Panama restricts entry of live animals from bird flu in Mexico

Panama strengthened its biosecurity measures at its borders and farms and restricted the entry of live animals from Mexico for the outbreak of bird flu in the Mexican state of Jalisco, authorities said today and producers.

"We are alert to any situation, any product (live animal) coming from Mexico is restricted ', told Notimex director of Animal Health, Ministry of Agriculture, Manuel Gonzalez.

Around 2.5 million birds at poultry farms in western Mexico have been slaughtered over the past 3 weeks in an attempt to contain an [avian influenza] outbreak, the country's agriculture ministry said on Tuesday [10 Jul 2012].



The virus responsible for the outbreak, H7N3, has occasionally caused human disease in various parts of the world, according to the United Nations, but has not shown itself to be easily transmittable between humans.



Officials visited 148 poultry farms, finding avian influenza in 31 farms, while 34 came up negative and results for the remainder were pending.



Of the 3.4 million affected poultry, "the number of birds that have been sacrificed as a control and eradication measure as of (Mon 10 Jul 2012) is 2.5 million," the ministry said in a statement.



The outbreak was first detected on 20 Jun 2012 in Jalisco state, and the Mexican government declared a national animal health emergency on 2 Jul 2012 in the face of the aggressive epidemic.



After importing one million vaccines from Pakistan, the farming officials said they have developed a seed-based vaccine that they will deliver to 4 laboratories to produce over 80 million doses initially.



Health officials keep a close watch on such outbreaks since so-called swine flu [influenza A/(H1N1) virus] broke out in Mexico in 2009. The H1N1 virus spread into a global pandemic that claimed the lives of 17 000 people.

An outbreak of avian flu in the western state of Jalisco has claimed 2.5 million chickens and caused $50 million in losses, a representative of the Mexican poultry sector said Thursday.
"The industry will fail to produce $50 million, not only from the cost of the (dead) birds, but also from the intrinsic value of production, the generation of wealth and of indirect jobs in other fields," Cesar de Anda, vice chairman of the International Egg Commission, told Efe.
De Anda is part of an inter-institutional task force seeking solutions to the crisis spurred by the outbreak of the H7N3 virus in Jalisco, which accounts for 55 percent of Mexican egg output.
The latest report from Mexico's food safety agency, Senasica, says 2.5 million chickens have died of the flu or been slaughtered, while another 3.4 million birds are carriers of the virus.

    • During the epidemiological surveillance carried out in response to the event, the National Food Quality, Food Safety and Health Service (SENASICA) has taken samples in the outbreaks and around the outbreaks in 148 poultry farms.
    • 31 farms were identified by viral isolation, diagnosis is ongoing in other 83 and 34 have tested negative to H7N3 highly pathogenic virus.
    • The population at risk in these 148 farms amounts to about 17 million birds, of which 86.1% of layers, 6.9% of broilers and 7% of breeders.
    • As part of the measures taken to reduce the risk, the buffer zone has been extended to 60 km around the index outbreak and includes 161 poultry farms at risk with a population of 25.8 million of birds.
    • Control measures on birds and their products movements have been strengthened in the quarantine area and eight check points have been established with the support of 26 health technicians with 9 vehicles that monitor the quarantine zone.
    • Epidemiological surveillance activities continue in the outbreaks, around the outbreaks and in the buffer zone.
