US Navy orders self-quarantine for ships that have made stops in the Pacific amid coronavirus concerns

Ryan Browne, CNN
Updated 6:52 PM ET, Thu February 27, 2020

Washington (CNN)The US Navy has ordered all ships that have visited countries in the Pacific region to effectively self-quarantine and remain at sea for 14 days in order to monitor sailors for any symptoms of coronavirus.

"Out of an abundance of caution, Pacific Fleet is implementing additional mitigations to prevent Sailors from contracting COVID-19, and to monitor Sailors who have traveled to higher-risk areas," US Navy spokesman Lt. James Adam told CNN, using the official name for the virus.
The spokesman said that "at this time, there are no indications that any US Navy personnel have contracted Coronavirus Disease 2019," but added later that the Navy was acting out of an abundance of caution.
"The health and welfare of our sailors, civilians and their families is paramount and our efforts are directed at detection and, if required, prevention of the spread of this illness," the spokesman said.
The commander of US Navy's Pacific Fleet, Adm. John Aquilino, issued guidance instructing Navy vessels departing from countries in the region "to remain at sea for at least 14 days before pulling into another port, in order to monitor sailors for any symptoms of the virus."...:tiphat:https://us.cnn.com/2020/02/27/politi...ine/index.html

......U.S. Pacific Fleet commander Adm. John C. “Lung” Aquilino has directed all vessels visiting nations in the 7th Fleet area of operations “to remain at sea for at least 14 days before pulling into another port in order to monitor sailors for any symptoms" of COVID-19, a new and deadly strain of the coronavirus.

Aquilino’s unclassified Wednesday order is part of a larger Navy effort to control the spread of a disease that emerged in China’s Wuhan City last last year and now has been detected in 37 locations internationally, including cases in the United States.

On Tuesday, a U.S. soldier stationed in South Korea became the first service member to test positive for the virus but Navy officials insist no personnel in the sea service have shown signs of the disease....:tiphat:https://www.navytimes.com/news/your...ions-in-7th-fleet-aor-as-coronavirus-spreads/

  • As the coronavirus outbreak on the aircraft carrier USS Theodore Roosevelt worsens, the Navy has decided to test 100% of the flattop's roughly 5,000 sailors.
  • The Navy reported three cases, the first for a deployed warship, on Tuesday. Five more sailors on the Roosevelt tested positive on Wednesday. By Thursday, the number had reportedly climbed to nearly two dozen.
  • The ship is pulling into Guam and will remain pierside as the Navy tests the entire crew for the highly infectious coronavirus.
  • There has been a coronavirus outbreak aboard a deployed US Navy aircraft carrier, and the situation is getting worse. In response, the Navy is pulling the ship into port and testing the entire crew.

Acting Navy Secretary Thomas Modly reported Tuesday that "three cases of COVID-19 have been identified among personnel currently deployed and underway on the USS Theodore Roosevelt." Those three cases marked the first aboard a deployed warship.

US sailors will die unless coronavirus-hit aircraft carrier evacuated, captain warns

....
A four-page letter, written by the ship’s captain, describes a bleak situation onboard the nuclear-powered carrier as more sailors test positive for the virus.

Captain Brett Crozier, the ship’s commanding officer, wrote that the carrier lacked enough quarantine and isolation facilities and warned the current strategy would slow but fail to eradicate the highly contagious respiratory virus.

In the letter dated Monday, he called for “decisive action” and removing over 4,000 sailors from the ship and isolating them. Along with the ship’s crew, naval aviators and others serve aboard the Roosevelt.

“We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset - our sailors,” Crozier wrote.

A skeleton crew will man critical stations while Theodore Roosevelt is disinfected pierside in Guam, Acting Secretary Modly said.

By Bradley Peniston Deputy Editor Updated, 7:40 p.m.

Aquilino underscored that some portion of the crew would remain aboard.

I need to be able to run the [nuclear] reactors, fight fires, do damage control, feed the crew that’s aboard. All of those things are a requirement and the team is working through how to do that while at the same time executing our approach to generating fully healthy and COVID-free sailors,” he said.

Aquilino declined to say how many Roosevelt sailors are infected. But he said, “I have no sailors hospitalized. I have no sailors on ventilators. I have no sailors in critical condition. No sailors in an ICU status on the Theodore Roosevelt.”..

If Capt. Crozier had not spoken up and stopped the spread of this virus in that situation, I think it would have increased virulence and began attacking a younger age group. It would have been 1918 all over again with the added threat of nuclear power plants melting down. He is a hero to us all. Thank you!

...As of Tuesday, the Navy said 79% of the Roosevelt crew had been tested for the coronavirus, and 230 of them were positive. About 2,000 of the 4,865 crew members had been taken off the ship.

The episode, which began when the Roosevelt reported its first COVID-19 case among the crew on March 22, two weeks after making a port visit in Vietnam, is one of the more extraordinary dramas in recent U.S. military history. In addition to the health threat posed to the crew of more than 4,800 sailors, the outbreak has sidelined the warship indefinitely and created conflict at the highest levels of the Pentagon.

Esper had publicly expressed his support for Modly’s decision to fire Crozier, but after Modly’s speech about the ship, Esper grew unsettled. Just hours after Modly issued a statement Monday defending his words, Esper compelled Modly to reverse course and issue a public apology....

Marines deploy to support Roosevelt carrier, Esper open to reinstating commander
APRIL 10, 2020 / 5:09 PM
By Christen McCurdyApril 10 (UPI) -- The Navy has deployed a team of medical professionals to Guam to augment efforts to manage an outbreak of the novel coronavirus on the USS Theodore Roosevelt.

According to the Marine Corps, about 230 sailors and Marines arrived in Guam "throughout the first weeks of April" to support the Roosevelt's medical staff in assessing, managing and treating symptoms of COVID-19 while the ship is docked in Guam.

As of Friday, 447 sailors from the ship have tested positive, and 3,155 of its 4,800-strong crew have been moved ashore in Guam, according to Navy figures reported by Stars and Stripes.

The aircraft carrier has been docked in Guam since late March, when it stopped on the island to test its crew of about 4,800 for COVID-19.

The outbreak has been the center of a political firestorm that resulted in the removal of its captain, Brett Crozier, and the resignation of the Navy's acting secretary after Crozier sent a letter pleading for more resources to manage the outbreak.

Defense Secretary Mark Esper told CBS This Morning on Friday that he is willing to consider reinstating Crozier, pending the outcome of an investigation.

Guam residents worry after 1,700 sailors are released from coronavirus-hit ship USS Theodore Roosevelt and up to 10 hotels are reserved for the arrival of thousands more, as more than 400 of the crew test positive
UPDATED: 14:31 EDT, 12 April 2020
  • USS Theodore Roosevelt has been docked in the U.S. territory for more than a week as the 4,865-person crew is tested for the virus and moved ashore
  • More than 1,700 sailors who have tested negative are isolating in hotels, while the 400 sick remain on base
  • President of the Guam Hotel and Restaurant Association, declined to identify the hotels but said as many as 10 have been set aside to house up to 4,000 sailors
  • 'Our people are getting slapped in the face,' Guam resident Hope Cristobal said. 'We don't know exactly where they're being housed'
  • She added: 'I have shortness of breath, and I'm wondering if it's COVID or is it my anxiety'
  • Not including the sailors, Guam has 133 confirmed coronavirus cases and five deaths as of Saturday
  • More than 400 sailors have been confirmed infected, and one was hospitalized Thursday in intensive care (above post says 550)
People in Guam are nervous as hundreds of sailors from a coronavirus-stricken Navy aircraft carrier flood into hotels for quarantine, with thousands more expected soon.

USS Theodore Roosevelt has been docked in the U.S. territory for more than a week as the 4,865-person crew is tested for the virus and moved ashore. More than 400 sailors have been confirmed infected, and one was hospitalized Thursday in intensive care, said Gen. John Hyten, vice chairman of the Joint Chiefs of Staff.

More than 1,700 sailors who have tested negative are isolating in hotels, while the sick remain on base, Navy officials said.
'Our people are getting slapped in the face,' said Hope Cristobal, who worries officials are making promises about safety they won't keep.

She lives less than a quarter-mile from hotels in Tumon, Guam's version of Hawaii's popular Waikiki neighborhood, saying, 'We don't know exactly where they're being housed.'

Mary Rhodes, president of the Guam Hotel and Restaurant Association, declined to identify the hotels but said as many as 10 have been set aside to house up to 4,000 sailors. Seven of them had already stopped taking reservations and seen a dramatic drop in visitors as airlines canceled flights, she said.

Residents are used to a constant U.S. military presence on the strategic Pacific island. ...

....The sailors' quarantine is actually benefiting some smaller hotels, said Rhodes of the hotel association. The Navy has taken over hotels with more than 300 rooms, and other guests have been moved to smaller properties that are struggling amid cancellations.

Rhodes said 'necessary measures' are in place to safeguard the public.

Those assurances aren't enough for Cristobal and others. She said the sailors are adding to an already stressful situation: 'I have shortness of breath, and I'm wondering if it's COVID or is it my anxiety.'...

SECDEF: Majority of Roosevelt sailors with COVID-19 are asymptomatic

A majority of the sailors assigned to the aircraft carrier Theodore Roosevelt who have tested positive for COVID-19 — at least 350 crew members — are asymptomatic, according to Secretary of Defense Mark Esper.

“What we’ve found of the 600 or so that have been infected, what’s disconcerting is a majority of those, 350 plus, are asymptomatic,” Esper said in an interview with the “Today Show” on Thursday. “So it has revealed a new dynamic of this virus that it can be carried by normal, healthy people who have no idea whatsoever that they are carrying it.”

“So we’re learning a lesson there, and making sure that we communicate that to our broader force and we take every precaution we can to keep our force healthy and ready,” Esper said.

Despite being sidelined in Guam, the Roosevelt still could head out to sea and perform its “wartime mission” if needed, Esper said. He...:tiphat:https://www.navytimes.com/news/coron...wartime-ready/

Navy launching investigation into COVID-19 outbreak on Theodore Roosevelt

The Navy plans to launch a medical investigation Monday to study the spread of COVID-19 onboard the aircraft carrier Theodore Roosevelt in an effort to better understand how to stifle future outbreaks, officials said Friday.

With assistance from the Centers for Disease Control and Prevention, Navy medicine is expected to test approximately 1,000 volunteers from TR using nasal swabs, blood samples, and questionnaires, according to Navy Surgeon General Rear Adm. Bruce Gillingham. The samples will then be transported to CDC headquarters in Atlanta to be analyzed.

Officials said the investigation, which is separate from the service’s inquiry into the dismissal of the ship’s previous commanding officer, Capt. Brett Crozier, is expected to last approximately one month.

While these trials will be more advanced than previously administered diagnostic tests — blood samples are not used for a diagnosis — they are not designed to determine the exact source of the virus onboard TR, Gillingham said...:tiphat:https://www.navytimes.com/news/your-...ore-roosevelt/

Sixth sailor from USS Theodore Roosevelt with coronavirus moved to hospital

WASHINGTON — A sixth sailor assigned to the USS Theodore Roosevelt and fighting the coronavirus has been hospitalized in Guam, the Navy announced Thursday, as cases of the disease surpass 650 among the crew.

The sailor is being treated at U.S. Naval Hospital Guam, where five other sailors were transferred this week. One sailor remains in intensive care for observation due to shortness of breath.

The cases follow the death Monday of one Roosevelt sailor who had been in intensive care after being found unresponsive April 9 while in quarantine on Guam. The sailor has not yet been identified, pending notification of next of kin.
As of Thursday, there are 655 Roosevelt sailors with positive tests for the virus. Most of the about 4,800 member crew has been tested, with 3,919 receiving a negative test result.
