GOAT FOOT DISEASE RECORDED IN 3 SOUTHEASTS OF 2 PROVINCES, QUARANTINE REGIME IS ESTABLISHED

Goat foot and mouth disease was confirmed by laboratory tests in Tsogt and Delger soums of Gobi-Altai aimag and Altanbulag soums of Tuv aimag in September 2026. Currently, 637 goats from 28 households have been infected, and 5,871 goats from 15 households have been deliberately culled to limit the source of infection. Surveillance and control are continuing as new cases have been registered in Tsogt soum.
Quarantine regimes have been established in soums where the disease has been confirmed, and 72 officers are deployed at 9 control posts to monitor the movement of livestock, people, and vehicles. 27,200 m² of farms, enclosures, and vehicles are being disinfected, and samples from suspicious and at-risk animals are being taken for laboratory tests. Additionally, we are conducting surveillance of 13 locations in 10 provinces where breeding goats were supplied, and continuing to identify and test any herds that have come into contact with the disease.

INTELLIGENCE AND POLICE AGENCIES WILL INVESTIGATE THE ILLEGAL TRADE OF BREEDING LIVESTOCK

A preliminary investigation conducted by a professional organization to track the epidemiological surveillance and animal migration has concluded that the breeding goats sold under the name “Arvas” on the “Sayatan Sureg Tuqor” website are likely to be related to the disease outbreaks and may have been the source of infection. In addition, the preliminary investigation revealed that the goats were illegally sold as improvers without the proper license to raise and sell breeding animals and were not included in the list of animals to be used as improvers in the Mongolian goat herd.
The General Intelligence Department and the General Police Department are being contacted to determine the route and conditions under which the goats were introduced across the state border, and whether they had origin and import documents. The route through which the goats were introduced across the border and sold and transferred to various locations is being examined with relevant documents. The final results of the investigation will determine the person involved in the illegal act, the reasons for the spread of the infection, and the responsibility for the spread.
There are also reports that after 12 goats were imported from abroad to Tsogt soum in Gobi-Altai aimag, the veterinary department required them to be quarantined, but the soum leadership arbitrarily did not implement the recommendations, which led to the spread of the goats. This is an irresponsible act that should not be taken during an animal epidemic.



LEGAL BASIS FOR COMPENSATION FOR THE DESTRUCTION OF LIVESTOCK BY WRONGFUL OWNERS AND COMPENSATION FOR CIVIL DAMAGES


If the inspection reveals that the instructions and legal requirements of the professional organization have not been complied with, the relevant management and officials must be held accountable as prescribed by law. Obstructing the implementation of quarantine decisions and ignoring the recommendations of the professional organization are acts that are subject to legal liability. If
the person who created the conditions for the disease to occur is determined by the inspection of the authorized organization to compensate for the animals that were deliberately destroyed and the expenses incurred in combating the disease in accordance with the law, the compensation for the destruction and the damage caused shall be paid by the guilty party in accordance with the procedures prescribed by law. In this way, the damages of the herders and citizens whose livestock were destroyed due to the disease will be compensated and the liability of the guilty party will be clarified. In accordance with the relevant provisions of the Law on Animal Health and the Law on Violations, measures will be taken to investigate the violations and obtain damages and compensation. If herders and citizens with livestock show suspicious symptoms of the disease, the General Directorate of Veterinary Medicine warns that the livestock should immediately notify the relevant veterinary institution and not transfer their livestock to other herds or move them. When purchasing and transporting breeding animals, it is mandatory to have a certificate of origin and veterinary medical records, and to have new animals examined by a veterinarian before adding them to the herd and to fully implement professional recommendations.
