President Mubarak said in his speech to the meetings of the tenth session of the Council presidency "COMESSA" State of Benin held that Africa is the most world regions affected by this crisis.

Africa's food crisis focus of CEN-SAD summit

COTONOU (AFP) ? A summit of the 25 African countries belonging to the Community of Sahel-Saharan States (CEN-SAD) opened Tuesday with the crisis over soaring world food and energy prices topping the agenda.
The two-day summit being held Benin's commercial capital Cotonou also marks the 10th anniversary of the organisation, which is set to focus on the continent's rural and agricultural development.
"We have to put in place structural reforms to address the agricultural crisis.... Our continent is the sole one where living standards have continued to decline for the past 40 years," Benin's President Boni Yayi said in an opening address.
"Let us unite to create a place of peace, harmony and solidarity," he said.
Thirteen heads of state as well as the president of the African Union Commission, Jean Ping, are taking part in the summit.
"They are going to discuss mainly the issue of food security and regional integration," Edgard Guidibi, an adviser to Benin's president, told AFP.
Those two issues are all the more important given that the majority of CEN-SAD members are among the world's poorest countries.
The surge in global food prices (up 53 percent in the first four months of 2008 over the same period a year earlier) has hit the poorest countries hardest, triggering riots in Africa, the Caribbean and Asia.
Other issues before the CEN-SAD group include the situation in Ivory Coast five months ahead of a crucial presidential election, the crisis in Sudan's war-ravaged Darfur province, and the conflict between rebel forces and the army in Chad.
CEN-SAD was set up in 1998 in Tripoli and is the brainchild of the Libyan leader Colonel Moamer Kadhafi, who Tuesday handed over the presidency of CEN-SAD to Benin.
The group aims to achieve economic union by doing away with obstacles to the free circulation of people, goods and capital.
The summit also welcomed three new members: Mauritania, Kenya and Sao Tome and Principe.
The other members of CEN-SAD, whose headquarters are in Tripoli, are: Burkina Faso, Mali, Sudan, Chad, Niger, Eritrea, Central Africa Republic, Senegal, Gambia, Djibouti, Nigeria, Tunisia, Morocco, Somalia, Togo, Guinea, Comoros, Egypt, Guinea Bissau, Ivory Coast, Liberia, Ghana and Sierra Leone.
According to CEN-SAD, the organisation is the biggest economic community in Africa, with an estimated 411.2 million people, representing nearly half of the continent's population.
