A 24th person in Penobscot County has tested positive for HIV since an outbreak began in October 2023, according to the Maine Center for Disease Control and Prevention.

All of the 24 people who are newly diagnosed with HIV reported injecting drugs within a year of being diagnosed and 23 were homeless within a year of their diagnosis, according to the Maine CDC.

The new diagnosis is the first new HIV case in April. Typically, Penobscot County has seen two new cases annually over the last five years, according to the Maine CDC.​..

​PENOBSCOT COUNTY — A 24th person has tested positive for HIV in Penobscot County this month.

According to the Maine Center for Disease Control and Prevention, a county-wide outbreak first began in October of 2023. Since then, all new cases have been linked to injection drug-use within one year of the diagnosis.

Of those diagnosed, 96% also had Hepatitis C coinfection, and 92% of people were unhoused within one year of diagnosis — according to the Maine CDC.

This newest case is the first to be reported in April. Normally, the county sees an average of two cases per year.

Area nonprofits like Wabanaki Public Health and Wellness and Penobscot County Cares have been connecting people with care and testing resources.​...

The new cases are the latest in a county-wide outbreak that began in October of 2023 — bringing the total number of confirmed HIV cases in Penobscot County to 26.

Normally, the county sees an average of two cases per year.

That’s seven times the typical number for that length of time. Nearly all cases are among people who use drugs and are homeless.

Public health experts and local advocates say the outbreak is fueled by a confluence of on-the-ground factors: the sidelining and closing of programs that distributed sterile syringes to people who use drugs, a shortage of medical providers focused on HIV, and the clearing of the city’s largest homeless encampment, which upended care for newly diagnosed people living there.​..

Another person has tested positive for HIV in Penobscot County, raising the total number of cases associated with the outbreak to 30, according to the Maine Center for Disease Control and Prevention.

Nearly all of the people affected by the outbreak have reported injecting drugs or being homeless within one year of their diagnosis, according to the Maine CDC. The outbreak began in October 2023.

This is the second new HIV case reported since July. Public health officials have emphasized that the actual number of cases in the outbreak is likely higher than what’s been detected.​..

BANGOR (BDN) -- Five new HIV cases have been detected in Cumberland County among people who inject drugs, according to a Wednesday alert from the Maine Center for Disease Control and Prevention.

All five cases have been detected this year — marking a significant jump from the one such case Cumberland County typically sees per year.

The new HIV cases were reported as the outbreak in Penobscot County continues to grow, reaching 30 cases in October. Health care providers in Portland and elsewhere in Maine have been preparing for a potential spike in cases, with some telling the Bangor Daily News last month that they expected the outbreak to spread beyond the Bangor area.​..

PENOBSCOT COUNTY — The HIV outbreak in Penobscot County is continuing to grow.

There are now 35 confirmed cases since October of 2023, according to the most recent update from the Maine Center for Disease Control and Prevention.

That makes five new cases since the beginning of December. Normally, the county sees only two new cases per year.

Ninety-five percent of all cases have been linked to injection drug use within one year of diagnosis. Meanwhile, 89% of people who tested positive for HIV were unhoused within one year of diagnosis, according to the Maine CDC.​..

​The Maine CDC reports that another person in Penobscot County has been diagnosed with HIV, bringing the total amount of cases in the area up to 40.

The Bangor Daily News reports that this the second case reported this month, with the initial cases in the outbreak being reported back in November of 2023. There are typically two new HIV cases per year in Penobscot County.

Almost all who have been infected reported being homeless or injecting drugs within the previous year. Additionally, all but two of the people infected in the outbreak tested positive for hepatitis C as well.​..

​Penobscot County is grappling with Maine’s largest HIV outbreak in its history. Looking back, the top public health official for the county seat of Bangor described how the conditions existed for such an outbreak and how it is now difficult to know the full scope.

In a recent interview, Jennifer Gunderman, Bangor’s director of public health and community services, said HIV had dropped off the radar in Maine because the state has a low incidence of the disease, but then the risk factors started piling up: increased homelessness, wide drug use, disappearing syringe service providers and health care options, and fewer case management providers.

The challenges that arose made it more likely that an outbreak would balloon.

The first case in what was later determined to be a cluster was identified in October 2023. A year and a half later, Penobscot County had 21 confirmed cases. HIV is a virus that attacks the immune system and, if untreated, can lead to AIDS. However, people can live long and healthy lives with treatment.

In response to the outbreak, the state increased access to HIV and hepatitis C virus testing among those at risk, provided HIV and sexually transmitted infection prevention services, offered syringe services and other harm reduction services, and linked people diagnosed with HIV or hepatitis C to medical care and treatment.

The number of confirmed cases has still grown. As of April 24, Penobscot County reported at least 41 cases of HIV cumulatively since the outbreak’s start. Gunderman said the numbers are likely much bigger than the state has been able to track. Historically over the past decade, all of Maine usually saw fewer than 40 new HIV diagnoses each year.​..
