President Abdel Fattah El Sisi, US President Donald Trump, Turkish President Recep Tayyip Erdoğan, and Qatari Emir Sheikh Tamim bin Hamad Al-Thani signed a comprehensive peace declaration endorsing the agreement between Hamas and Israel.

The signing ceremony took place during Sharm El-Sheikh Peace Summit, held in the Egyptian resort city on Monday, October 13, 2025, which aims to bring an end to the war in Gaza, strengthen efforts to achieve peace and stability in the Middle East, and open a new chapter of regional security and stability.

The Sharm El-Sheikh Peace Summit witnessed the participation of leaders of more than twenty countries, including kings, presidents, vice presidents, prime ministers, and ministers.

The official spokesperson for the Presidency of the Republic stated that leaders and high officials participating in the "Sharm El Sheikh Peace Summit," alongside President Abdel Fattah El Sisi and US President Donald Trump, are the King of Jordan, the Emir of Qatar, the Kuwaiti Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Jaber Al-Sabah, the King of Bahrain, and the President of Palestine.

Also participating in the summit are the President of Turkey, the President of Indonesia, the President of Azerbaijan, the President of France, the President of Cyprus, and the German Chancellor.

Furthermore, the Prime Minister of the United Kingdom, the Prime Minister of Italy, the Prime Minister of Spain, the Prime Minister of Greece, the Prime Minister of Armenia, the Prime Minister of Hungary, the Prime Minister of Pakistan, the Prime Minister of Canada, the Prime Minister of Norway, the Prime Minister of Iraq, and the Vice President of the UAE are participating.

Also attending the summit are the Minister of Foreign Affairs of the Sultanate of Oman, the Secretary-General of the United Nations, the Secretary-General of the League of Arab States, the President of the European Council, the Minister of State for External Affairs of India, and the Ambassador of Japan to Cairo.

Meanwhile, Presidential Spokesman Mohamed El-Shennawy stated that Saudi Arabia will take part in the summit with a delegation headed by Foreign Minister Prince Faisal Bin Farhan Bin Abdullah Al Saud, noting that Paraguay and the Netherlands will also partake in the event.

The spokesman further clarified Israeli Prime Minister Benjamin Netanyahu will not attend the summit due to a religious holiday.

November 28, 2025 Humanitarian aid During the first half of November, reported cases of acute watery diarrhea in Gaza increased by nearly 15 percent compared to the previous period, while cases of jaundice more than doubled, indicating a continued deterioration in the state of public health, UN humanitarian agencies warned.

According to the UN Office for the Coordination of Humanitarian Affairs ( OCHA ), more than 25,500 cases of acute watery diarrhea were recorded during the first half of November, compared to approximately 22,600 cases during the previous two weeks. In addition, cases of shigellosis more than doubled over the same period, rising from 132 to 307.

This increase in acute diarrheal diseases and acute jaundice syndrome (AJS, hepatitis A) reflects "the persistent health risks linked to overcrowded shelters, lack of access to safe drinking water, and shortages of hygiene products." According to the latest assessment by the Water and Sanitation Sector Working Group, between August 17 and September 5, more than 60% of households in the Palestinian enclave did not have soap in their shelters.

Acute respiratory infections

In general, "winter hardships exacerbate the already dire water and sanitation conditions, as well as the risks of privacy and integrity violations faced by women and girls in displacement sites," OCHA detailed in its latest situation report.

Furthermore, the humanitarian health sector group notes that acute respiratory infections remain the most frequently reported condition, accounting for nearly 70% of all cases recorded this year.

Furthermore, the rehabilitation working group emphasizes that overcrowding due to displacement across the Gaza Strip, the collapse of water and sanitation systems, and the resulting spread of infectious diseases have led to a surge in cases of Guillain-Barré syndrome (GBS). Cases of GBS, a rare autoimmune disease affecting the nerves, have now reached 141, including nine reported in November.


No new cases of polio reported

In addition, three suspected cases of leptospirosis are currently under investigation, two of whom are in intensive care. Leptospirosis is a blood infection caused by a bacterium and is often called "rat fever."

At least three cases of hepatitis A have recently been identified in community kitchens in southern Gaza, according to the Health Sector Group. Following this development, the Food Security Sector stressed the urgent need to strengthen safe food handling and infection prevention and control measures in all kitchen facilities.

The good news is that no new cases of polio have been reported. "Analysis of environmental samples taken in September and October came back negative for polio, marking seven consecutive months without a case detected in Gaza," OCHA emphasized.


Catch-up vaccination campaign

These latest developments come as the first phase of the catch-up vaccination campaign, conducted from November 9 to 20, vaccinated more than 13,700 children in Gaza.
According to UN agencies, less than 2% of participating children had never received any vaccines, while a quarter had not received the scheduled doses, reflecting the gaps in immunity after two years of hostilities.

To continue this momentum, 1.6 million syringes purchased for the next phases of vaccination were successfully delivered this week.

It should be noted that during the first vaccination campaign, approximately 500 children were identified as suffering from acute malnutrition and referred for treatment, out of more than 6,800 children examined. To expand vaccination coverage, United Nations agencies are requesting additional equipment to ensure the cold chain.


The UN condemns two summary executions in Jenin

On the other hand, the United Nations High Commissioner for Human Rights ( OHCHR ) said he was appalled by the killing of two Palestinians on Thursday by Israeli border police in Jenin, in the occupied West Bank, in what appears to be "a summary execution". Tweet URL

Following the incident, which was filmed by a television channel, an internal investigation was announced. “But statements by a senior Israeli government official sought to absolve the Israeli security forces of any responsibility, raising serious concerns about the credibility of any future investigation conducted by an entity that is not entirely independent of the government,” said Jeremy Laurence, spokesperson for the Office of the High Commissioner for Human Rights (OHCHR).

Between October 7, 2023, and November 27, 2025, Israeli forces and settlers killed 1,030 Palestinians in the occupied West Bank, including East Jerusalem. Among these victims were 223 children.

According to the OHCHR, the impunity enjoyed by Israeli security forces for their unlawful use of force and the escalating violence of Israeli settlers must end. “High
Commissioner Volker Türk urges that independent, swift, and effective investigations be conducted into the killings of Palestinians and that those responsible for these violations be held fully accountable,” Mr. Laurence insisted.


Commission of Inquiry

For his part, the President of the United Nations Human Rights Council, Jürg Lauber, announced on Thursday the appointment of Srinivasan Muralidhar (India), Florence Mumba (Zambia) and Chris Sidoti (Australia) as members of the United Nations Independent International Commission of Inquiry on the occupied Palestinian territory, including East Jerusalem, and Israel.

Mr Muralidhar will preside over this three-person body, while Mr Sidoti, who was already a member, has been reappointed to his position.
In September 2025, the Commission of Inquiry concluded in a report that Israel had committed genocide against the Palestinians in the Gaza Strip.

Options to Depart
  • Ben Gurion Airport is re-opening March 5 for limited inbound flights. We have no information yet on when outbound flights may become available. There are overland routes to Taba, Egypt, where commercial options to depart the region are operating. Americans should strongly consider departing on one of these overland routes if they believe it is safe to do so. Visit the Arkia and TUS websites to find information about flight availability and purchasing tickets. Travelers could also journey onward approximately three to four hours by road to Sharm El Sheikh International Airport which offers commercial flight connections to international destinations. The U.S. government cannot guarantee your safety if you choose to depart.
  • The land crossing to Egypt at Taba  is operating and scheduled to be open 24 hours a day. U.S. consular officers may be present in Taba for limited assistance.
  • U.S. Embassy Jerusalem has started offering bus service to Taba for U.S. citizens in need of assistance departing Israel. If interested in assisted departure via a bus on Friday, March 6, 2026, please fill out this online form . Once we have assigned you to a bus you will receive details about the time of departure and rally point. Departures are available from the Jerusalem area and the Tel Aviv area.
  • U.S. Embassy Cairo recommends that all travelers have at least $85 USD (cash) per person to cross the Taba border. ATMs at the crossing are unreliable and quickly run out of cash.
  • Travelers may obtain a 30-day visa on arrival at Taba for $30 USD (cash). This visa permits travelers to enter the Sinai Peninsula and to board flights departing from Sharm el-Sheikh, including those that transit through Cairo. Travelers may obtain a free entry stamp at the Taba border crossing. This stamp permits travel within South Sinai only and does not authorize onward travel to Cairo or other Egyptian governorates. Travelers wishing to travel beyond South Sinai must obtain the standard 30-day visa on arrival. All travelers must also pay $20 USD (cash) for a letter of guarantee required by the local authorities (issued by Bright Star Tours), and $35 USD (cash) for a Taba border exit fee.
  • Before traveling to the border crossings, U.S. citizens should consult the Israel Home Front Command guidance .
Shelter in Place
  • The U.S. Embassy Jerusalem has issued a shelter in place notification for Israel, the West Bank, and Gaza. We recommend all Americans in Israel, the West Bank, and Gaza do the same until further notice. To the extent possible, remain in your residence, hotel, or another structure, and stay away from windows. U.S. Citizens should also consult the Israel Home Front Command guidance .
Embassy Jerusalem and Embassy Branch Office Tel Aviv Operations
  • On February 27, 2026, the Department of State Authorized non-emergency U.S. government employees and U.S. government employee family members to leave Israel. If safe to do so, American citizens are encouraged to depart using commercial or publicly available means.
  • The Embassy in Jerusalem and the Embassy Branch Office in Tel Aviv have suspended all routine consular services through March 13. The Health Cluster is warning of a rise in chickenpox across the Gaza Strip. In just two weeks, it recorded nearly 9,300 reported cases across more than 130 health facilities. Over half of these cases were in Khan Younis. Partners link this surge to deteriorating environmental conditions, overcrowding, sanitation and hygiene gaps, alongside the summer season. Partners are providing antihistamines, antibiotics, fever relievers and other essential medicines. They are also scaling up water trucking to high-burden displacement sites, intensifying chlorination and enhancing latrine clearing and disinfection. Additionally, they are deploying over 100 health promoters in prioritized locations to educate people on home management, isolation practices and how to seek medical support early on. To expand treatment coverage, more resources and hygiene kits are required, alongside unimpeded access to affected areas and sustained funding.

The Health Cluster has circulated an alert and facility-level aggregated data to health partners to support targeted follow-up, including review of supportive treatment availability, infection prevention and control measures, case identification and management, referral of complicated cases, and reporting of gaps. The Health Cluster is also coordinating with the Site Management and the Water, Sanitation and Hygiene (WASH) clusters on site-level follow-up for high-risk areas, where field reports indicate overlapping concerns around skin disease, overcrowding, poor sanitation conditions, waste accumulation, as well as vector and rodent risks.

The rise in reported chickenpox cases is occurring in a displacement environment already marked by severe overcrowding, deteriorating hygiene conditions, and widespread environmental health hazards. Gaza currently has more than 1,600 active displacement sites hosting approximately 1.7 million people, while Site Management Cluster (SMC) coverage remains limited to about 34 per cent, leaving a large proportion of displaced families without regular site-level support and monitoring. Existing SMC alert systems continue to report acute WASH-related vulnerabilities, including inadequate access to drinking water, limited soap availability, insufficient solid waste management, and overcrowded living conditions, all of which increase the risk of communicable disease transmission.

These risks are further compounded by widespread rodent and ectoparasite infestations, reported in 83 per cent of assessed displacement sites, alongside sewage in streets, accumulated solid waste, stagnant water, and poor sanitation conditions. During recent site visits, SMC teams also observed that many households lacked appropriate water storage containers and were resorting to improvised solutions, such as storing water in used flour sacks lined with plastic garbage bags (bin liners), increasing the risk of water contamination and inadequate household water storage. Combined with overcrowding, poor waste management, and limited access to water and hygiene supplies, these conditions are creating a highly conducive environment for the spread of chickenpox and other communicable diseases.

More broadly, the health system continues to suffer from a shortage of critical items. The Ministry of Health (MoH) has reported a critical disruption in haemodialysis services at Al Shifa Hospital in Gaza city due to shortages of sodium bicarbonate, a consequence of chronic underfunding. Due to the shortage of this essential consumable for dialysis machine operation, about 45-50 per cent of dialysis machines (approximately 25 of 52) are currently out of service, significantly reducing treatment capacity for about 240 patients with end-stage kidney disease. Emergency measures, including reducing dialysis sessions from three to two times per week, shortening session duration from four to three hours, and increasing the number of daily shifts, have been introduced to maintain partial coverage. These measures have adversely affected patients, with increasing reports of fatigue, clinical deterioration, and elevated risks of cardiac and respiratory complications. The situation remains critical, with an urgent need to restore supplies to prevent further deterioration and potential loss of life. The Health Cluster continues to work with partners and bilateral donors to respond to this urgent need.

The WHO is issuing a new monthly report concerning the Middle East. Basically they collect data submitted by member states and sometimes add some information developed by them. As with all data - please use at least 2 sources for your news. Even the WHO gets it wrong occasionally so we always advise people to use several sources.  The Department of State advises Americans worldwide to exercise increased caution.

Event: Due to heightened tensions in the Middle East, the security environment remains complex with the potential for unforeseen escalation.   

Americans currently in the Middle East should exercise caution and heightened vigilance and should be prepared for flight cancellations, periodic airspace closures, and potential travel disruptions. Some airlines in the region have postponed resumption of earlier flight schedules; others have cancelled some routes.

Americans outside the Middle East should reconsider travel to and through the region. Those who do travel to or from the region should monitor information about airport and airline operations.

U.S. diplomatic facilities, including outside the Middle East, have been targeted. Iran and groups supportive of Iran may target other U.S. interests overseas or at locations associated with the United States and Americans throughout the world, including U.S. businesses and other institutions.

Actions to Take
  • Americans traveling in or through the region should check with their air carriers to make sure their flights are still scheduled.
  • Contact your airline directly for flight change details if your flight is affected.
  • Monitor embassy and consular security alerts and the news for breaking developments.
  • Follow the instructions of local authorities.
