Bill Bowerman, a University of Maryland researcher who’s been studying eagles since the 1960s, is looking into the impact bird flu’s had on Michigan’s eagle population for a forthcoming study. While disease normally accounts for about 6% of the deaths of Michigan eagles tested in the lab, Bowerman’s team found that, in 2022, disease accounted for about 40% of lab-tested deaths, with the overwhelming majority testing positive for highly pathogenic avian influenza.

This had a significant impact on the population, Bowerman said. Eagle populations are often measured in terms of breeding pairs, couples aged five or older occupying nests. In Michigan, Bowerman’s team found pairs went from 1,085 in 2022 to 633-671 in 2023, a reduction of about 40%.

After 2022, the number of eagles testing positive for bird flu went down, with fewer than 10 positive cases in 2023 and 2024 combined. But highly pathogenic avian influenza is still spreading, and case numbers appear to be going back up.

Michigan: Health officials: Bird flu likely linked to die-off in Muskegon County

MUSKEGON, Mich. (WOOD) — Public Health Muskegon County is investigating a potential outbreak of highly pathogenic avian influenza at the Muskegon County Resource and Recovery Center.

PHMC issued a news release Wednesday saying a die-off involving at least a dozen wild birds was discovered on the grounds and early data shows HPAI is likely the cause. Lab tests are expected to confirm the findings in the next couple of weeks.

As a precaution, PHMC has issued a public health advisory for the Resource and Recovery Center’s recreation areas.

Simple health and safety precautions can limit the spread of HPAI

The Michigan Department of Natural Resources reminds waterfowl hunters to protect themselves and domestic animals amid ongoing cases of highly pathogenic avian influenza. Commonly known as “bird flu,” HPAI is a highly contagious respiratory disease that causes sickness and sometimes death in birds and mammals. Wild birds can carry HPAI without appearing sick.

HPAI has been found in North American waterfowl since 2021. This year, the DNR has detected cases of HPAI primarily in Canada geese, bald eagles and red-tailed hawks. A list of detections are posted on the DNR’s HPAI webpage.

Cases can be found at any time of the year, but upticks are expected during spring and fall waterfowl migrations.

“Although it has been seen in Michigan for a few years now, the patterns of infection differ each year, and we continue to monitor this disease in Michigan’s wildlife,” said Dr. Scott Larsen, DNR wildlife veterinarian. “We count on our hunters, birdwatchers and other Michiganders to let us know what they’re seeing, and the online DNR Eyes in the Field reporting tool is a great way for folks to notify us of events with multiple sick or dead birds.”

Risks to humans

The risk of HPAI infecting people is low, but the virus can infect people, especially those who come into contact with infected animals or material. Although the risk to the public appears to be low, hunters should always take precautions when handling wild birds.

Don’t harvest or handle wild birds that are obviously sick or found dead. If you observe a die-off of six or more waterfowl, gulls or shorebirds, report it through the DNR Eyes in the Field online reporting tool or contact your local DNR field office.

If you have close contact with obviously sick or dead wild birds, or surfaces contaminated by them, monitor for these symptoms for 10 days after your last exposure:
  • Fever with temperature over 100 degrees Fahrenheit or chills. Fever may not always be present.
  • Sore throat.
  • Difficulty breathing or shortness of breath.
  • Eye tearing, redness or irritation.
  • Runny or stuffy nose.
  • Muscle or body aches.
Precautions for waterfowl hunters

Hunters should take the following precautions to avoid contracting or spreading bird flu:
  • Cook all meat to an internal temperature of 165 degrees Fahrenheit to kill any viruses.
  • Process wild birds in the field. Remains from processed birds should be buried on-site or double-bagged and disposed of with household trash.
  • Avoid touching your eyes, nose and mouth when handling wild birds.
  • Wear rubber or disposable gloves while handling and cleaning wild birds, and wash hands with soap and water or alcohol-based hand cleanser, even if hands are not visibly soiled.
  • Thoroughly clean and disinfect all knives, equipment and surfaces that come into contact with wild birds.
  • Do not eat, drink or smoke while handling or cleaning wild birds.

Risks to animals

Waterfowl hunters who care for other domestic animals should take added steps to protect the health of their animals. These precautions include:
  • Keeping domestic animals away from wild birds.
  • Keeping domestic animals away from dead waterfowl.
  • Keeping domestic animals away from hunting apparel and footwear that has come into contact with wild birds or their mucous, saliva or feces.
  • Cooking waterfowl meat to 165 degrees Fahrenheit before feeding it to other animals.
  • Showering after the hunt and before tending to domestic animals.
  • Washing hands immediately before and after caring for animals.
  • Not sharing equipment or other supplies between premises.

DNR advises waterfowl hunters to safeguard against bird flu amid outbreak

Simple health and safety precautions can limit the spread of HPAI

Michigan Department of Natural Resources officials are reminding waterfowl hunters to take precautions to protect themselves and domestic animals from highly pathogenic avian influenza, commonly known as bird flu. This fall, the Michigan Department of Agriculture and Rural Development has reported increasing outbreaks of HPAI in commercial and backyard poultry flocks, including new detections in counties with popular waterfowl hunting destinations.

The DNR reports more HPAI detections in 2025 than were found in 2024; 130 wild birds have tested positive for HPAI in Michigan, with most detections in Canada geese, bald eagles and red-tailed hawks. Wildlife detections and pending cases are posted on the DNR’s HPAI webpage.

The disease has been found in every Michigan watershed, indicating that it has occurred throughout the state.

HPAI has been detected in surrounding states and other parts of the U.S. as well. Hunters traveling out of state are advised to follow all health and safety precautions regardless of where they are hunting. Michigan’s earliest waterfowl season opened Sept. 1 and the final season closes Feb. 15. Learn more at Michigan.gov/Waterfowl.

“Make sure to take appropriate precautions when field dressing wild birds. In order to kill the virus, use a food thermometer to ensure that meat is cooked to an internal temperature of 165 degrees Fahrenheit,” said Dr. Scott Larsen, DNR wildlife veterinarian. “It’s also important to properly clean and disinfect gear and equipment before coming into contact with domestic birds.”

HPAI is a highly contagious respiratory disease that causes sickness and sometimes death in wild birds and mammals. HPAI infections can occur at any time of the year, but upticks are expected during spring and fall waterfowl migrations. Wild birds can carry HPAI without appearing sick.

Anyone who observes a die-off of six or more wild birds should report it through the DNR Eyes in the Field online tool or a local DNR field office.

Precautions for waterfowl hunters

The risk of HPAI infecting people is low, but the virus can spread through direct contact with infected animals or material. Hunters should always take precautions when handling wild birds to avoid contracting or spreading bird flu:
  • Do not harvest or handle wild birds that are obviously sick or found dead.
  • Process wild birds in the field. Remains from processed birds should be buried on-site or double-bagged and disposed of with household trash.
  • Wear rubber or disposable gloves while handling and cleaning wild birds, and wash hands with soap and water or alcohol-based hand cleanser, even if hands are not visibly soiled.
  • Do not touch your eyes, nose or mouth when handling wild birds.
  • Do not eat, drink or smoke while handling or cleaning wild birds.
  • Cook all meat to an internal temperature of 165 degrees Fahrenheit to kill any viruses.
  • Thoroughly clean and disinfect all knives, equipment and surfaces that come into contact with wild birds.
  • If you have close contact with obviously sick or dead wild birds, or surfaces contaminated by them, monitor for these symptoms for 10 days after your last exposure:
    • Fever with temperature over 100 degrees Fahrenheit or chills. Fever may not always be present.
    • Sore throat.
    • Difficulty breathing or shortness of breath.
    • Eye tearing, redness or irritation.
    • Runny or stuffy nose.
    • Muscle or body aches.

Protecting domestic animals from infection


HPAI has been found in Michigan commercial and backyard domestic poultry, as well as dairy cattle. Waterfowl hunters who care for domestic animals, including hunting dogs, cats and backyard poultry, should take the following precautions:
  • Keep domestic animals away from wild birds, including dead waterfowl.
  • Keep domestic animals away from hunting apparel and footwear that has come into contact with wild birds or their mucous, saliva or feces.
  • Cook waterfowl meat to 165 degrees Fahrenheit before feeding it to other animals.
  • Shower after hunting and before tending to domestic animals.
  • Wash hands immediately before and after caring for animals.
  • Do not share equipment or other supplies between premises.
