Agreed. The lowest temperature in Hazaribagh in the past week was 43F / 6C on Jan 14. Temperatures of 5C or lower are often characterized in Indian media reports as extremely low temperatures. I guess it depends on what you're used to.

Here's an example from today's Economic Times (my conversions to F);
