Al-Masry Al-Youm Gets Copy of Contract between AUC and NAMRU-3

Al-Masry Al-Youm got a copy of the formal contract signed between the U.S. Naval Medical Research Unit No.3 (NAMRU-3) and the American University in Cairo (AUC) in September 26, 2006 and the amendments introduced to it over the past three years. The contract provides for cooperation in the field of scientific research on infectious diseases.

The contract, which is renewed annually for three years, stipulates that the AUC has been chosen for cooperation and supervision on all aspects relating to the scientific, research and administrative specialties. Under the contract, the AUC is committed to recruiting efficient teamwork to cooperate with NAMRU-3 in researches on infectious diseases in Egypt and the region.
The AUC is also responsible for "appointing" scientists enjoying great scientific knowledge, skills and capabilities required by NAMRU-3. In addition, the AUC has to coordinate with the NAMRU-3 and its researchers, program managers, heads of departments and executive management to determine the functional objectives for each member in the teamwork.
The AUC has to develop the human resources with regard to compensations, insurance programs to life and health, allowances, travel, the payment of salaries, the administrative supervision, and the evaluation of the teamwork's performance.

For its part, NAMRU-3 has to supervise the teamwork and its travel arrangements, including tickets and travel expenses. It also has to provide security and stability for the researchers and to make sure that they got all equipment and devices they need to accomplish their researches.

The contract's items say: "The contract does not aim to develop programs or make personal researches, but it is related to the public service in the field of medical research. The four attachments, which included some amendments, do not talk about the salaries of the researchers."

The total cost of contracting is $600,000 a year, of which 5% for the administrative affairs and 4% for the additional expenses such as grants, the local legal fees and other expenses related to the program, the contract says.

The U.S. Naval Medical Research Unit No.3 (NAMRU-3) Commander Kenneth Earhart invited Al-Masry Al-Youm and Al-Ashira Masa'an (10 pm) TV program of Dream satellite channel to a tour to its headquarters yesterday.


This came after Al-Masry Al-Youm published information about a contract between the American University in Cairo (AUC) and NAMRU-3 on the one hand and with the U.S. Department of Defense on the other to conduct medical research in Egypt.

According to the official websites of the US Department of State and NAMRU-3, the latter was founded 60 years ago to support U.S. military personnel who served in the region and to establish a medical line of defense. It enjoys close relations with the official bodies topped by the Ministry of Health and Population, as well as other non-governmental organizations.
