009, the Mexican government doesn't want anyone to think that it's dangerous to vacation in Mexico, so the reliability of any data from Mexico is suspect and likely biased toward the "nothing to see here" end of the spectrum.
