An epidemic alert has been sounded in the state following reports of
3 fatal cases so far from suspected acute encephalitis syndrome (AES)
in several parts of the state [Manipur]. As per official surveillance
reports, more than 100 cases of suspected AES have been found mostly
in the valley districts of the state.

The patients with such syndrome have been admitted to RIMS [Regional
Institute of Medical Sciences] and some other private hospitals. The
official reports further revealed that 3 deaths were reported from
Bishnupur, Khelakhong, and Mantripukhri. All of the victims were
children below the age of one year.

Blood samples of some infected persons have already been sent to
advanced laboratory at Dibugarh (Assam) for the confirmation of
Japanese encephalitis [JE] and more blood samples would also be sent
to the National Institute of Communicable Diseases (NICD), New Delhi,
stated the source.

The official source further maintained that equipments for the
diagnosis of Japanese encephalitis have already been installed at the
JN Hospital, Porompat. However, at this crucial point of time the
equipments are malfunctioning adding more hurdles to counter the
suspected cases of acute encephalitis syndrome.

The state health services and district vector borne diseases control
societies have taken up necessary steps to counter the outbreak of
suspected AES in the state. Fogging of malathion chemical was widely
done in those areas where there are cases of such syndrome.

Imphal East district vector borne diseases control society has
already done fogging at Naorem Leikai, Uchekon Laikon, and
Mantripukhri areas. Both urban and rural areas of the state have been
widely fogged as a part of the emergency measures to counter outbreak
of Japanese encephalitis which is carried by _Culex_ mosquitoes.

As a precautionary measure, the state vector borne diseases control
society would take up mass vaccination programme for Japanese
encephalitis for children between 0-14 years of age within few months.

[Cases of what this report termed as acute encephalitis syndrome
(AES) continue in the Manipur area. It will be of interest to see if
these and earlier cases are confirmed as Japanese encephalitis virus
infections, or due to infection by some other virus(es). It is
unfortunate that the equipment is not functioning for local
laboratory diagnosis of JE virus infections. ProMED-mail awaits the
results of the laboratory tests with interest. Effectively
controlling the _Culex_ JE virus vector mosquitoes over large
geographic areas is difficult and expensive. Vaccination of the
population at risk seems to be the better approach to reducing the
number of encephalitis cases, should JE virus prove to be the
etiological agent involved.

IMPHAL, July 10: With the increasing number of patients hospitalized due to Acute Encephalitis Syndrome (AES), the state medical directorate has asked the general public to be cautious but not to panic.

During the last 15 days, many patients mainly from the valley districts have been hospitalized due to AES, which can be caused by various organisms, according to the official statement issued by the director health services, Manipur.

It said Japanese Encephalitis virus (JE virus) can also cause AES.

It may be noted that the main symptoms of AES are abrupt onset of high fever, headache, often accompanied by vomiting and diarrhoea and altered sensorium. AES can also occur with further symptoms such as seizures (excluding febrile seizures), irritability, abnormal behavior and even loss of consciousness. Should the latter symptoms appear in an individual in the age group of 1-15 years, the individual should be hospitalized at the earliest as the chances of recovering from the illness is very high if treated early.

The official statement also mentioned that, the directorate has asked the public to be cautious as the JE virus is spread through mosquitoes from the wild birds, pigs etc. It is not however transmitted through man-to-man. Although most people with a good immune system have a protective immunity from a low dose of the virus, they are advised to take precautionary measures to use mosquitoes nets and wear loose and long clothes.

At present, the directorate has taken up measures to prevent the wide spread transmission of the disease, by conducting open publicity in the entire greater Imphal Areas by the official team of state Health department by using loudspeakers and other measures including Malathion fogging has been carried out at the vicinity of the affected cases to liquidate the virus carrying mosquitoes in all districts.

The department has also sought cooperation of all concerned in the same regard.

It may be mentioned that, the entire state of Manipur has been sounded alert with the sudden spread of the dreaded epidemic of Acute Encephalitis Syndrome, and the official reports of cases of death by the 100 cases of suspected AES have been found mostly in the valley districts of the state.

Beside most of the victims of the epidemic were children below the age of 10 year. And the there is an official record of children died and suffered by the epidemic by the state Healthy Department. More over the Blood samples of some infected persons have already been sent to advanced laboratory at Dibugarh (Assam) for the confirmation of Japanese Encephalitis and more blood samples would also be sent to the National Institute of Communicable Diseases (NICD), New Delhi, stated the source.

At least 15 persons have died of suspected Japanese Encephalitis (JE) and more than 100 others are undergoing treatment in Manipur.
Dr Y. Yaima, Director, Health Services, said blood samples had been sent to the Regional Medical Research Centre in Dibrugarh, Assam, and the National Institute of Communicable Diseases, New Delhi, to ascertain that Japanese Encephalitis was the cause of the deaths.

Y. Mohen, Medical Superintendent at the Regional Institute of Medical Sciences here, told The Hindu that the number of patients with symptoms of JE was increasing.

He attributed the alarming outbreak of this disease to widespread rearing of pigs in villages and urban residential areas.

Official reports said hospitals had only stocks of Acyclovir medicine, which treats the disease, that had expired several months ago. Efforts were on to airlift the drug from Delhi, sources said.

Imphal, July 10 2010: Results of the blood sample sent for laboratory tests at the National Institute of Communicable Diseases (NICD), New Delhi may be known by July 12 or 13 .

The blood samples were collected and sent for laboratory test following the outbreak of an unknown disease in the valley districts and Churachandpur whose symptoms are quite similar to those of Japanese Encephalitis.

The unknown disease has already claimed some lives.

Health Director Dr Yaima said that results of the blood sample tests are expected by July 12 or 13 .

Kits required for testing the disease would be arriving from Delhi through courier service soon, he said.

In case, the disease turns out to be Japanese Encephalitis, this would be the fourth time the disease breaks out in Manipur.

There were outbreaks of the same disease in Manipur in 1982, 1987 and 1995.While the first and the third outbreaks affected the whole State, the second outbreak was confined to Lai village.

Meanwhile, all possible preventive measures have been taken up to check further spread of Acute Encephalitic Syndrome in Bishnupur district.

A press release issued by the Bishnupur District Malaria Officer that the disease suspected to be Japanese Encephalitis is spreading far and wide.

Till date, two persons have succumbed to the disease while three others are undergoing treatment at RIMS and Shija Hospital.

Two rapid response teams??one under the CMO and another under the District Malaria Officer, have been constituted.

So far, the rapid response teams have undertaken malathion fogging at Irengbam, Leimapokpam, New Canan Veng and Loktak Project areas on July 4, 5 and 9 .

Similar exercise would be conducted at Kumbi Kangjeibung Mapal and Waheng Khuman.

If any one is suspected to have been infected by the disease or suffering from symptoms like intense fever, headache, vomiting or sudden loss of consciousness, he/she should be rushed to a hospital immediately and inform the District Malaria Office through mobile nos.9856176924, 9862408439, 9856324859 or 9856025868 for prompt action from the rapid response teams.

Kits for testing dengue arrived, JE testing kits to arrive shortly

Imphal, July 12 2010: Though some individuals in the state had reportedly succumbed to Japanese Encephalitis (JE), the state Health Department is yet to officially confirm the true cause for deaths.

According to a source in the health department, the kits for testing dengue had arrived at Imphal.

The kits for JE will be arriving within one or two days.

The results of blood samples sent to National Institute of Communicable Diseases, New Delhi by the state health services is not yet received and when it will be received could not be ascertained for the time being.

The kits for testing JE had been sent from New Delhi on July 8.They are now at Kolkata.

The state health services will soon start work for testing dengue disease, the source disclosed.

On the other hand, two boys from Churachandpur district who had been reported to succumb to JE turned out to be a case of hemorax and tonsil, said a report of Churachandpur district malaria officer.

The report mentioned that so far there is not a single case of JE in Churachandpur district.

An official of state malaria department said to this newspaper that there is so far not a single confirmed case of JE in the state in recent time.

But there are cases with similarity of symptoms with JE.

Up to now about 40 blood samples had been collected from RIMS and private hospitals.

Imphal, July 12 2010: Though the number of people who have died from suspected cases of Japanese Encephalitis in the State has reached 16 and the figure of patients currently under-going treatment in various hospitals has climbed to 89, the State Govt as well as its Health Services Dept have not been able to give any definite answer on the unknown disease that has been stalking most parts of the State since the last week of June.
The inept handling and the manner in which the State Health Services was caught on the wrong foot started from June 19, when three patients, showing symptoms of Japanese Encephalitis were admitted at RIMS.

Accordingly, as per norms, RIMS conveyed a message regarding the case of the three patients.

A report was then forwarded to the Microbiology Department of JNIMS, and seven blood samples were taken.

In the interregnum, more patients had been admitted to the hospital. However no testing kit was found available with JNIMS and the same was also not with the State Malaria Office.

Left with no option, the State Health Services got in touch with the National Institute of Communicable Diseases in Delhi, who in turn advised that the samples be sent to the Dibrugarh Regional Medical Research Centre, Assam.

Following this, samples were sent to Dibrugarh on July 5, but there has been no reply prompting the State Health Services to depute a doctor along with some samples to the NICD, Delhi on July 9 .

July 7 and July 8 being non-working days (Second Saturday of the month and Sunday respectively), the test could not be conducted.

However a report is expected by tomorrow.

According to information received from the Health Services, on the basis of the reports received from RIMS and other private hospitals as well as those furnished by District Surveillance Officers, the number of people who have succumbed to symptoms similar to Japanese Encephalitis has reached 16 till yesterday while 87 others are undergoing treatment.

The latest victim was one 80-year old woman from the Chief Minister's Constituency.

She passed away at RIMS.

An official of the State Health Services said that most victims who passed away so far have shown symptoms similar to Japanese Encephalitis, but the laboratory tests on the samples collected are yet to confirm it as Japanese Encephalitis.

The test results from NICD, New Delhi is expected tomorrow, the official added.

The districts from where the Health Services received reports on outbreak of suspected Japanese Encephalitis include Imphal West, Imphal East, Thoubal, Bishnupur, Churachandpur, Chandel, Senapati and Ukhrul.

The number of patients suffering from suspected cases of Japanese Encephalitis that have been reported from RIMS is 49 while the number of patients who have succumbed is 7 .

Shija Hospital has reported that the number of patients undergoing treatment as 17 while two have died.

At Dr Ratan's Nursing Home, one patient has reported died while four others are undergoing treatment.

Inclusive of reports furnished by District Surveillance Officers, the total number of patients currently undergoing treatment (not include those in Dr Ratan's Nursing Home) in different hospitals is said to be 83 .

This include 45 male and 38 female.

On the other hand, despite the rising death toll and increase rate of infection, the State Government as well as its Health Services Department has not been able to give a clear picture on the unknown disease that has been stalking most part of the State since its reported outbreak in last week of June.

Though State Malaria Officer Dr Nimaichand has claimed that the rate of infection has come down, Director of Health Services Dr Yaima has questioned how it could have been.

The kits for diagnosis of the disease that the Ministry of Health and Family Welfare Department have reportedly send from New Delhi are yet to reach Manipur nor the test results on the sample collected and send to Dibrugarh.

Death toll in suspected JE epidemic rises with another patient succumbing

IMPHAL July 12: The death toll in the valley areas due to the suspected Japanese Encephalitis is on the rise even as another person succumbed showing familar symptoms of the disease yesterday.

A resident of Khurai Puthiba Leikai, Tensubam Abem (30) daughter of Nganbi Devi was hospitalised at JN Hospital since last Friday after her body temperature rose and started having seizures.

She expired on the way to Shija Hospital yesterday evening.

Family members of the deceased voiced their resentment regarding the attitude shown by the doctors of the JN hospital alleging that there was negligience from their side. If not for this they feel she might have been saved.

Cousin sister of the deceased Tensubam Anjali told IFP that she was nurshing her sister since she was admitted at the casualty department of the Hospital.

She stated that when her sister Abem started showing symptoms of high temperature since the 7th of this month and was taken to JN hospital on Friday (9th)after her health detoriated.

The doctors administered Abem some oral medicine and said that there was no need for worry.

After she failed to improve, an injection was administered Saturday morning and her temperature came down for nearly 5 hours.
Thereafter Abem?s fits started in intervals again, the doctors took her blood sample in the evening and was sent to a private lab for testing.

When the results came after 2 hours the patient party could not find a doctor to diagnose the test results and since she was kept at the casualty department and not under observation, the doctors came and went accordingly.

The result of the test was not communicated by the doctors to the family members and even a slightest hint was not given that the case may be suspected to be Japanese Encephalitis, Anjali said.

The family members despaired at the doctors indifference and opted to take Abem to Shija Hoispital on Sunday for treatment instead.

There are reports that pigs which are a carrier of the virus are reared near the residence of the deceased.

The Malaria Department as a precaution have fogged the Khurai area today.

Meanwhile reliable sources from the Health Services stated that the results of the blood samples which have been sent to the Regional Medical Research Centre in Dibrugarh (Assam) for the confirmation of Japanese Encephalitis have arrived.

It may be mentioned that since the last part of June, the number of suspected cases of the the disease have crossed a hundred and the death toll have amounted to ten persons.

Imphal, July 13 2010: Prevalent of Japanese Encephalitis in the state confirmed with out of 27 blood samples of patient, developing suspected symptoms of the disease sent for testing, 24 were found positive, according to the director of state health services, Dr Y Yaima.

A high level meeting of the top officials will be held tomorrow to discuss the steps to be taken up with the confirmation of prevalence of the dreaded mosquito borne arboviral disease in the state, he added.

The result of the blood samples sent to the Regional Medical Research Centre, Dibrugarh for testing the disease got this late evening informed the director of state health services, Dr Y Yaima to Hueiyen Lanpao.

The director said that he was informed by the authority of the Regional Medical Research Centre, Dibrugarh that out of 27 blood sample sent to the Centre for testing Japanese Encephalitis, 24 of them have been found positive.

He, however, said that official documents are yet to receive.

The official results of the testing are likely to get in the next one or two day, Yaima said adding that officials of the Centre assured him to provide the results at the earliest so that state can take up necessary measures to control the disease.

The blood sample collected from patients developing symptoms similar to the disease was sent to Regional Medical Research Centre, Dibrugarh on July 6 last.

Once the results received, the particulars of the patients found infecting with the disease could be ascertained for taking up necessary treatments, the director added.

Above the blood samples sent to the Centre at Diburgarh, his directorate has sent some samples to the National Institute for Communicable Diseases (NICD), New Delhi.

The results of the testing will be received by tomorrow, he believed.

If the results come in, the confusion among the people on the prevalent of the disease will be solved and government can also take up necessary measure to control the disease, he added.

On the other hand, the number of patients suffering from the disease suspected to be Japanese Encephalitis admitted to different hospitals was 66 on July 9 last but the same was reduced to 61 now, a highly reliable source said.

In the meantime, state authority has started taking up measure to control the spreading of the mosquito borne arboviral disease that can affect the central nervous system and cause severe complications and death by way of fogging and distributing medicated mosquito nets to the people at various places.

To discuss further steps, a high level meeting will be convened tomorrow, said the director.

On the other hand, Newmai News Network today reported that at least 16 persons have died so far 89 persons are undergoing treatments in the various hospitals in the state due to the mysterious disease which has similar symptoms with that of the Japanese Encephalitis (JE) since June 19 .

Imphal, July 13 2010: The apprehension and the anxiety have been confirmed, finally.

Speaking to The Sangai Express, Director of Health Services, Dr Y Yaima today confirmed that out of the 27 samples sent to the Regional Medical Research Centre, Dibrugarh, 24 of them have tested positive for Japanese Encephalitis.

Significantly out of the 27 samples drawn from 27 patients, three have already passed away.

The Health Director however said that they are yet to receive the report in the written form, adding that it was telephonically conveyed today.

A report from the National Institute of Communicable Diseases, Delhi, is also expec ted tomorrow he said.

A doctor along with samples was despatched to the NICD to test the samples on July 9 and the report is most likely to be released tomorrow, he added.
Since Japanese Encephalitis has been confirmed, a fresh look at the present practise of symptomatic treatment may be needed said the Health officer and added that the future course of action to be taken up is on the agenda.

Dr Y Yaima however hastened to add that since Japanese Encephalitis is a viral infection, there is as yet no curative treatment.

The only way is to continue with the symptomatic treatment, said Dr Yaima adding that prevention is the best option.

With the death toll already touching the 16 figure mark ever since this disease broke out last month, the most the State Govt has started fogging certain areas in Imphal.

Imphal, July 14: The Manipur health department today declared an outbreak of Japanese encephalitis in the state and sounded an alert among health institutes and people residing in the affected areas.

After issuing a notification, director Y. Yaima asked all hospitals and medical staff in private and government health institutes as well as people, particularly in the four valley districts where the outbreak has been reported, to be on maximum alert.

The department declared the outbreak of the disease after 34 of the 40 blood samples sent to the Regional Medical Research Centre, Dibrugarh, and the National Institute of Communicable Diseases, New Delhi, tested positive.

Of the 40 samples, 27 were sent to the Dibrugarh centre. Test results received by the state health department today showed that 24 of the 27 samples had tested positive for Japanese encephalitis. ?Of the 27 samples sent to Dibrugarh centre, three patients have already died,? the director said.

The Delhi institute also informed officials at the state health department over phone today that of the 13 samples sent to it, 10 had tested positive, sending alarm bells ringing in the department.

The latest information received by the department says at least 88 patients from Imphal East, Imphal West, Thoubal and Bishnupur districts have been admitted to four hospitals in and around Imphal city. These are the Regional Institute of Medical Sciences, the government-run Jawaharlal Nehru Hospital and two private hospitals.

The department has issued guidelines to the hospitals on how to treat patients affected by the disease. The director said since Japanese encephalitis was a viral infection, there was no curative treatment. The only way to deal with the situation was to continue with symptomatic treatment.

Officials of the department said since the first report of suspected cases of the disease came last month, fogging had been intensified in the valley areas to kill mosquitoes. Officials of the department have also stepped up an awareness campaign called information education campaign in these areas.

The department appealed to people residing in the affected areas not to expose themselves to mosquitoes.

Official sources said the disease had been reported once in a while in recent years but this was the first time that an outbreak of such a magnitude had hit the state. They said the department was finalising a strategy to control the outbreak.

IMPHAL, July 14 ? With the official confirmation of the outbreak of Japanese Encephalitis epidemic in Manipur, the actual death toll because of the epidemic has come down to nine while around 60 have been hospitalised, according to Director of Health Services Dr Y Yaima. Earlier, Acute Encephalitis Syndrome(AES) epidemic claimed 15 lives.
The latest victim was a 80-year old woman from Thoubal Athokpam Awang Leikai village under Chief Minister O Ibobi?s constituency, sources said.

The State Health authority?s apprehension arising out of the sudden increase of rate of infection besides their inability to take up necessary measures to tackle the epidemic, has been eased after the epidemic was officially confirmed on Wednesday.

?We could take up necessary steps to combat the epidemic as it has been confirmed as Japanese Encephalitis?, Dr Yaima said. ?Out of the 27 samples sent for testing, 24 have tested positive for the epidemic?.

The samples drawn from 27 patients were sent to Regional Medical Research Centre, Dibrugarh on July 6 as the State does not have a testing centre. The Health department is expecting the result of the samples sent to National Centre for Disease Control, New Delhi, by Thursday.

Since the epidemic was confirmed, a fresh look at the ongoing practice of symptomatic treatment may be required as there is no curative treatment, the Director said. Prevention is the only option, so please avoid mosquito bites, he appealed.

?It was an unfortunate tragic incident?, the officer said. ?However, we are trying our best to control and prevent it?.

Meanwhile, a high level meeting of the State Health officials held here decided to intensify the awareness campaign about the epidemic through media besides taking up other preventive steps including fogging, supply of sterilised mosquito nets, etc.

Imphal, July 14 2010: Two minors including a six-year-old girl died of suspected Japanese Encephalitis at Tupul, Nungba Sub-division of Tamenglong district.
According to the Chairman of Charoi Chagotlong (Tupul) Village, Champou (13) s/o Gaibamguang and Baby Pelu d/o Sianjanlung (6) died on July 13 and 14 respectively showing similar symptoms of Japanese Encephalitis, said a release issued by the General Secretary of Nungba Citizens' Council.

Informing that many other persons are also down with the same symptoms, Nungba Citizens' Council urged the State Govt to take up remedial measures to control the situation.

Imphal, July 14 2010: At least nine persons, including the Pastor of Khunthak village under Kasom Khullen sub-division in Ukhrul district have reportedly fallen ill with symptoms of Japanese Encephalitis (JE) .

It is said that apart from infections from mosquito bites at Khunthak village claiming the life of a 14 year old boy and scores still awaiting hospitalisation suspected JE cases had been spreading at the Indo-Myanmar border village since the last few days.

According to Kasom Khullen Sub-division Development Association chairman Jojo Robertson, out of the nine persons infected in Khunthak village, condition of four is stated to be serious.

Khunthak village is about 10 kilometres from the sub-divisional headquarters.

Jojo informed that ailing persons showed similar symptoms of fever, dizziness, lethargy and vomiting.

While admitting that he is not an expert in the matter, the Association functionary nevertheless said considering symptoms of the ailing persons the disease is likely to be JE or of a similar case.

Conveying that the grief-stricken Khunthak and nearby villagers are fearing even worse situation in case measures to check the spread is not taken up at the earliest, he also described the prevailing situation as grave due to inaccessibility to the border villages as the only road is in dilapidated condition.

Moreover, inadequate man-power and absence of medicines at the PHC and PHSC within the sub-division is complicating the situation, he maintained.

Stating that absence of basic medical facilities in the village is compelling even the seriously ill to stay and suffer at the village, Jojo expressed hope that efforts being made to bring the sick and ailing here in Imphal tomorrow would materialise.

It is also said that a medical team from Imphal had arrived at the border villages about a week back but their findings have not been revealed to the locals till date.

Jojo desired that assessment by the medical team be declared as to whether suffering of the people are JE infections or related to mosquito bites.

Imphal, July 15 2010: The outbreak of Japanese Encephalitis has claimed three lives while five other persons are suspected to have died of the disease, stated Health and Family Welfare Minister Pheiroijam Parijat during the Assembly session today.
Significantly, it was The Sangai Express which first broke the news of the outbreak of a Japanese Encephalitis like disease and subsequent confirmation that the samples of three patients who had passed away had tested JE positive during the test conducted at the Medical Research Centre, Dibrugarh, as reported in the July 14 issue.


Responding to a call attention motion raised by MPP MLAs Dr Ng Bijoy, RK Anand and Dr I Ibohalbi, Parijat said that three confirmed cases of death due to Japanese Encephalitis were reported from RIMS.

However, five other death cases could not be confirmed whether they were caused by Japanese Encephalitis or not.

Out of around 75 people admitted in different hospitals for treatment with symptoms of Japanese Encephalitis, only about 4/5 people remain in the hospitals.
Even though there is no separate medicine to treat the disease, there is no shortage of drugs to treat the disease on supportive and symptomatic basis.

Kits for testing blood samples infected by Japanese Encephalitis had run out but the same have been ordered and the kits have reached Kolkata.

The cargo is expected to reach Imphal in the next couple of days, Parijat informed the House.

The State Government's plan to take up mass vaccination against Japanese Encephalitis for children up to 15 years of age has been approved by the Central Government.

The same programme would be launched in November in the four valley districts and Chandel.

Parijat claimed that fogging is being taken up on a war footing in different parts of the State to neutralise the carrier-mosquitoes.

So far, more than one lakh bed nets have been chemically treated to avoid mosquitoes.

Moreover, efforts are being made to constitute a coordination committee to check spread of the disease from pigs and other animals, Parijat stated.

Raising the call attention motion, Dr Ng Bijoy observed that people have been caught in a panicky situation as drugs to treat the disease have run out while the death toll has been rising.

He asserted that the Health Department has failed to ensure proper functioning of its information-education-communication unit.

He further sought attention of the Government to extend all possible assistance including monetary aid to the patients suffering from Japanese Encephalitis.

RK questioned if the State Government has any healthy policy.

Observing that the Government should give due attention to the disease, Dr I Ibohalbi wondered at the failure of the Government to stock the kits for testing the disease at RIMS and JN Hospital.

The Manipur health department today declared an outbreak of Japanese
encephalitis [JE] in the state and sounded an alert among health
institutes and people residing in the affected areas. After issuing a
notification, director Y. Yaima asked all hospitals and medical staff
in private and government health institutes as well as people,
particularly in the 4 valley districts where the outbreak has been
reported, to be on maximum alert.

The department declared the outbreak of the disease after 34 of the
40 blood samples sent to the Regional Medical Research Centre,
Dibrugarh, and the National Institute of Communicable Diseases, New
Delhi, tested positive. Of the 40 samples, 27 were sent to the
Dibrugarh centre. Test results received by the state health
department today showed that 24 of the 27 samples had tested positive
for Japanese encephalitis.

"Of the 27 samples sent to Dibrugarh centre, 3 patients have already
died," the director said. The Delhi institute also informed officials
at the state health department over phone today that of the 13
samples sent to it, 10 had tested positive, sending alarm bells
ringing in the department. "Since 34 of the 40 samples tested
positive and many more people are reported to be suffering, we
consider this an outbreak of the disease. Therefore, we are issuing
the declaration," a senior official of the health department told
this correspondent.

The department will henceforth introduce mass vaccination programme
starting from November and December of this year [2010]. Among the
states of the country asked for taking up mass vaccination programme
by the Central government, Manipur [is] also included. As the
vaccination programme is normally not carried out when the disease
causing virus is active, the mass vaccination programme is to be held
in November and December, [the official] clarified.

vectors of this virus will be constrained by international borders,
it would be of interest to know if cases are also occurring in

Imphal, July 17 2010: District Malaria Officer (DMO), Churchandpur disclosed today that at least two children died due to Japanese Encephalitis in the early part of this month and appealed to the public to prevent themselves from mosquito bites as far as possible.

Confirming the death of two children, the DMO revealed that Lovejoy (12) of Tipaimukh area died at Regional Institute of Medical Sciences (RIMS) hospital on July 7 and S.Naocha Singh (13) s/o S.Sunamani of Loktak Project area died on July 3 in the same hospital, both of the victims hailed from Churchandpur district.
Piggery being the transmitting source, people who are rearing pigs should take extra care by keeping the place hygienic and if possible with mosquito net, appealed the Churchandpur's DMO while adding that fogging and other containing programmes in order to prevent mosquitoes bite related diseases will be taken up in a few days time.

It is pertinent to note that suspected mosquitoes related diseases including Japanese Encephalitis and malaria have claimed almost 20 precious lives in Manipur and still haunting in various parts of the state in the last one month.

The outbreak of Japanese Encephalitis in Manipur has already been confirmed officially.

As per the fact files, Japanese Encephalitis is viral disease that infects humans and animals causing inflammation around the brain while malaria is caused by the plasmodium parasite and both the diseases are transmitted through mosquito bite.

Symptoms wise, Japanese Encephalitis will have high fever, headache, neck stiffness, disorientation followed by coma, seizure, spastic paralysis and death.

In the case of malaria, it will have the symptoms of fever, headache and vomiting.

In the meantime, the death tolls are crossing 20 with the latest 4 victims from the districts of Ukhrul and Tamenglong due to suspected mosquito related diseases.

Some of the patients undergoing treatment at various hospitals in the state are also confirmed as Japanese Encephalitis and malaria patients.

Imphal, July 18 2010: Kits for testing Japanese Encephalitis have finally arrived after the mosquito borne dreaded disease had already claimed many lives in the state.

The testing of blood samples will start from tomorrow at the JNIMS hospital.

The kits will be installed at JNIMS Hospital, Porompat and will start testing from tomorrow, an official source said today.

The same kits are likely to reach the RIMS hospital also in the next few days.

Source from the Directorate of Health Services, Government of Manipur said that the kits for testing Japanese Encephalitis were procured from Pune and reached Guwahati yesterday.

The kits have arrived in Imphal now.

Only two kits against the demand for four arrived.

The authority in Pune assured of sending more kits according to requirement, the official source said.

The authority will start testing blood samples for the disease from tomorrow onwards.

They are also targeting at conducting test of 90 blood samples in a day.

The officials appealed to the people to avail themselves of the facility.

The department also sought cooperation of the people in the drive to eliminate mosquitoes as part of prevention of spreading of the disease reiterating that fogging and spraying of anti-mosquito chemical are undergoing in large scale.

Experts arriving for encephalitis check

IMPHAL, Jul 19: An official team from the National Vector Borne Diseases Control Society (NVBDCS), New Delhi, will be arriving in Imphal tomorrow to assess the present outbreak of Japanese Encephalitis in the state.

As per a reliable source, the officials from NVBDCS will address an official conference on Japanese Encephalitis tomorrow at Hotel Classic and they will also conduct field visits to the disease prone areas of the state.

Meanwhile, diagnostic kits for Japanese Encephalitis have arrived at JNIMS, Porompat, and diagnosis will become operational within a few days.

Team arrives to check spread of Japanese Encephalitis

IMPHAL, July 20: A team of three officials from the National Vector Borne Diseases Control Society, New Delhi, arrived in Imphal today to address a one-day interactive session cum training programme of the officials of Manipur State Vector Borne Disease Control Society on Japanese Encephalitis, the outbreak of which has been confirmed in the state.

According to sources, the interactive session held today at the Classic Hotel, North AOC, deliberated on measures and steps to be taken up at the time of outbreak of Japanese Encephalitis.

It also discussed the proposed vaccination programme for Japanese Encephalitis for children which is likely to be commence from this winter.
