SHANGHAI ? Shanghai authorities ordered schoolchildren indoors and halted all construction Friday as China's financial hub suffered one of its worst bouts of air pollution, bringing visibility down to a few dozen meters, delaying flights and obscuring the city's spectacular skyline.
