Days following the unanimous vote by Senators to call on President Ellen Johnson-Sirleaf to declare a state of emergency and close borders with neighboring countries, the House and Senate appear to have settled on another means of containing the deadly Ebola virus at a local level.
An authoritative source within the leadership of the two Houses told our legislative reporter Thursday, April 3, that after almost two hours of joint leadership discussion, the two houses agreed that a moratorium be placed on all hunting activities until the country is free of the Ebola virus.
Among other decisions taken by the Legislators during a closed-door meeting, was one that could bid (ask) school authorities declare an early Easter break for all schools in the country---a decision, apparently prompted by steps some families have already begun taking. Such a measure is considered questionable (problematic, doubtful) by some; ?a rather alarmist (panicky, historical) way of trying to keep children out of harm?s way,? they volunteered.

The Ministry of Health and Social Welfare (MoH&SW) has disclosed that the remaining sister who provided one of the two blood samples that were tested positive out of seven sent to Lyon, France for laboratory testing, has died.
On Sunday, March 30, Health and Social Welfare Minister, Dr. (MD) Walter Traub Gwenigale told the Daily Observer the Ebola virus was in the country and had claimed a life, which was the sister of the lady, who passed late Wednesday evening.

He said another 25-year-old young man, who was suspected of contracting the virus has also died in Tappita, Nimba County, though he said that health practitioners are still investigating his death to ascertain the truth as to if it is Ebola related.
?Also under investigation is the death of a Bassa man in Grand Gedeh, who was suspected of having the virus. We have to take this thing very seriously. It saddens me that people are saying that we are only looking for money to enrich ourselves,? he lamented.

The Ministry of Health and Social Welfare (MOHSW) of Liberia has reported 18 suspected and 2 confirmed cases of EBV, including 7 deaths, since 24 March (CFR 31%); 7 patients are currently in an isolation unit while 2 suspected cases have been discharged.

Four new clinically compatible cases were reported on 4 April.
One of the suspected cases is in a health care worker.

Both of the laboratory confirmed cases, sisters from Lofa County, have died.

The suspected cases include a hunter treated at a hospital in Tapita, Nimba County, who died shortly after presenting to the health facility and a 3 year old boy with a clinically compatible illness who had travelled from Guinea.

The deceased hunter gave no history of contact with known cases in Liberia or Guinea and his exposure is being investigated to exclude transmission from an animal source (bush meat).

The laboratory results for both of these suspected cases are pending.

The MOHSW has placed 46 contacts under medical observation, including those of the second confirmed case who travelled from Foyah, Lofa Country, to Monrovia, Montserrado Country, and then to Firestone in Margibi County.

A total of 21 clinical samples have been sent to Conakry, Guinea, for laboratory testing. Counties of concern for EVD in Liberia include Lofa, Bong, Nimba, Margibi and Montserrado.

In response, Liberia has been scaling up activities to prevent the further spread of EVD. The National Task Force is conducting daily coordination meetings with response partners.

WHO continues to provide technical expertise to the MOHSW, including public communications, providing a high level briefing on EVD prevention and control to the joint session of both houses of parliament and mobilising experts in epidemiology and infection prevention and control.

The WHO Country Office in Liberia is working closely with the MOHSW to carry out needs assessments in areas such as procurement and the supply chain for critical materials and equipment need in the response to the outbreak.

WHO is also working with the health information systems team at the MOHSW to further develop templates for case-based data collection and to track technical assistance.

Additional deployments of regional experts, and partners in GOARN, are planned to support coordination activities, infection prevention and control, risk communications and social mobilisation.

At the request of the MOHSW and WHO, the Metabiota Laboratory in Kenema, Sierra Leone, will install Real-Time Zaire ebolavirus-specific PCR, a pan-filo PCR, Lassa virus PCR, yellow fever and Marburg virus PCRs among other assays. This technology is being transferred from its laboratory in Kenema, Sierra Leone. Metabiota will also provide training to laboratory staff in Liberia.

Medical supplies and equipment have been provided by WHO, UNHCR, MSF, Save the Children and other partners, including personal protective equipment for health care facilities.

Seven isolation units have been established in 5 counties.

M?decins Sans Fronti?res (MSF) is conducting training for health care workers in the affected counties on case management, including on setting up isolation facilities.

An additional 60 HCWs have been trained in Margibi County. Community education and social mobilisation activities have been strongly supported by the media and telecommunications sectors in Liberia.

Local government officials, community and religious leaders and traditional healers have been approached to support the MOHSW in prevention and control activities; however, additional resources are needed to expand surveillance and health promotion and social mobilisation activities to schools, religious gatherings, market places and work places. Plans are also underway to mobilise the public through house-to-house visits.

Monrovia ? The motorcyclist who drove the last victim of the deadly Ebola virus in Liberia is reported to be ailing and the Ministry of Health and Social Welfare wants the public help in finding him before he spread it on to others.

Health Minister Dr. Walter Gwenigale made the disclosure last Friday shortly after the World Health Organization (WHO) presented a consignment of protective gears to Liberia to aid health workers in the fight against the killer virus.

?The motorcycle driver who drove that sick woman to firestone and the woman has already died, that motorcycle driver is sick,? the minister said.

Additionally, authorities are said to be on the lookout for at least 40 persons who may or may not have crossed path with the deceased woman. Until her death, the woman and her family were being quarantined in their home until they could be moved to an appropriate facility. Although the Health Ministry has been monitoring those who came in contact with the woman, including the taxi driver, the failure of authorities to find the motorcyclist could hamper attempts by health authorities to stop the deadly virus in its tracks.

All 5 laboratory confirmed cases have died. The most recent death is in a probable case of EVD from Montserrado. Three cases have occurred in health care workers, all of whom have died. The date of onset of the most recent confirmed case is 6 April, with 6 patients currently hospitalised. At present 28 contacts remain under medical observation.

U.S. Gov't, WHO To Aid Liberia Combat Ebola

The Government of the United States of America is to shortly send representatives from the Center for Disease Control (CDC) in Atlanta, Georgia, to help Liberia combat the Ebola outbreak in the country.

According to President Ellen Johnson Sirleaf, the gesture is in response to a request the Liberian government made to the U.S. Embassy in Monrovia recently.

In a related development, the World Health Organization (WHO) has donated several items to the Liberian Government through the Ministry of Health and Social Welfare to help in the fight against the Ebola outbreak in the country.

The items donated by the WHO included 1,699 pieces of Coverall, 11,500 pieces of utility gloves, 60 pieces of body bags, 108 pieces of spray for cleaning goggles, 2,450 pieces of surgical gowns, 3,500 pieces of face mask and 470 pieces of gumboots, among others.

Key Points

 The total number of suspected, probable and confirmed Ebola cases stands at 21, five of which were

 Foya District, Lofa County, remains the epicentre of the outbreak.
 A two-person MSF team is due to arrive in Liberia tomorrow (9 April) to provide technical assistance
to the Ministry of Health and Social Welfare (MoHSW).
 Military staff from a United States-supported laboratory in Kenema, Sierra Leone, will also arrive in
Liberia tomorrow (9 April) to discuss the establishment of an in-country Ebola testing facility.
 Samaritan?s Purse offered to transport Ebola specimens to testing facilities in Guinea or Sierra Leone,
via the NGO?s helicopter.
 The Legislature has suggested that the Ministry of Education (MoE) announce an early Easter Break
as a protective measure for children, but the MoE plans to maintain its regular schedule.
 UK Committee for UNICEF pledged ?50,000 to support UNICEF-Liberia in its Ebola response efforts.

Situation Overview

At the daily meeting of the National Task Force (NTF) on Health Emergencies, relevant staff from the
MoHSW and key partners provided the following updates:

SURVEILLANCE, VERIFICATION AND CASE MANAGEMENT:
 Since yesterday (7 April), no new suspected, probable or confirmed Ebola cases1
, Ebola-related deaths
or confirmed Ebola cases were reported by the MoHSW. This leaves the total number of suspected,
probable and confirmed Ebola cases at 21; the total Ebola-related deaths at 10; and the total confirmed
Ebola cases at five.2

 Additional suspected cases of Ebola continue to be reported to the MoHSW, but these cases are not
included in official figures until the MoHSW investigates. For example, yesterday a suspected case
was reported in Grand Cape Mount County, where a woman who reportedly travelled to Liberia from
Guinea has fallen ill. The woman and her caretaker were instructed to remain in isolation, and the
MoHSW has dispatched a lab team to assess the patient and gather specimens for Ebola testing.
 Foya District, Lofa County, remains the epicentre of the outbreak, and Lofa County remains the area
of primary concern for the MoHSW and partners. Bong, Nimba, Montserrado and Margibi are also
areas of high focus/concern, with Grand Cape Mount and Gbarpolu following.
 The Laboratory and Surveillance Committee of the NTF met yesterday to review proper procedures
for collection, transport and testing of suspected Ebola specimens.
 Tomorrow (9 April), staff from a US-government supported laboratory in Kenema, Sierra Leone,3
will
arrive in Liberia to meet with members of the Laboratory and Surveillance Committee of the NTF to
discuss the possible establishment of an Ebola testing facility in Liberia. To facilitate this, the Kenema
laboratory will also be sending supplies to Liberia. Until such a facility is established, the US Military
Task Force running the lab in Kenema has offered to test suspected Ebola specimens from Liberia.
 In order to expedite testing, Samaritan?s Purse has offered to transport specimens from Liberia to the
international laboratories in Guinea and Sierra Leone, via the NGO?s helicopter. The group also
indicated possible willingness to transport specimens within Liberia once a testing facility is established.
 The two-person team from MSF-Brussels will arrive in Liberia tomorrow (9 April), not yesterday (7 April),
as previously reported. The team will assist the MoHSW and partners, especially in the area of case
management. They will be joined by additional staff from Brussels, as well as the Emergency Ebola
Coordinator from MSF-Guinea who conducted a three-day mission to Liberia last week. The two MSF-Ebola kits arrived in Liberia earlier this week.
 The cost to renovate the cholera unit at JFK Medical Center, which the MoHSW is planning to convert
into an Ebola isolation unit, has risen to US$99,000. This amount is not reflected in the MoHSW?s
revised Ebola response budget.The MoHSW will discuss the options with relevant partners. The
MoHSW anticipates the renovations could take up to one week.
 The Ebola expert sponsored by ArcelorMittal has joined the Case Management Committee of the NTF.
He reported that the group has reviewed educational materials, is working on a new algorithm for rapid
screening of possible Ebola patients and has identified areas in need of further support at the county
level. If needed, he will conduct on-the-ground assessments of these areas.

• Technical support and expertise:
o Three staff from MSF-Brussels as well as the Emergency Coordinator from MSF-Guinea arrived
yesterday (9 April). Some or all of this team is expected to deploy today to Foya, Lofa County.
o Staff from the US Department of Defense-supported Lassa fever laboratory in Kenema, Sierra Leone,
were due to arrive in the country this morning to discuss development of up to two Ebola laboratories
in Liberia, including a main lab at Liberia Institute of Biomedical Research (LIBR) in Margibi County
and a second lab in Lofa County.
o Today, the Surveillance and Laboratory Committee of the NTF is supporting training of technicians
from Redemption Hospital, Montserrado County, on collection of Ebola samples; and is packaging
eight additional samples to send for testing in Guinea or Sierra Leone.
o Yesterday (9 April), the Case Management Committee of the NTF trained 150 staff at JFK Medical
Center in Monrovia, Montserrado County.
o The Psychosocial Committee of the NTF is counselling the family of the recently deceased patient in
Harbel, Margibi County, and plans to conduct additional outreach in Margibi County as well as Chicken
Soup Factory, Montserrado County.
o Both the Case Management Committee and the Psychosocial Support Committee of the NTF have
finalized separate Standard Operating Procedures (SOP) for health and social workers dealing with
suspected Ebola patients and their families.

Nimba Lawmaker Challenges Ebola Death

A Nimba County Lawmaker, Matenikay Tengbeh has strongly challenged the number of Ebola deaths being reported by the Ministry of Health & Social Welfare. Rep. Tengbeh believes that the issue of the Ebola outbreak in Liberia is being exaggerated and the number of deaths increased by the Health Ministry.

Health officials here have put the number of Ebola related deaths at 11, since the virus was reported here, with one from Nimba. Health officials said the death reported in Nimba County was that of a hunter who felt sick and went to seek treatment at the Jackson F. Doe Memorial Hospital in Tappita, where he died 30 minutes upon arrival.

Health authorities believed that the hunter died from the Ebola virus because he had shown symptoms of the virus. But Rep. Tengbeh told a New Dawn interview that he doesn?t believe that the hunter died from the virus as it was reported by the Ministry of Health. He noted that investigations have shown that the man was suffering from tuberculosis and refused to follow medical advice.

Two health workers here are reported to have died from the deadly Ebola virus since its spread here from Guinea, the National Health Workers Association of Liberia or NAHWAL has said. As at Wednesday, April 9, 2014, the World Health Organization or WHO said Ebola death toll in Liberia had reached 12, with over 100 in neighboring Guinea.

A statement read Thursday, April 10 at a news conference by NAHWAL President Mr. Joseph S. Tamba says two health workers in Foya Boma Hospital, Lofa County, Mr. Robinson Lenden- NA and Mr. James Daah-BSN contracted the Ebola virus and died while saving lives. The death of the two health workers has forced NAHWAL to advance several demands, including incentives and benefits for health workers across the country.

Mr. Tamba who termed the death of their colleagues as tragedy said their deaths show how vulnerable health workers in the country are, adding that those who work tirelessly to keep the nation and its people healthy be sufficiently protected and not be allowed to die due to ?unnecessary lack of such common things as examination gloves or soap and running water to wash hands.?

As of 11 April, the Ministry of Health and Social Welfare (MOHSW) of Liberia has reported a cumulative total of 26 clinical cases of EVD (6 laboratory confirmed, and 20 probable and suspected cases of EVD, including 13 deaths.

The most recent clinical case was identified on 11 April while the date of admission of the most recent laboratory confirmed case is 4 April; 3 patients are currently hospitalised while 5 suspected cases that tested PCR negative for ebolavirus have been discharged (4 from Bong Country and 1 from Nimba County).

Lofa County accounts for 38% of the clinical cases reported to date (4 laboratory confirmed and 6 suspected cases) followed by Margibi County (23%, 1 confirmed and 5 suspected cases).

Other Counties at risk include Bong (5 suspected cases) and Nimba (3 suspected cases).

Montserrado and Grand Cape Mount Counties have each reported one suspected case.

At present 35 contacts remain under medical observation and 32 have been released from follow-up.

A cumulative number of 13 deaths are being attributed to EVD; Lofa (9), Nimba (1), Margibi (2) and Montserrado (1).

All 6 laboratory confirmed cases have died; this includes 3 HCW.

Key Points

 One additional suspected case of Ebola was reported in Saclapea, Nimba County, raising the total
number of suspected, probable and confirmed Ebola cases to 27, including 13 Ebola-related deaths,
for a case fatality rate of 48%.
 The total number of confirmed Ebola cases stands at six.
 Foya, Lofa County, remains the epicentre of the Ebola outbreak. However, suspected, probable and
confirmed Ebola cases have been reported in Lofa (10), Margibi (6), Bong (5), Nimba (4), Montserrado
(1) and Grand Cape Mount (1) Counties.
 The National Reference Lab tested its first Ebola sample yesterday.
 UNICEF deployed two field coordinators and a 10 person team specialized in interpersonal
communications to Lofa County, where they will work with communities to increase awareness of Ebola.
 With logistical support from Samaritan?s Purse, UNICEF air-lifted urgently needed tarps, sprayers,
chlorine and other supplies to Lofa County, for use in completing the isolation unit at Foya Hospital.
The agency will air-lift additional supplies later this week.
 UNICEF?s estimated funding requirement for Ebola-related C4D, Health and WASH interventions
currently stands at approximately US$500,000 for the period from 21 March to 21 June. The estimated
funding gap is US$370,000.

Situation Overview

 Since 14 April, the total number of suspected, probable and confirmed cases of Ebola has risen to 27
while total Ebola-related deaths remains steady at 13.

 To date, suspected, probable and confirmed Ebola cases have been reported in Lofa (10), Margibi (6),
Bong (5), Nimba (4), Montserrado (1) and Grand Cape Mount (1) Counties.
 Lofa County remains the epicentre of the Ebola outbreak, particularly Foya District. Lofa is also the
county with the highest numbers of reported suspected, probable and confirmed Ebola cases (10) and
Ebola-related deaths (9). All six of the confirmed Ebola cases also originated in Lofa, though two of
these patients travelled to Margibi County after contracting the virus.
 The National Reference Lab (NRL)2
in Margibi County ran its first test on a sample collected in-country.
The sample, which came from Margibi County, tested negative for Ebola. The NRL Ebola testing facility
is expected to be commissioned today by the Ministry of Health and Social Welfare (MoHSW). Its
operations will significantly increase the speed at which Ebola samples can be tested, which will in turn
improve data on suspected, probable and confirmed cases.
 The MoHSW has revised the Terms of Reference for the National Task Force (NTF) on Health
Emergencies and has redefined its component committees to include: Coordination, Logistics (which
is also in charge of information sharing), Case Management, Epidemiology and Laboratory, Social
Mobilization and Psychosocial Support.

Key Points

 The Ministry of Health and Social Welfare (MoHSW) is in the midst of ?cleaning? existing Ebola case
data, including exclusion of cases that tested negative for the virus. The Ebola statistics are likely to
change accordingly in the coming days.
 Foya, Lofa County, remains the epicentre of the Ebola epidemic. However, suspected, probable and
confirmed Ebola cases have been reported in Lofa (10), Margibi (6), Bong (5), Nimba (4), Montserrado
(1) and Grand Cape Mount (1) Counties.
 Over the weekend, the UNICEF-contracted interpersonal communication (IPC) team in Foya visited
churches, met with community groups, attended the market day and interacted with local leaders about
Ebola. The team reached some 3,000 parishioners in their church outreach alone. Similar outreach is
being conducted by the UNICEF field coordinators in Voinjama and Foya, and by the IPC teams in
Voinjama, Zorzor and Kolahun Districts.
 UNICEF?s estimated funding requirement for Ebola-related C4D, Health and WASH interventions
stands at approximately US$500,000 for the period from 21 March to 21 June. Several donors have
committed support to this budget. With this support, the current funding gap is US$270,000.

Situation Overview

 Since 18 April, no new suspected, probable or confirmed cases of Ebola have been reported. The total
number of suspected, probable and confirmed Ebola cases thus stands at 27; Ebola-related deaths
stands at 13; and confirmed Ebola cases stands at six.
 The MoHSW-led National Task Force (NTF) on Health Emergencies is in the midst of ?cleaning?
existing Ebola data, including removal of cases that tested negative for Ebola. This will result in
changes in the Ebola statistics, including likely reductions in case numbers, deaths, etc.
 To date, suspected, probable and confirmed Ebola cases have been reported in Lofa (10), Margibi (6),
Bong (5), Nimba (4), Montserrado (1) and Grand Cape Mount (1) Counties. However, the only
confirmed cases have been reported in Lofa and Margibi Counties; and the only contacts linked to
confirmed cases have been reported in Lofa, Margibi and Montserrado Counties. As such, MSF
considers Lofa, Margibi and Montserrado as the counties of highest concern in terms of case
management, surveillance, etc.
 The situation in Foya, Lofa County, is stable, though Ebola contacts continue to increase. This increase
is not, however, linked to new cases. Rather, it is linked to improved contact tracing by general
Community Health Volunteers (gCHVs) who were trained by a team from the US Center for Disease
Control (CDC).
 The National Reference Lab (NRL)1
in Margibi County has tested a second sample, which came back
negative for Ebola.

Key Points

 On Wednesday, 28 May, the Ministry of Health and Social Welfare (MoHSW) informed the National
Task Force on Health Emergencies that a new suspected Ebola case had been reported in Foya, Lofa
County. The patient had travelled to Liberia from Sierra Leone on Friday, 23 May; was admitted to
Foya Borma Hospital the same day; and was discharged against medical advice and died on Sunday,
25 May. The patient died in Lofa County but her body was returned to Sierra Leone for burial. The case
generated 11 new contacts. No blood sample was taken from the patient.
 With this new development, the total number of suspected, probable and confirmed Ebola cases
reported in Liberia since the onset of the outbreak now stands at 13, including five suspected, two
probable and six confirmed. The total number of Ebola-related deaths now stands at 10.
 Foya, Lofa County, remains the epicentre of the Ebola outbreak in Liberia and the location of all 11
contacts under active follow up.
 Meanwhile, in response to the recently confirmed Ebola outbreak in Sierra Leone, the MoHSW of
Liberia has stepped up efforts in the border counties of Grand Cape Mount, Bomi, Gbarpolu and Lofa.

Situation Overview and National Task Force Updates

NEW SUSPECTED CASE IN LOFA COUNTY:
 On Friday, 23 May, a Liberian woman who had travelled from Sierra Leone was admitted into Foya
Borma Hospital in Lofa County with suspected Ebola. The patient was discharged against medical
advice on Sunday, 25 May; she died six hours later in Lofa and her body was returned to Sierra Leone
for burial. Unfortunately, proper burial procedures for an Ebola victim were not followed. No blood
sample was taken from the patient for testing, and the case has been officially classified as suspected
Ebola.
 The new suspected Ebola case in Lofa County is the first case reported in Liberia in over one month.
Prior to this report, the total number of suspected, probable and confirmed cases reported in Liberia
stood at 12; all 152 contacts of those 12 cases had either competed their 21 days of follow up (or been
lost to follow up for more than 21 days); and the situation appeared to have stabilized.
 With the new reported case in Lofa County, the total number of suspected, confirmed and probable
cases reported in Liberia since the Ebola outbreak began in late March now stands at 13, including
five suspected, two probable and six confirmed.
o Suspected cases have been reported in Lofa (2), Nimba (2) and Bong (1) Counties.
o Probable cases have been reported in Lofa (2) County.
o Confirmed cases have been reported in Lofa (4) and Margibi (2) Counties.
 The total number of Ebola-related deaths now stands at 10.
 This new case has generated 11 contacts, including five health workers and six relatives of the
deceased. All are under follow up.
 Two alerts of additional, possible new Ebola cases have also been reported in Foya, Lofa County, and
Monrovia, Montserrado County, respectively. Both patients have died. The MoHSW and its technical
partners are assessing both cases to determine whether they should be added to the official totals.
o The first case was treated at Foya Borma Hospital and a blood sample was drawn prior to the
patient?s death. Liberian authorities are trying to arrange transport of the blood sample to
Gu?ck?dou, Guinea, for testing.
o The second case was treated at ELWA Hospital in Monrovia. The patient reportedly presented with
symptoms of haemorrhagic fever. Unfortunately, the patient died before a blood sample could be
taken. National Reference Lab staff were working to draw blood from the corpse of the patient
today, as it may still be possible to test for Ebola.
