TOKYO, Feb. 27 (Xinhua) -- The H7 bird flu has been detected at a quail farm in Toyohashi, Aichi Prefecture, said the Agriculture, Forestry and Fisheries Ministry Friday.

It is the first time that bird flu has been detected in Japan since February 2007.

The ministry said that the virus "may be of attenuated virulence" as the infected birds are still alive
.

The virus was detected during a regular inspection earlier this month in a total of seven quails at the farm, which raises around 300,000 of the birds.

The farm has been quarantined on Wednesday and the infection route has been under investigation.

There is growing evidence that some terrestrial avian species may play a role in the genesis of influenza viruses with pandemic potential. In the present investigation, we examined whether quail, a widespread-farmed poultry, possess the proper characteristics for serving as an intermediate host for the zoonotic transmission of influenza viruses.

Using a lectin-based staining based on specific agglutinins, we found that, in addition to the presence of sialic acid alpha2,3-galactose (SAalpha2,3-gal) linked receptors, there are abundant sialic acid alpha2,6-galactose (SAalpha2,6-gal) linked receptors in quail trachea and intestine. The presence of abundant SAalpha2,6-gal-linked receptors explains, at least in part, the circulation of avian influenza viruses with human-like receptor specificity in quail. In quail trachea, SAalpha2,3-gal linked receptors are present primarily in non-ciliated cells, while SAalpha2,6-gal linked receptors are localized predominantly on the surface of ciliated cells. In quail intestine, both types of receptors were found on epithelial cells as well as in crypts. In a solid-phase overlay binding assay, both avian and human influenza viruses bind to plasma membranes prepared from epithelial cells of quail trachea and intestine, strongly suggesting that these receptors are functional for binding of influenza viruses from different species. Together with previous observations, these results are consistent with the notion that quail could provide an environment for the spread of reassortants between avian and human influenza viruses, thus acting as a potential intermediate host.

NAGOYA -- Quails in Aichi Prefecture have tested positive for the highly pathogenic H7 avian flu strain, local authorities announced on Friday.
The surrounding area has been cordoned off, and the prefectural government will hold an emergency meeting to discuss measures against a possible outbreak later the same day.
Japan has seen cases of avian flu in Yamaguchi Prefecture in January 2004; in Oita and Kyoto prefectures in February the same year; in Ibaraki and Saitama prefectures in June 2005; and Miyazaki and Okayama prefectures in January 2007.
This is the first time that quails have tested positive for the H7 strain in Japan.

NAGOYA--The Aichi prefectural government on Saturday started culling about 259,000 quails at a farm in Toyohashi, where the H7 strain of bird flu was detected last week.

Aichi Gov. Masaaki Kanda and Toyohashi Mayor Koichi Sahara visited the area in the morning.

The culled quails are being buried at the farm.

Meanwhile, the Toyohashi quail farmers' cooperative restarted quail egg shipments at 8:30 a.m. Saturday as the area regulating the shipment of quails and eggs was reduced from a 10-kilometer radius around the bird flu-hit farm to a five-kilometer radius.

The cooperative, which usually ships about 500,000 eggs in total from eight member farms everyday, received about 250,000 eggs from five farmers one the day.

The cooperative's manager for quality control, Kuniyoshi Iwase, 36, said, "Though the amount is half of our usual load, I'm relieved that we could restart shipments."

Regarding the avian influenza found in a quail farm in Toyohashi city, Aichi prefecture, a test conducted by the National Institute of Animal Health in Tsukuba city, Ibaraki Prefecture, determined the virus as a low-pathogen "<b>H7N6</b> sub-type", the Ministry of Agriculture, Forestry and Fisheries and the Aichi prefecture announced March 1.

The culling of quails continued in the farm in Minami-O-shimizu-cho, Toyohashi City on the same day. The quails numbered about 260,000, and the prefecture expected to complete the operation by March 2.

The prefecture was concurrently performing an on-the-spot inspection in 23 farms in a radius of five kilometers from the farm where the avian influenza had occured.

According to the Ministry, the detected virus has certain mutated gene array and there was a possibility of becoming a higher-pathogenic type as the mutation evolves in repeated infections. The ministry’s subcommittee on poultry disease set up on the 28th is working to determine the infection route.

TOKYO, March 2 (Xinhua) -- Another Aichi Prefecture farm has been
tested positive for a form of bird flu virus, the prefectural government
said Monday.
The local government conducted the test on farms around a quail farm
in Toyohashi, Aichi Prefecture, where a weak-virulent H7N6 subtype of
bird flu virus was detected last week, according to the Kyodo News.
Note: Virus was detected by a genetic test.

Eight out of fifty quails in three farms within a radius of 5 km from the first
quail farm where H7N6 virus was detected, were tested positive in serum
antibody tests but no virus was found in subsequent virus isolation tests.
“It seems those quails cured (from the bird flu) sometime in the past.”
Aichi prefectural government explained.
These tests were to be conducted twice according to <b> the national
epidemic control guideline </b> before lifting the poultry embargo. The
test result released today was the first group of 10 farms out of 24 farms
in total. The result of the second group of the remaining 14 farms will be
released shortly.

Note: The guideline also stipulates that every domestic animal health
center should perform monthly monitoring of three farms each month from
all the poultry farms in the area of responsibility with a population of 100
and more chickens, ducks, quails, pheasants, guinea fowls or turkeys, or
ten ostriches.
Aichi prefecture conducted the first test on three quail farms on February
25 and found the virus in one of them.

On 4 March, the H7 virus has been detected at another quail farm during an emergency investigation of all 24 poultry farms located within a 5-km-radius area (movement restriction area) around the farm where the outbreak started in Toyohashi.
Following this new outbreak, an additional movement restriction area was established in a 5-km-radius area around the second infected farm.
Neuraminidase inhibition test is in progress.

An epidemiologic investigation team of the Ministry of Agriculture, Forestry and Fisheries, headed by Dr. Toshihiro ITO of Tottori University (veterinary public health) started on March 7 an investigation on the source and route of infection in Toyohashi, Aichi.
The team consisting of six experts on veterinary, wild birds, virology, epidemic prevention et al. visited the farm where the virus was first detected and investigated for 1.5 hours the structure of quail houses, preventive measures against the intrusion of wild birds, hygiene control and the surrounding natural environment.

Later, they held a meeting in Toyohashi and discussed three points of the investigation: (1) an epidemiologic investigation considering the particularities of quails, (2) characterization of genes, (3) a survey of wild birds around the farm.

Professor Ito said in a press conference, "No problem is found in terms of the hygienic control and epidemic prevention of the farm. Quail production there is a self-conclusive system from hatching to shipment, and there is comparatively little traffic of men and goods between farms". Regarding the infection route, he stated: "The virus may be inherited for a certain time among the poultry. We need to conduct an investigation bearing the particularities of quails in mind.”
Regarding the viruses of the two infected farms, there is a possibility that those viruses are the same but he does not really know until genes are clearly tested.” Gene arrangement, morbidity and pathology of the virus will also be investigated or tested using live quails. Gene analysis will take about a month and details of virus characteristics will be determined in several months.

On the same day, Aichi prefecture announced that it authorized two of eight quail farms within a 5km radius around the first farm to resume shipment of eggs as those farms' safety had been confirmed. The prefecture also announced that four hen’s egg farms of nine poultry farms within a 5km radius of traffic restriction around the second farm were found negative in the antibody test and no virus was detected from those farms.

Regarding LPAI viruses detected at two quail farms in Toyohashi, Aichi, the poultry disease subcommittee (chaired by professor Hiroshi Kida of Hokkaido University) of the Ministry of Agriculture, Forestry and Fisheries, to discuss the investigation of infection route and countermeasures, held a press conference on March 9 and announced that viruses found in the two farms were different in gene structure.

Viruses detected at both farms are of the low-pathogenic H7N6 subtype. The investigation on gene arrangement of the virus showed a matching rate of only about 96%. Chairman Kida explained, "Usually, we have to consider these are of two different strains. The two farms may have been separately infected by two different viral strains.”

Since two farms are geographically near, it has been considered more likely that infection spread between farms by movement of people or food. Based on the result of the investigation, Chairman Kida stated, "This would’t be a case of the same virus transported from one-place to another", expressing a negative view on viral transmission between the two farms.

NAGOYA - A third case of bird flu infection among quails at farms in Aichi Prefecture has been detected, the prefecture and the agriculture ministry said Monday.

The virus was detected after checking a farm in Toyohashi which received quail chicks shipped from another farm where the second bird flu case was found, the Ministry of Agriculture, Forestry and Fisheries and the prefecture said.

The virus is believed to be a weak-virulent subtype, they said.

If the virus is determined to be a highly pathogenic type through a detailed examination, the entire quail population of some 110,000 at the farm will be culled, according to the ministry and prefecture.

The prefecture asked two bird farms in the vicinity of the infected farm to refrain from transporting eggs and other farm products.

The local government announced the first case of the infection detected at a Toyohashi farm on Feb. 27 and restricted transfers of eggs and other products within a radius of 5 kilometers.

Then quails at another farm in the prefecture tested positive for the bird flu and the central and local authorities have been tracking down the movement of the products from the farm.

The bird flu virus detected in the first and second cases was identified as a highly pathogenic H7N6 subtype and a special team dispatched by the ministry is investigating the infection routes.

On 4 March, the H7 virus has been detected at another quail farm (hereafter "Farm B") during an emergency investigation of all 24 poultry farms located within a 5-km-radius area (movement restriction area) around the first infected farm (hereafter "Farm A") in Toyohashi.
Following this, an additional movement restriction area was established in a 5-km-radius area around the Farm B.
On 6 March, the serotype of the Farm B was confirmed as H7N6.
All susceptible quails at the Farm B have been humanely euthanized and buried on site on 5 March.
On 10 March, the H7 virus has been detected at another quail farm (hereafter "Farm C") located within a 5-km-radius area around the Farm A.
Following this, an additional movement restriction area was established in a 5-km-radius area around Farm C.
On 11 March, the serotype of the Farm C was confirmed as H7N6.

Further to the LPAI infection of quails in Toyohashi, Aichi, Masaaki Kanda,
governor of Aichi Prefecture met with Shigeru Ishiba, Agriculture, Forestry
and Fisheries Minister, on March 13 afternoon and requested to reconsider
the central government's epidemic prevention guideline to cull all quails,
including asymptomatic quails infected with low virulent viruses.

It is very exceptional that a governor advocates an objection to the epidemic
prevention guideline of the central government against specific livestock
infectious diseases.

Quails of three farms in Toyohashi are infected with HPAI viruses all of wich
are found to be the low-virulent H7N6 subtype.* The viruses cause nothing
abnormal to the health condition of quails, and one bird has not been killed,
either.

However, according to the epidemic prevention guideline of the nation, all the
poultry of outbreak farms has to be culled as there is a possibility that the
low-virulent viruses may mutate into highly-virulent ones. Thus, about
570,000 quails of three farms are to be culled this time.

The governor wrote in his request letter: "The farmers are holding impotent
anger against the culling of quails that show no symptom at all." He
requested the central government to prepare an epidemic prevention
guideline for quails, because "the current guideline is intended for chickens,
therefore cannot possibly persuade the farmers."

Moreover, the governor also requested to revisit the policy to consider quail
culling in the farms where no virus was found but only traces of infection
with the H7 viruses were detected.

How do you find this unexpected move of the governor?
He may be minding his constituency too much.
Actually, he is not specifically requesting to stop culling quails.
He may say he is merely asking for a guideline for quails.
However, as AlaskaDenise pointed out in the #2 above, quails may be more
dangerous than chickens. So, an epidemic prevention guideline for quails may
be stricter and deadlier than the current guideline for chickens.

*In the third paragraph above, the viruses are stated as HPAI viruses of the
low-virulent H7N6 subtype. Without really understanding what means
the ?highly-pathogenic low-virulent? virus, I simply translated as a ?low-
pathogenic? virus in the previous articles.

However, in Japan, any H5 or H7 virus is classified as ?highly-pathogenic?.
Then, the virus will be determined high-virulent (high-toxic) or low-virulent
(low-toxic) according to its mortality for the birds. So there can be a
<b>highly-pathogenic high-virulent avian influenza virus</b> as well as a
<b>highly-pathogenic low-virulent avian influenza virus</b> that is the case
in the current infection in Aichi.

Is this the same in US and Europe? I suspet the above combination of
pathogenicity and virulence may be only in Japan because in the above
official reports to OIE the virus is simply classified as ?low-pathogenic?.

Folloing the detection of infected quails in three quail farms in Toyohashi,
Aichi, traces of past infection with the H7 virus was found in another quail
farm. However, no infected quails were found and the virulence of the virus
was considered to be low.

Aichi prefecture and the farm discussed and decided to cull all of the farm?s
670,000 quails in order to return to a normal situation as soon as possible.
The farm is one of the biggest quail farm in Japan.

Aichi prefecture banned shipping of quails from any farms within a radius of 5
km from the farm in question.

According to the Agriculture, Forestry and Fisheries Ministry, no infection of
bird flu has been detected in any other prefectures until March 18. The
ministry will focus on the investigaion of other farms in Aichi.

Quarantine lifted at two quail farms in Aichi over bird flu outbreak

NAGOYA -- Quarantine restrictions were lifted on two quail farms in Aichi Prefecture Sunday, following a recent outbreak of avian flu.

The farms were allowed to start distributing products after tests for the virus came back negative, and proper disinfection measures were implemented at shipping destinations.

At three other quail farms in another restricted area, birds tested negative for infection but positive for virus antibodies, which show they had contracted the disease sometime in the past. Authorities are continuing to test the quails to determine the strain of avian flu.
