Law and Order: During Spanish Flu? During Avian Influenza Outbreak?

Hi

Was thinking about law and order.... What are the law and order implementation during the Spanish Flu? And from that lesson, how can we improve on the law and order during an Avian Influenza in this current time and day?

I tried to search about law and order during the 1918 Spanish Flu, and couldnt get anything out of it. (Wiki, google, etc).

Any help here?

TIA ;)

Re: Law and Order: During Spanish Flu? During Avian Influenza Outbreak?

The USA was locked down by the war effort, which Barry portrays as verging upon fascism--the same focus that kept the press from reporting the pandemic honestly. People in all communities made bellicose speeches (The Minutemen) at social events, plays, movie theaters, etc., and spied on one another for signs of dissent. This in some cases included raising too much ruckus over the flu. Something like 20,000 newspapers were seized by the US government.

With so many young men impressed into service and sent off to Europe (some in infected vessels that delivered mounds of corpses to France), I suspect the crime rate was quite low. With the natural font of criminality drained and so much disease afoot, that would stand to reason.

But your question is a great one and I'd love to see some documents about it.

It is likely that we would see a lot of crime -- some of it the Jean Valjean "gotta feed the kids" type -- if we wind up in a National New Orleans.

Best, DA

all countries were affected, whether at war or not.
No reports about unlaw, disorder during that period that I'm aware of.
At least not flu-related.

Has censorship and media control a positive effect on the
death rates ? It might help to achieve compliance
to NPI-strategies

I do not have any specific information related to the 1918 pandemic, but I can comment on lessons learned since then and current emergency plans.

In the event of a pandemic or other emergency, some laws change and some resources are re-allocated in order to protect the public. The overall framework is described in the National Incident Management Plan.
http://www.fema.gov/emergency/nims/index.shtm

The key concept is ?continuity of operations.?

Ultimately, law and order is much like the economy, it takes a lot of work, commitment and social cooperation.
