One complication in securing the ?green light? for drilling is the necessity to conduct open public consultation relating to potential environmental impacts ? as is standard in European and other markets.

Such a process is not currently possible given the precautionary restrictions on public gatherings due to Ebola. However, it is understood that the authorities will officially waive this requirement, which could expedite plans.
