'Fini les rumeurs de maladie contagieuse en Adrar' 'No more rumors of contagious disease in Adrar'

The Adrar has been known for nearly a month of rumors about creating a contagious disease psychosis among rural populations, but the government's efforts succeed, after blood samples from animals and targeted analysis has identified this animal disease specifically called Pasteurellosis "transmissible from animals.

The hypothesis therefore contagion among people is baseless and deaths reported to Aoujeft Amegjar and death are natural and have nothing to do with this animal disease and no infection is possible with humans.

Veterinarians have excluded any contagion, but this disease is transmissible in animals is caused by 'stress''transhumant animals traveling long distances and standing water and climate in winter are vectors of disease that cause fears among farmers thus affecting livestock in Adrar.

Indeed, information on deaths in the region are purely coincidental new it was more natural death, but he was more humane to report births in that period instead of creating hysteria in rural areas.

Rift Valley fever strikes in Mauritania
(AFP) – 7 hours ago

NOUAKCHOTT — An outbreak of Rift Valley fever has struck the north Mauritanian town of Aoujeft, causing "loss of human life" and killing cattle, official sources said, while the press put the death toll at 17.

"Cases of Rift Valley fever have caused loss of human life and at the level of cattle," the official Mauritanian news agency AMI reported, without giving casualty figures.

According to the independent local press, the "epidemic" has claimed 17 lives and sick people have been sent to hospitals in Nouakchott.

"The ministers of health and the interior, visiting the region, have given strict instructions to the people of Adrar (where Aoujeft lies) to avoid consuming locally produced meat and milk," AMI added.

These bans on foodstuffs essential to the local population are expected to last until laboratory analyses and tests that have been under way since last Thursday on contaminated animals are complete, the agency said.

Rift Valley fever is a disease transmitted by infected mosquitos that mainly affects livestock but can also contaminate human beings, particularly young men who are looking after diseased cattle.

The death rate is usually below two per cent of infected people, since Rift Valley fever is generally a mild disease among people, causing headaches and muscle pain and flu-like fever, according to the World Health Organisation.

No specific treatment is available and there is no human vaccine for Rift Valley fever, which gets its name from the part of Kenya where it was first identified in 1931.

Adrar / deadly fever: The arrival of two ministers. Doctor after death!

He had to wait between the day of the declaration of the deadly fever Amogjar (Adrar.Info article, published on 1 November 2010 Cridem) to date, 24 people die and 200 camels break the pipe, so that government, through the Ministers of Interior and Health, care about the concerns of people at risk of Adrar.

They arrived in Nouakchott, with their large delegation yesterday to 21 Hours in Atar, when a generalized psychosis travels in recent days the people.

There 'has something like this: Death in Atar-city, three people last Sunday, three other deaths in the town of El Meddah (Graret Levrass) Hasty departure for consultation in Nouakchott from Wali of Adrar "tired" is said, following his tour of evaluating precisely what is said, made last week in Aoujeft; unexplained death and continues here and there animals.

The two ministers and their followers went this morning to Amogjar where it all began when in October, three persons of the same family, Ehel Tihiya, lost suddenly and almost simultaneously life. (This is posts #1 and #2 of this thread - alert)

Currently, the ministers held a meeting at the municipal cultural center, with various segments of civil society to try to calm the atmosphere. Tonight they will be in the department of Aoujeft before returning to Nouakchott.

Already in Atar, the butchers' stalls are left all day long. Who butchers shouted their anger at anyone who will listen and ask that the anti-meat and milk ceases immediately, while requiring the state, compensation for losses they suffer.

Lovers of camel milk does more to jostle out of the city to look for. The lesser evil: diarrhea, headache or vomiting, panic families. That it can to our dear ministers, came very late and have not even on their territory, fifty years after, a laboratory capable of determining the nature of a disease known since 1931 yet?

That's what it costs a month wait sampling results from the lab in Europe: 24 people have died due to fever Rift Valley, including 17 Aoujeft, 200 camels are "dead" whose 160 to Aoujeft too.

Mauritania: a dozen died from fever Rift Valley
Posted on 2010-12-02 2:04:49 p.m. | French. News. Cn Text Size

NOUAKCHOTT, Dec. 1 (Xinhua) - More than a dozen people have died in recent days in different localities of the province of Adrar (northern Mauritania), the Valley Fever (RVF) , Xinhua learned from hospital officials in Nouakchott.

According to the sources, 18 people were evacuated from the district of Aoujeft (south-western province of Adrar) to various health facilities, especially in Nouakchott. Two of them died 48 hours after hospitalization.

"An unknown disease" was reported recently by the mayor of the municipality of Aoujeft who had sounded the alarm after several cases of deaths in his constituency.

Another mayor also announced the deaths of 7 people in his town as a result of what he called a "strange disease".

The Mauritanian Minister of Health Dr. Cheikh Ould Horma Elmoctar and Interior Minister Mohamed Ould Boilil went on Tuesday night in Adrar to see the situation created by the outbreak of RVF, a viral zoonosis that primarily affects animals but can also infect humans. This disease is little known in West Africa.

According to Dr. Nagi Ould Mounir, Director of Health of the province of Adrar, laboratory investigations have confirmed that the fever Rift Valley is the cause of death, which occurred two ago weeks, north of Atar (350 km north of the capital), five members of one family.

Amazing. Please rename and move this thread.

In post #3, RVF was one of the leading suspects, and the ProMED post from November 4th also mentioned RVF as a possibility.

Thanks to all our newshounds, we had word on this outbreak a MONTH before the international media. Somewhere between 12-15 of the deaths are explicitly described in this thread (depending on your interpretation of the translations).

An outbreak of Rift Valley [fever] has erupted in the Mauritanian
town of Aoujeft (North), causing loss of life amongst people and
cattle, Mauritanian officials said Thursday [2 Dec 2010]. The
Independent press, quoting from official sources, speaks of 17 deaths.

"Cases of fever Rift Valley [fever] have caused losses of (human)
lives and of livestock," stated the Mauritanian News Agency (l'Agence
mauritanienne d'information, AMI), without specifying the total.
According to local independent media, the epidemic has already killed
17 people, and the sick were sent to hospitals including those in Nouakchott.

The Minister of Health and Interior visiting the region has given
strict instructions to the population of the Adrar (the region where
Aoujeft is situated) that they must refrain, in response to these
[Rift Valley] fever cases, from consuming locally produced meat and
milk, says AMI. These restrictions on meat and milk, 2 essential
commodities in the diet of the people, must last at least until the
investigation is finished and the results of laboratory tests
conducted since Thursday [2 Dec 2010] by veterinary specialists on
infected animals are confirmed says AMI.

Rift Valley fever is a disease that primarily affects animals but can
also infect humans. The infection can cause severe disease in both
animals and humans. The deaths and abortions in cattle infected with
the disease also result in substantial economic losses.

There is no specific treatment, and no human vaccine is available
against the disease, which is transmitted by mosquitoes and affects
mainly young men in contact with infected cattle.

Rift Valley fever bears the name of the region of Kenya where it was
identified in 1931. The disease has hit Kenya, Somalia and Tanzania
in the years 1967/68, and the last major outbreak was reported in
2000 in Yemen and Saudi Arabia [and Mauritania in 2003; see
ProMED-mail archive references below].

[Mortality on this scale is unusual for local outbreaks of Rift
Valley fever. The text of this press report suggests that a precise
diagnosis has still to be confirmed. Further information is awaited.

Rift Valley fever (RVF) is a viral zoonosis that primarily affects
animals but also has the capacity to infect humans
. Infection can
cause severe disease in both animals and humans. The disease also
results in significant economic losses due to death and abortion
among RVF-infected livestock.

RVF virus is a member of the _Phlebovirus_ genus, one of the 5 genera
in the family _Bunyaviridae_. The virus was 1st identified in 1931
during an investigation into an epidemic among sheep on a farm in the
Rift Valley of Kenya. Since then, outbreaks have been reported in
sub-Saharan and North Africa [Mauritania]. In 1997-98, a major
outbreak occurred in Kenya, Somalia and Tanzania, and in September
2000, RVF cases were confirmed in Saudi Arabia and Yemen, marking the
1st reported occurrence of the disease outside the African continent.

The vast majority of human infections result from direct or indirect
contact with the blood or organs of infected animals. The virus can
be transmitted to humans through the handling of animal tissue during
slaughtering or butchering, assisting with animal births, conducting
veterinary procedures, or from the disposal of carcasses or fetuses.
Certain occupational groups such as herders, farmers, slaughterhouse
workers and veterinarians are, therefore, at higher risk of
infection. The virus infects humans through inoculation, for example
via a wound from an infected knife or through contact with broken
skin, or through inhalation of aerosols produced during the slaughter
of infected animals.

There is some evidence that humans may also become infected with RVF
by ingesting the unpasteurized or uncooked milk of infected animals.
Human infections have also resulted from the bites of infected
mosquitoes, most commonly the _Aedes_ mosquito. Transmission of RVF
virus by hematophagous (blood-feeding) flies is also possible. To
date, no human-to-human transmission of RVF has been documented, and
no transmission of RVF to health care workers has been reported when
standard infection control precautions have been put in place
. There
has been no evidence of outbreaks of RVF in urban areas.

While most human cases are relatively mild, a small percentage of
patients develop a much more severe form of the disease. This usually
appears as one or more of 3 distinct syndromes: ocular (eye) disease
(0.5-2 percent of patients), meningoencephalitis (less than one
percent) or haemorrhagic fever (less than one percent).

The total case fatality rate has varied widely between different
epidemics but, overall, has been less than one percent in those
documented. Most fatalities occur in patients who develop the
haemorrhagic icterus form.

Amogjar Fever: The Wali on the scene
------------------------------------
The sudden death this morning [5 Nov 2010] of a camel herder and that
yesterday's guide-camel, whose body was burnt publicly by the
veterinarian, has relaunched with a vengeance the serial "weird fever
of Amogjar."

To appreciate the situation himself, to inquire for news of affected
families following the death of some of their members and to calm
somewhat heated minds, the Adrar Wali visited the disputed area this
morning ([Thu 4 Nov 2010]).

The visit [of the Wali] comes after the [visit of the Chief Medical
Officer of PMI from Atar the day before yesterday [3 Nov 2010] and
the visit of the Regional Health Director (DRASS) yesterday [4 Nov
2010]. The Wali was accompanied by the Hakem d'Atar, the regional
army leaders, the gendarmerie, the police, the representative of CSA
and those from the [Ministry of the] Environment. We recall that upon
his return last night [3 Nov 2010], the DRASS [Regional Health Team]
brought with them 2 young children that were immediately admitted to
the hospital in Atar.

In the beginning of the winter season when there is usually a
resurgence of diseases which affect both humans and animals, some
people are concerned about the scourge that killed several animals in
Inchiri, Tagant Dhar Adrar (Ain Savr) and now Baten (Atar-Amogjar),
that it might be more widespread.

Many families[in fact have claimed] some losses due to sudden deaths
in their livestock.

[In the 1st post on this outbreak, there was mention of 3 deaths and
2 additional cases in this outbreak, with presenting symptoms of
fever, arthralgias and vomiting. There were also conflicting reports
on the involvement of camels in the affected area.

In this follow-up newswire there is mention of one additional human
death, and it appears as though there have been livestock deaths
occurring in recent times in the affected area and at least one camel
death (that was cremated/burned). Reviewing prior reports from
Mauritania, ProMED has posted on outbreaks of Rift Valley fever (RVF)
and Crimean-Congo hemorrhagic fever (CCHF) in Mauritania. The scant
information that has been available on this current outbreak does not
mention hemorrhagic phenomena associated with the fatalities -- while
not ruling out CCHF, the added fact that clinical disease has not
been report in CCHF infections of camels, it makes this diagnosis less likely.

If in fact there has been an increase in livestock (caprines,
camelidae and possibly bovines if there are the herders in the
general area) mortality in the affected areas, it is possible that
there may be ongoing RVF in the affected zones.

Once again, there are many other etiologies for a clinical
presentation of fever, arthralgias and vomiting that should still be
considered in the differential diagnosis. We await results of further
studies, as well as more information on the possibility of a
concurrent increase in livestock mortality.

Valley fever Rift: War balance between the Minister of Health and the MAI.

Adrar touring with the Interior Minister, to inquire about the status of populations following the appearance of a mysterious fever in this area in late October, the health minister, Ould Cheikh Ould Horma Babana has indicated that so far the disease has caused only 13 deaths, unlike the uproar over the issue that has reached the threshold could be called "media terrorism" in a clear allusion to the reports drawn up by the Mauritanian Agency Information (AMI).

Indeed, the government agency in a report of this mission, released today, has put the figure at 27 dead, including 7 in Atar and 20 Aouejeft.
Last night, TVM broadcast a live show, broadcast on Radio Mauritania, led by the Minister of Health and the Rural Development to public enlightenment on the disease.

Ministers indicated that initially it was thought that these were haemorrhagic fever. But what kind? It was therefore necessary to take samples sent to the Pasteur Institute of Dakar for analysis. The results led to say that it is in fact the fever Rift Valley and establish that 5 cases died of the fever, while others gave negative test results despite syntomic characteristics disease.

The Minister of Health confirmed the absence of treatment for fever Rift

Saturday, December 4, 2010 10:19 p.m.

The Health Minister, Sheikh El Moctar Ould Horma, said he does not exist, at present, treatment for Rift Valley fever and the only way to protect yourself is to avoid eat meat not thoroughly cooked or unheated milk drink and sleep under mosquito nets.

The minister who wanted reassurance also stated that the situation "under control and there is no need to panic."

The Health Minister was speaking in a special broadcast on television in Mauritania, Friday evening, which also took part and the Minister of Rural Development, Brahim Ould M'Bareck. This was to clarify the mouth of the rift that emerged in recent days in northern Mauritania, and whose first appearance on October 26 last, was in town "Graret Levrast" as the highlight Ould Horma, adding that the Health Department had sent fact-finding missions have identified 40 cases in the Adrar and 3 Inchiri, adding that samples were sent to Dakar for analysis.

The Health Minister also indicated that the disease is currently confined to the moughataa Aoujeft and common Tawaz, adding that the first reported case in humans, in November was among members of a family whose one succumbed to the disease while the condition of others called to the hospital and submit to examinations which have subsequently shown that they are affected by the disease of the rift valley fever. These people also come to be blown away by this terrible disease. The health minister said the conditions were first reported in the locality "Amdir" in the wilaya of Adrar where a family has eaten the meat of a camel which disease and remained 24 hours slaughtered in the open, their consumption was also fatal.

Horma Ould said that the first appearance of this evil goes back to 1931 in Kenya and the Rift Valley fever has subsequently manifested in various countries such as Yemen, Tanzania, Saudi Arabia. Referring to the symptoms of this disease, the health minister said it is a hemorrhagic fever that affects animals and is transmitted to humans when they consume the products of these animals or their remains or even when he rubs them. He indicated that contamination by mosquito bite is a fact that has yet to prove scientifically, noting that evil manifests itself in various places and at different times.

Concerning animal disease events, the Minister of Rural Development, Ould M'Bareck, the first signs appeared in 1982 and in 1987 the disease spread in the Senegal River region and causing death 300 people, adding that the disease has been misdiagnosed at the time, such as yellow fever. He added that in 1999 the disease appeared in the wilaya of Hodh El Gharbi, which resulted, too, by 9 people.

Attempted to reassure the two ministers said that President Mohamed Ould Abdel Aziz in person following the case and gave instructions to all State resources are mobilized to ensure the health of populations.

RVF is not a common illness and not endemic in Mauritania under normal conditions, so even one confirmed case strongly implicates that virus in the whole outbreak, IMO.

Adrar / mortal fever: What the ministers did not say.

In their performance "live" (between them and the speaker of the TVM) last night about the fever called Rift Valley (RVF), the ministers of health and rural development, have not satisfied the questions of most citizens.

1 - They say, confirm and swear that the plague that has killed since September, on people and animals in Adrar, is none other than the RVF. Qu'avancent they as evidence? Five (5) cases of positive tests on an unspecified number (did not say) negative results.

For this feat, they have not outlined a setback of language, the causes of animal diseases (raised by many Mauritanians), due to contamination with toxic poisons, from mineral processing Akjoujt? Minister of Rural Development has he not said early intervention - the first reported cases come from Inchiri and Ain Savr?

2 - Why Distinguished Ministers are so categorical, hammering the current scourge is circumscribed by the department and the municipality of Aoujeft Tawaz? These areas are they not in the center of the country? Or the RVF virus they fell from the sky? Why do not they speak to citizens in migration of animals after the fall rains? The animals in the south, southeast and west do not they go back to the wintering Tiris Zemmour in search of Hatba?

Did we not reported in October-November several dead animals Guelb Richat north of Ouadane?

3. Assuming, with confidence, say that our very competent ministers (Mauritania, according to Minister of Rural Development, in its word-finding has existed since the current government team directs)

What compensation do they offer to citizens, in return for the withdrawal they impose the prohibition of consuming meat and milk? Have they not mentioned in their speeches, malnutrition factor favoring the spread of the disease in question? What soothing words they have sent to butchers who have lost and continue to lose cash shortfalls and significant psychological?

Mauritania Reports 3 Outbreaks of Rift Valley Fever

Horma ould finally recognizes the existence of an outbreak of RVF and the fatality rate is high

19-12-2010

In a letter No. 000776 dated December 12, 2010 (copy attached), Minister of Health informed the WHO Representative in Mauritania "an epidemic of Valley Fever occurred in the Wilaya of Adrar, based confirmation of cases by the Institut Pasteur in Dakar. "

He also reveals that: "The impact of public health are severe with a case fatality rate (proportion of fatal cases related to illness, compared to the total number of cases reached here this rate is 20.7%) relatively high and the risk of contamination by animals and / or animal products persist. Minister then listed the actions taken "in response to this event" and seeks "the cooperation and support of partners to implement the measures envisaged: Investigations to better document the epidemic, strengthening of epidemiological surveillance both on the side of human health of animal health, strengthening laboratory diagnostic capacity and the national component of communication. "

Meanwhile waiting for WHO response, citizens continue to die in Adrar.

After the deaths last week of arriving and Choum Ouadane, Sieur Ahmed Ould Hjour the town of Legleitat, Aoujeft Department, died Thursday, Dec. 16 at the RVF dixit DRASS of Adrar to the NNA. Five persons of a family from near Tellabs Ouadane are welcomed on Saturday the hospital to Atar always full well, since last month of bedridden patients. 80% of these cases are suffering from malaria, as always Mr. DRASS. ...
